AN ORDINANCE APPROVING A PLANNED ZONING
DEVELOPMENT AND ESTABLISHING A PLANNED
OFFICE DISTRICT TITLED UNION RESCUE
MISSION - SHORT -FORM POD (Z-6763) LOCATED
AT THE NORTHWEST CORNER OF WEST 10TH AND
THAYER STREETS AND ALONG THE SOUTH SIDE
OF WEST 10TH STREET WEST OF THAYER STREET
IN THE CITY OF LITTLE ROCK, ARKANSAS,
AMENDING CHAPTER 36 OF THE CODE OF
ORDINANCES OF THE CITY OF LITTLE ROCK;
AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That the zone classification of the following
described property be changed from I-2 to POD.
Lots 2 through 7 being East of the Union Pacific
Railroad, all in Block 8, Roots and Coy's Addition,
Little Rock, Arkansas.
Lots 12 through 18 being East of the Union Pacific
Railroad, Lots 2 through 6 being East of the Union
Pacific Railroad, the 20 foot alley between the
Union Pacific Railroad and the East lines of said
Lots 6 and 15 and the North 1-� of the alley adjacent
to said Lots 12, 13 and 14, all in Block 9, Roots
and Coy's Addition, Little Rock, Arkansas.
SECTION 2. That the preliminary site development
plan/plat be approved as recommended by the Little Rock
Planning Commission.
SECTION 3. That the change in zoning classification
contemplated for Union Rescue Mission (Short -Form POD) is
conditioned upon obtaining a final plan approval within the
time specified by Chapter 36, Article VII, Section 36-454(d)
of the Code of Ordinances.
SECTION 4. That the map referred to in Chapter 36 of the
Code of Ordinances of the City of Little Rock, Arkansas, and
designated district map be and it is hereby amended to the
extent and in the respects necessary to affect and designate
the change provided for in Section 1 hereof.
SECTION 5. That this Ordinance shall take effect and be
in full force upon final approval of the plan.

A. PROPOSAL/REQUEST:
The applicant proposes to rezone the 2.43 acre site from
I-2 to POD to allow for the development of the Union Rescue
Mission facilities. The project will house administrative
offices, temporary living quarters, food preparation and
dining areas, and educational space. A minor Land Use Plan
amendment has also been filed (Item 12.1 on this agenda).
The applicant proposes to construct a 29,000 square foot,
single story building along the south side of West 10th
Street, west of Thayer Street. The applicant also proposes
to construct a small area of parking (21 spaces) along the
north side of West 10th Street and a small area of parking
(19 spaces) along the north side of West 11th Street.
The applicant is also proposing to abandon the portion of
West 10th Street between the railroad right-of-way and
Thayer Street, the alley right-of-way within Block 9, Roots
and Coy Subdivision (block bounded by Thayer Street, West
10th Street, West 11th Street, and the railroad right-of-

way), and the portion of West lith Street between Jones
Street and the railroad right-of-way.
The applicant notes that the facility will include the
following uses:
1.Temporary living quarters - 180 to 200 beds
2. Office space - 5,800 square feet
3.Educational space - 4,000 square feet
4. Kitchen and dining areas
The proposed building will be one-story with a 30 foot
ridge height. The fagade will be of split face block and
brick, with a colored raised seam metal roof. One wall -
mounted sign is proposed which will have an area of
approximately 25 square feet.
B. EXISTING CONDITIONS:
The portion of this site along the north side of West 10th
Street is vacant, grass -covered and fenced. There are no
trees on this portion of the site. The area on the south
side of West 10th Street is also vacant and grass -covered,
with a scattering of trees. This portion of the site is
where single family homes once existed, and is 6 to 8 feet
above the existing grade of West 10th Street.
There is railroad right-of-way along the west boundary of
this site, with industrial buildings and single-family
residences further west. There are two industrial
buildings and a monopole tower to the north, between this
site and I-630. There is an auto salvage yard to the
northeast at the southeast corner of Maryland and Thayer
Streets. There are four (4) single family residences
immediately east of the proposed building, within the same
block, with additional single family residences further
south across West 11th Street and east across Thayer Street.
C. NEIGHBORHOOD COMMENTS:
Staff has received several phone calls from persons
requesting information on this application. The Capital
Hill, Central High'and Pine to Woodrow Neighborhood
Associations were notified of the public hearing.
D. ENGINEERING COMMENTS:
PUBLIC WORKS CONDITIONS:
1. West 10th Street, West 11th Street, and Thayer Street are
commercial streets. Dedicate right-of-way to 30 feet
from centerline.
2. A 20 feet radial dedication of right-of-way is required
at the corner of Thayer Street and 10th Street.

3. Alley abandonment in Block 9 will be required to
construct building and parking.
4. Provide design of streets conforming to "MSP"(Master
Street Plan). Construct one-half street improvements to
these streets including 5 -foot sidewalks with planned
development. Construct public turn around at the end of
West 10th Street.
5. Repair or replace any curb and gutter or sidewalk that is
damaged in the public right-of-way prior to occupancy.
6.Plans of all work in right-of-way shall be submitted for
approval prior to start of work.
7. Stormwater detention ordinance applies to this property.
8. Improve corner radius.
9. Remove pavement and construct ditch at the west side of
the property.
E. UTILITIES AND FIRE DEPARTMENT/COUNTY PLANNING:
Wastewater: Existing 6" and 18" sewer mains located on
project property. Contact Little Rock Wastewater
Utility prior to construction.

F. ISSUES/TECHNICAL/DESIGN:
Planning Division:
This request is in the Central City Planning District. The
Land Use Plan currently shows Light Industrial, Industrial,
and PK/OS for this location. There is pending Land Use
Plan Amendment on this agenda for this area.
City Recognized Neighborhood Action Plan: This area is not
covered by a city recognized neighborhood plan.

Landscape Issues:
The full land use average width required along the southern
perimeter is 12 feet. The proposed buffer width drops
below the minimum at any given point of 6 feet.
A portion of the proposed land use buffer along the eastern
perimeter drops below the minimum allowed at any given
point of 6 feet in width. The full average width
requirement is 16 feet.
The proposed street buffer width along West 11th Street
drops to the minimum allowed at any given point of 6 feet
most of the length of the buffer. The full street buffer
width required without transfers is 12 feet.
A 6 foot high opaque screen is required adjacent to
property used as residential to the southeast. This screen
may be a wood fence with its face side directed outward or
dense evergreen plantings.
G. ANALYSIS:
The applicant submitted a revised site plan and additional
information to staff on October 28, 1999. The revised plan
addresses most of the staff concerns. The applicant has
noted that the Public Works requirements will be complied
with.
There are a few slight modifications which need to be made
to the site plan and are as follows:
1.Note a 6 foot height for the wood screening fence shown
adjacent to residential uses.
2.Provide a minimum 7.5 foot buffer along the east property
line (east of proposed building and east of parking area
accessed from West 11th Street) .
3. Provide back out space along the east and west ends of
the parking area on the north side of West 10th Street.
A total of 40 parking spaces is proposed for the
development. Staff feels that this is a sufficient
amount to serve the proposed use.
As noted in paragraph A. of this report, the applicant is
requesting abandonment of three (3) pieces of right-of-way
as part of this development plan. By endorsing the
proposed site development plan, the Commission can

recommend approval of the abandonment requests. The
applicant will need to file additional paperwork with
Public Works prior to this application being forwarded to
the Board of Directors.
Otherwise, to staff's knowledge, there are no outstanding
issues associated with this application. Staff feels that
the proposed development will have no adverse effect on the
general area.
H. STAFF RECOMMENDATIONS:
Staff recommends approval of the proposed POD zoning
subject to the following conditions:
1. Compliance with the requirements as noted in paragraphs
D, E and F of this report.
2.A revised site plan needs to be submitted with the
additional modifications as noted in paragraph G. of this
report.
3. Staff recommends approval of the following right-of-way
abandonments:
a. West 10th Street, between Thayer Street and the
railroad right-of-way
b. West 11th Street, between Jones Street and the
railroad right-of-way
C. Alley right-of-way within Block 9, Roots and Coy
Subdivision
SUBDIVISION COMMITTEE COMMENT: (OCTOBER 21, 1999)
Ed Appler was present, representing the application. Mr. Appler
submitted a revised site plan for the property, due to the fact
that the railroad right-of-way was 100 feet wider than
previously expected. The Committee reviewed the revised site
plan.
Bob Brown, Site Plan Review Specialist, noted that additional
buffer and landscaped areas were needed between the development
and the residential property to the east.
The Public Works requirements were briefly discussed. It was
noted that improvements to West 11th Street would need to be
done. Staff suggested abandoning a small portion of West 11th
Street, west of Jones Street.

Mr. Appler stated that he had been working with the Capitol Hill
Neighborhood Association since January. He also noted that he
had been in contact with the immediate neighbors in this area.
After the discussion, the Committee forwarded the POD to the
full Commission for resolution.
PLANNING COMMISSION ACTION: (NOVEMBER 11, 1999)
Ed Appler and Lonnie Willis were present, representing the
application. Staff briefly described the POD rezoning request,
with a recommendation of approval.
Ed Appler explained the project, including the Union Rescue
Mission use and operation. He explained that the existing
location on Confederate Blvd. will eventually be forced to move
because of the planned future construction of a railroad
overpass.
Lonnie Willis also addressed the Commission in support of the
application. He offered additional explanation of the Union
Rescue Mission use and programs.
Rev. Robert Alexander read a prepared statement from the
neighborhood association opposing the proposed POD rezoning.
Nettie Lawson, representing the Capitol Hill Neighborhood
Association, also read a prepared statement from the association
opposing the POD. She noted that she has lived in the
neighborhood for 33 years and opposed the Union Rescue Mission
use. She presented a petition containing 58 names which opposed
the POD rezoning.
Commissioner Hawn asked Ms. Lawson where she lived. Ms. Lawson
responded that she lived one block to the east.
Commissioner Hawn asked Mr. Appler if he had met with the
neighborhood.
Mr. Appler stated that he met with the neighborhood association
at the alert center on West 12th Street and also had two (2)
meetings at the Dorcas House location. He stated that he was
unaware of any opposition.
Commissioner Hawn asked Mr. Appler if the Union Rescue Mission
had purchased any residential structures in the area.

Mr. Appler stated that only vacant lots had been purchased. He
also stated that he met with the adjacent property
owners/residents and explained the project.
Commissioner Nunnley asked Mr. Appler how long he had been
director of Union Rescue Mission. Mr. Appler responded that he
had been director a little over two years.
Commissioner Nunnley stated that he didn't think that the
applicant thought it was important enough to do stake -holder
management in this area. Mr. Appler responded that he had met
with every adjacent property owner.
Commissioner Nunnley asked Mr. Appler if he had the majority of
the neighborhood supporting the application. Mr. Appler stated
that based on the petition submitted by Ms. Lawson that it would
appear that he did not have the support.
Commissioner Nunnley asked Mr. Appler where he lived. Mr.
Appler responded that he lived in Conway.
Commissioner Nunnley stated that no one was against the work of
the Union Rescue Mission. He stated that there were concerns
about the Union Rescue Mission being located in a predominately
residential neighborhood, with elderly neighbors. He noted that
this particular neighborhood has an ongoing problem with public
intoxication. He asked Mr. Appler if he was aware of the
problems that existed in the area. He asked Mr. Appler if he
would be opposed to a deferral to meet with the neighbors and
discuss the problems of the neighborhood. He stated that he
felt that the applicant had not met with the neighbors to
discuss the issues and that he was uncomfortable considering the
application at this time.
Mr. Appler stated that he was not opposed to additional meetings
with the neighbors, however, he would prefer not to accept a
deferral.
There was discussion relating to the proposed development and
the location of adjacent residential property.
Commissioner Lowry asked about a greater police presence in the
area of a Union Rescue Mission as mentioned earlier by Mr.
Appler.
Mr. Appler explained that the police were asked to make
additional drive-bys because victims of domestic violence often
stay at the mission.

Commissioner Lowry asked Ms. Lawson if the people listed on the
petition would attend a neighborhood meeting.
Ms. Lawson stated that the people who were able to come to the
meeting probably would attend.
Commissioner Nunnley commented on a possible deferral of the
item. 'He stated that this issue was a controversial one. He
stated that the Union Rescue Mission does good work and must
relocate somewhere. Commissioner Nunnley stated that the people
in the neighborhood should be given a chance to voice their
concerns and that the applicant should try to satisfy the
concerns. He further stated that he felt this was not done in
this case. He stated that if the applicant was not willing to
defer the application, he was ready to vote.
Jim Lawson, Director of Planning and Development, stated that if
the item were deferred, it would need to be placed on the
January 6, 2000 agenda. He noted that he thought the deferral
would accomplish nothing.
There was additional discussion regarding a possible deferral.
Commissioners Nunnley and Downing offered comments during this
discussion.
Commissioner Nunnley stated that the applicant has not met with
all the neighbors.
Commissioner Downing indicated that he would cast a favorable
vote on the rezoning. He noted that Union Rescue Mission
provides a needed service to the community.
Commissioner Hawn noted that he felt that the Union Rescue
Mission would have no adverse effect on the area. He stated
that Union Rescue Mission has a good track record.
Ms. Lawson made additional comments in opposition to the
rezoning.
Mr. Appler noted that there would be controlled access to the
mission. He stated that the access for mission clients would be
along the railroad tracks and along Jones Street.
Commissioner Faust commented on a use like the Union Rescue
Mission being in a residential neighborhood. She stated that
strong use like the Union Rescue Mission would be a good partner
to the neighborhood.

Ms. Lawson stated that uses like the Union Rescue Mission are
being proposed in predominately black neighborhoods.
There was a motion to approve the POD rezoning as recommended by
staff. The motion passed by a vote of 6 ayes, 3 nays, 1 absent
and 1 open position.

Mr. Appler stated that he was not opposed to additional meetings
with the neighbors, however, he would prefer not to accept a

There was discussion relating to the proposed development and
the location of adjacent residential property.
Commissioner Lowry asked about a greater police presence in the
area of a Union Rescue Mission as mentioned earlier by Mr.
Appler.
Mr. Appler explained that the police were asked to make
additional drive-bys because victims of domestic violence often
stay at the mission.
Commissioner Lowry asked Ms. Lawson if the people listed on the
petition would attend a neighborhood meeting.
Ms. Lawson stated that the people who were able to come to the
meeting probably would attend.

the item were deferred, it would need to be placed on the
January 6, 2000 agenda. He noted that he thought the deferral
would accomplish nothing.
There was additional discussion regarding a possible deferral.
Commissioners Nunnley and Downing offered comments during this
discussion.
Commissioner Downing indicated that he would cast a favorable
vote on the rezoning. He noted that Union Rescue Mission
provides a needed service to the community.
Commissioner Hawn noted that he felt that the Union Rescue
Mission would have no adverse effect on the area. He stated
that Union Rescue Mission has a good track record.
Ms. Lawson made additional comments in opposition to the
rezoning.
Mr. Appler noted that there would be controlled access to the
mission. He stated that the access for mission clients would be
along the railroad tracks and along Jones Street.
Commissioner Faust commented on a use like the Union Rescue
Mission being in a residential neighborhood. She stated that
strong use like the Union Rescue Mission would be a good partner
to the neighborhood.
Ms. Lawson stated that uses like the Union Rescue Mission are

The applicant proposes to construct a 29,000 square foot,
single story building along the south side of West 10th
Street, west of Thayer Street. The applicant also proposes
to construct a small area of parking (21 spaces) along the
north side of West 10th Street and a small area of parking
(19 spaces) along the north side of West 11t` Street.
The applicant is also proposing to abandon the portion of
West 10th Street between the railroad right-of-way and
Thayer Street, the alley right-of-way within Block 9, Roots
and Coy Subdivision (block bounded by Thayer Street, West
10th Street, West ilt" Street, and the railroad right-of-

way), and the portion of West lith Street between Jones
Street and the railroad right-of-way.
The applicant notes that the facility will include the
following uses:
1. Temporary living quarters - 180 to 200 beds
2. Office space - 5,800 square feet

The proposed building will be one-story with a 30 foot
ridge height. The fagade will be of split face block and
brick, with a colored raised seam metal roof. One wall -
mounted sign is proposed which will have an area of
approximately 25 square feet.
B. EXISTING CONDITIONS:
The portion of this site along the north side of West 10th
Street is vacant, grass -covered and fenced. There are no
trees on this portion of the site. The area on the south
side of West 10t` Street is also vacant and grass -covered,
with a scattering of trees. This portion of the site is
where single family homes once existed, and is 6 to 8 feet
above the existing grade of West 10th Street.
There is railroad right-of-way along the west boundary of
this site, with industrial buildings and single-family
residences further west. There are two industrial
buildings and a monopole tower to the north, between this
site and I-630. There is an auto salvage yard to the
northeast at the southeast corner of Maryland and Thayer
Streets. There are four (4) single family residences
immediately east of the proposed building, within the same
block, with additional single family residences further
south across West 11th Street and east across Thayer Street.
C. NEIGHBORHOOD COMMENTS:
Staff has received several phone calls from persons
requesting information on this application. The Capital
Hill, Central High and Pine to Woodrow Neighborhood
Associations were notified of the public hearing.
D. ENGINEERING COMMENTS:
PUBLIC WORKS CONDITIONS:
1. West 10th Street, West 11th Street, and Thayer Street are
commercial streets. Dedicate right-of-way to 30 feet
from centerline.
2.A 20 feet radial dedication of right-of-way is required
at the corner of Thayer Street and 10th Street.

Landscape Issues:
The full land use average width required along the southern
perimeter is 12 feet. The proposed buffer width drops
below the minimum at any given point of 6 feet.
A portion of the proposed land use buffer along the eastern
perimeter drops below the minimum allowed at any given
point of 6 feet in width. The full average width
requirement is 16 feet.
The proposed street buffer width along West 11th Street
drops to the minimum allowed at any given point of 6 feet
most of the length of the buffer. The full street buffer
width required without transfers is 12 feet.
A 6 foot high opaque screen is required adjacent to
property used as residential to the southeast. This screen
may be a wood fence with its face side directed outward or
dense evergreen plantings.
G. ANALYSIS:
The applicant submitted a revised site plan and additional
information to staff on October 28, 1999. The revised plan
addresses most of the staff concerns. The applicant has
noted that the Public Works requirements will be complied
with.
There are a few slight modifications which need to be made
to the site plan and are as follows:
1. Note a 6 foot height for the wood screening fence shown
adjacent to residential uses.
2. Provide a minimum 7.5 foot buffer along the east property
line (east of proposed building and east of parking area
accessed from West 11th Street).
3. Provide back out space along the east and west ends of
the parking area on the north side of West 10th Street.
A total of 40 parking spaces is proposed for the
development. Staff feels that this is a sufficient
amount to serve the proposed use.
As noted in paragraph A. of this report, the applicant is
requesting abandonment of three (3) pieces of right-of-way
as part of this development plan. By endorsing the
proposed site development plan, the Commission can

recommend approval of the abandonment requests. The
applicant will need to file additional paperwork with
Public Works prior to this application being forwarded to
the Board of Directors.

buffer and landscaped areas were needed between the development
and the residential property to the east.
The Public Works requirements were briefly discussed. It was
noted that improvements to West 11th Street would need to be

Ed Appler and Lonnie Willis were present, representing the
application. Staff briefly described the POD rezoning request,
with a recommendation of approval.
Ed Appler explained the project, including the Union Rescue
Mission use and operation. He explained that the existing
location on Confederate Blvd. will eventually be forced to move
because of the planned future construction of a railroad
overpass.
Lonnie Willis also addressed the Commission in support of the
application. He offered additional explanation of the Union
Rescue Mission use and programs.
Rev. Robert Alexander read a prepared statement from the
neighborhood association opposing the proposed POD rezoning.
Nettie Lawson, representing the Capitol Hill Neighborhood
Association, also read a prepared statement from the association
opposing the POD. She noted that she has lived in the
neighborhood for 33 years and opposed the Union Rescue Mission
use. She presented a petition containing 58 names which opposed
the POD rezoning.

Commissioner Nunnley stated that no one was against the work of
the Union Rescue Mission. He stated that there were concerns
about the Union Rescue Mission being located in a predominately
residential neighborhood, with elderly neighbors. He noted that
this particular neighborhood has an ongoing problem with public
intoxication. He asked Mr. Appler if he was aware of the
problems that existed in the area. He asked Mr. Appler if he
would be opposed to a deferral to meet with the neighbors and
discuss the problems of the neighborhood. He stated that he
felt that the applicant had not met with the neighbors to
discuss the issues and that he was uncomfortable considering the
application at this time.

application. He offered additional explanation of the Union
Rescue Mission use and programs.
Rev. Robert Alexander read a prepared statement from the
neighborhood association opposing the proposed POD rezoning.
Nettie Lawson, representing the Capitol Hill Neighborhood
Association, also read a prepared statement from the association
opposing the POD. She noted that she has lived in the
neighborhood for 33 years and opposed the Union Rescue Mission
use. She presented a petition containing 58 names which opposed
the POD rezoning.
Commissioner Hawn asked Ms. Lawson where she lived. Ms. Lawson
responded that she lived one block to the east.
Commissioner Hawn asked Mr. Appler if he had met with the
neighborhood.
Mr. Appler stated that he met with the neighborhood association
at the alert center on West 12th Street and also had two (2)
meetings at the Dorcas House location. He stated that he was
unaware of any opposition.
Commissioner Hawn asked Mr. Appler if the Union Rescue Mission
had purchased any residential structures in the area.

Mr. Appler stated that only vacant lots had been purchased. He
also stated that he met with the adjacent property
owners/residents and explained the project.
Commissioner Nunnley asked Mr. Appler how long he had been
director of Union Rescue Mission. Mr. Appler responded that he
had been director a little over two years.
Commissioner Nunnley stated that he didn't think that the
applicant thought it was important enough to do stake -holder
management in this area. Mr. Appler responded that he had met
with every adjacent property owner.
Commissioner Nunnley asked Mr. Appler if he had the majority of
the neighborhood supporting the application. Mr. Appler stated
that based on the petition submitted by Ms. Lawson that it would
appear that he did not have the support.
Commissioner Nunnley asked Mr. Appler where he lived. Mr.
Appler responded that he lived in Conway.
Commissioner Nunnley stated that no one was against the work of
the Union Rescue Mission. He stated that there were concerns
about the Union Rescue Mission being located in a predominately
residential neighborhood, with elderly neighbors. He noted that
this particular neighborhood has an ongoing problem with public
intoxication. He asked Mr. Appler if he was aware of the
problems that existed in the area. He asked Mr. Appler if he
would be opposed to a deferral to meet with the neighbors and
discuss the problems of the neighborhood. He stated that he
felt that the applicant had not met with the neighbors to
discuss the issues and that he was uncomfortable considering the
application at this time.
Mr. Appler stated that he was not opposed to additional meetings
with the neighbors, however, he would prefer not to accept a
deferral.
There was discussion relating to the proposed development and
the location of adjacent residential property.
Commissioner Lowry asked about a greater police presence in the
area of a Union Rescue Mission as mentioned earlier by Mr.
Appler.
Mr. Appler explained that the police were asked to make
additional drive-bys because victims of domestic violence often
stay at the mission.

Commissioner Lowry asked Ms. Lawson if the people listed on the
petition would attend a neighborhood meeting.
Ms. Lawson stated that the people who were able to come to the
meeting probably would attend.
Commissioner Nunnley commented on a possible deferral of the
item. 'He stated that this issue was a controversial one. He
stated that the Union Rescue Mission does good work and must
relocate somewhere. Commissioner Nunnley stated that the people
in the neighborhood should be given a chance to voice their
concerns and that the applicant should try to satisfy the
concerns. He further stated that he felt this was not done in
this case. He stated that if the applicant was not willing to
defer the application, he was ready to vote.
Jim Lawson, Director of Planning and Development, stated that if
the item were deferred, it would need to be placed on the
January 6, 2000 agenda. He noted that he thought the deferral
would accomplish nothing.
There was additional discussion regarding a possible deferral.
Commissioners Nunnley and Downing offered comments during this
discussion.
Commissioner Nunnley stated that the applicant has not met with
all the neighbors.
Commissioner Downing indicated that he would cast a favorable
vote on the rezoning. He noted that Union Rescue Mission
provides a needed service to the community.
Commissioner Hawn noted that he felt that the Union Rescue
Mission would have no adverse effect on the area. He stated
that Union Rescue Mission has a good track record.
Ms. Lawson made additional comments in opposition to the
rezoning.
Mr. Appler noted that there would be controlled access to the
mission. He stated that the access for mission clients would be
along the railroad tracks and along Jones Street.
Commissioner Faust commented on a use like the Union Rescue
Mission being in a residential neighborhood. She stated that
strong use like the Union Rescue Mission would be a good partner
to the neighborhood.

Ms. Lawson stated that uses like the Union Rescue Mission are
being proposed in predominately black neighborhoods.
There was a motion to approve the POD rezoning as recommended by
staff. The motion passed by a vote of 6 ayes, 3 nays, 1 absent
and 1 open position.
