ratification by the Little Rock
Board of Directors. That means
Immanuel Baptist is now free to fi-
nalize plans for a three-story, 2,500 -
seat church with 1,204 parking
spaces on 19.9 acres between
Shackleford Road and, Interstate
430, north of Mara Lynn Road.
The church, which has some
.4,000 members including Presi-
dent Clinton, has spent more than
a century at its home at 1000 Bish-
op St. near Arkansas Children's
Hospital. But while Immanuel has
stayed put downtown, its congrega-
tion has not, and it's time now for
the church to move to what was
once far west Little Rock but is
now the center of the city, said se-
nior pastor Dr. Rex Horne Jr.
"That represents for now the ge-
ographic center of our member-
ship," Horne told planning corn-
; missioners. "We wanted to stay
closer to Little Rock than out
Chervil, out Highway 10," he said,
suggesting that those far -west lo-
cales would be considered if the
' city did not bless the proposed site.
Voting to grant Immanuel a con-
ditional -use permit to build on the
new site were Vice Chairman
Craig Berry and Commissioners
` Richard Downing, Hugh Earnest,
`Judith Faust, Rohn Muse and Bill
Rector Jr. Voting against granting
the permit were Commissioners
Bob Lowry, Obray Nunnley Jr. and
' Mizan Rahman.
Residents of the Walnut Valley
'subdivision, which borders the fu-
ture church site on the north and
northwest, initially opposed the
`church's plan to build on what is
.now undeveloped land owned by
Ithe Mental Health Services Divi-
sion of the state Department of
.Human Services.
But church officials responded
to concerns about green -space
buffers and parking by modifying
their plans, and after a meeting
with neighbors Monday the offi-
cials agreed to four conditions pro-
posed by the Walnut Valley Home-
owners Association. The associa-
tion's president, Russell Lemond,
said the concessions made the
church's plan "palatable," though
neighbors continue to prefer no
development at all.
The four concessions include:
■ Immanuel will enter into a "pro-
tective covenant" with neighbors.
The church will agree not to make
any changes to green -space buffers
without consulting neighbors and
not to use a private drive different-

out consulting neighbors. Im-
manuel officials intend to con-
struct a private drive between the
church and Breckenridge Drive
and have agreed to keep it locked
except for Sundays and other
times when the church is in use.
■ Church officials will give neigh-
bors a construction time line.
Horne has said the new church
could be completed in about three
years. Before construction can go
forward, the congregation must
vote to approve architectural
plans and a financing strategy.
■ Church officials will keep lines
of communication open with
neighbors.
■ To allow any last-minute alter
natives to be considered, church
officials will undertake construc-
tion of the private drive after com-
pleting all other elements of the
church, unless the city or state re-
quire otherwise. The drive is to be
built on Interstate 430 right of way.
Despite the homeowners asso-
ciation's blessing, some neighbors
continue to strenuously oppose
the church's move, and four of
them addressed the Planning
Commission on Thursday.
Cynthia Hester, who lives on
Kings Mountain Drive, said she wor-
ries about the church increasing
flooding problems in the area. "My
lord has many mansions, but I have
a feeling he didn't anticipate build-
ing them in my back yard," she said.
The area's congested traffic
and how the church will con-
tribute to it were much on the
minds of planning commissioners
Thursday. But Commissioner Rec-
tor and others noted that other
types of development would draw
even more traffic.
The area is zoned R-2, for sin-
gle-family residential housing.
With conditional -use permits,
churches are allowed in areas
zoned R-2.
But some commissioners said
that when the zoning rules were
drafted allowing churches in R-2
areas, giants like Immanuel Bap-
tist were probably not contemplat-
ed.
"In those days I think religious
facilities had a different connota-
tion," Rahman said. "They were
smaller, they were community ori-
ented ... but that's not what's hap-
pening here."
But Commissioner Downing
said that the reality is that neigh-
borhood churches are practically
extinct as an institution. Im-
manuel should not be blamed for
dealing with the fact that these
days everyone drives to church, he
said.

Less than a month after one much -
touted Israeli -Arab peace initiative
crumbled, another dissolved Thurs-
day into mutual recriminations.
The development makes the com-
prehensive Mideast peace that
Prime Minister Ehud Barak
promised by year's end seem farther
away than ever.
Palestinians said peace talks
were in "crisis" after Barak refused
to budge on terms for an interim ter-
ritory withdrawal during a tense
two-hour summit with Yasser Arafat
at this Israeli military outpost on the
Israel -Gaza border.
It was the second peace blow for
Barak in three weeks — talks with
Syria went into deep freeze in mid-
January — and he scrambled to de-
flect Palestinian talk of a dead end.
The Palestinians want the pullout
from 6.1 percent of the West Bank
outlined in an interim agreement
signed in September to include pop-
ulous Arab suburbs of Jerusalem.
The Israelis refuse, at least for now.
"Once the confidence and credi-
bility and integrity of the peace
process become absent, the element
of trust disappears and both sides
find themselves in a crisis situation,
and that's where we are now," said
lead Palestinian negotiator Saeb
Erekat in an interview.
Israel says it alone determines
what land goes back in the with-
drawals, but it will take Palestinian
considerations into account.
Barak worries the Palestinians
will use total control of the suburbs,
now under joint control, as the first
stake in a claim to Jerusalem, the
city both sides claim as their capital.
Erekat said Arafat suggested us-
ing U.S. Mideast peace envoy Dennis
Ross, who is in the region, as an ar-
bitrator.
Israeli Foreign Minister David
Levy rejected that idea and accused
the Palestinians of engineering the
dispute to invite U.S. intervention.

legacy as his presidency winds down
and likely to press Israel into con-
cessions.
Erekat also accused Israel of
wanting to delay a Feb. 13 deadline
for an outline of a final -status agree-
ment due in place by September.
Levy said Feb. 13 was "not sa-
cred," but denied plans for a delay.
Barak's office said marathon talks
aimed at meeting the deadline
would resume Sunday.
A senior Palestinian official,
speaking on condition of anogvmity,
said the Palestinians are now oper-
ating under the assumption that
Barak is shelving the talks to focus
on reviving talks with Syria.
The U.S.-brokered talks with Syr-
ia broke down after Israel refused to
meet a Syrian condition to withdraw
to the border before the 1967 Middle
East War, when Israel captured the
strategic Golan Heights. Israel also
balked at Syria's insistence on equiv-

ening enforcement of the U.N. em-
bargo to counteract a surge in
Iraqi oil smuggling, Defense Sec-
retary William Cohen said Thurs-
day.
While Russian vessels increas-
ingly have been involved, there is
no immediate indication of a di-
rect connection to the Russian gov-
ernment, Cohen said in an inter-
view en route to Munich, Germany,
where he will attend a weekend
conference on European security
issues.
"Overall there has been an in-
crease on the part of Iraq to inten-
sify its smuggling operations, and
we're going to have to simply in-
tensify our own intervention to
prevent that," Cohen said.
He said he thinks Iraq's presi-
dent, Saddam Hussein, "will do
whatever he can to try to circum-
vent the sanctions. If he can get
away with it, if there's a laxity on
the enforcement part, then he will
seek to exploit it."
In several recent discussions
with Russia's ambassador to Wash-
ington, Yuri Ushakov, U.S. diplo-
mats have voiced suspicions "re-
garding the activities of vessels be-
longing to certain Russian firms"
that appear to be smuggling Iraqi
'oil, State Department spokesman
James Foley told reporters Thurs-
day,
The Russians have told us that
this ship is privately owned and
that an investigation on the Rus-
sian side is under way," he said.
In Moscow, Russian officials
said they were mystified and dis-
turbed by the U.S. Navy's actions,
and they demanded that the ship
be released.
Deputy Foreign Minister Vasily
Sredin insisted that the tanker had
not entered Iraqi waters. "This sit-
uation does not suit us at all," he
said.
The ship seizure took place one
day after Secretary of State
Madeleine Albright met with Act-
ing Russian President Vladimir
Putin at the Kremlin. Both offi-
cials pledged to try to restore the
trust between the two countries
that has eroded over the past two
years.
Last year the multinational
force patrolling the Persian Gulf
made queries to 2,400 ships, board-
ed 700 and diverted 19. But this
was the first boarding of a Russian
vessel since Aug. 31, 1998, and the
first diversion of a Russian ship
since Jan. 5, 1998, according to the
State Department's Foley.
