Rodney Parham Road Lot 2, Pleasant Valley Place Commercial Subdivision C-3 A variance is requested from the height regulations of Section 36-301 to permit a new roof addition which exceeds the allowable height. Applicant's Statement: TCBY Enterprises proposes to remodel the Valley West Office Building located on N. Rodney Parham Road #11300. The existing three-story office building has a flat roof that is currently at the C-3 zone allowable height of 35'-011. The remodeling project includes the resurfacing of the exterior, adding windows and a new grand entrance facing Rodney Parham. The proposed roof is an integral part of the remodeled design. In order to install the hipped roof, we are requesting a variance to the height restriction of 35'-0" in the C-3 zone. The new, hipped roof has been designed with a slope of 4:12 and will increase the building height to 43'-6" in lieu of 35,-0" as required in section #36-301. Offices Proposed Use of Property: Offices June 28, 1999 Item No.. 10 (Cont.) Staff Report: A. Public Works Issues: 1. Rodney Parham is listed on the Master Street Plan as a minor arterial. Dedication of right-of-way to 45 feet from centerline will be required. 1. Repair or replace any curb and gutter or sidewalk that is damaged in the public right-of-way, prior to occupancy. B. Staff Analysis The C-3 zoned property located at 11300 N. Rodney Parham Road is occupied by a three-story office building. The building has a flat roof and is currently at the maximum building height permitted in the C-3 zone, 35 feet. The applicant proposes to substantially remodel the building with improvements to both the interior and exterior. The applicant also proposes to install a hipped roof on the building, raising the height of 43.5 feet. Staff believes the requested height variance to be reasonable. The minor height variance should have no effect on adjacent properties. The variance will allow for only the roof addition, no additional floors of office space. The proposed remodeling, including the addition of a colored, standing -seam, metal roof, should result in an improved building which should enhance the neighborhood. The proposed remodeling will not reduce the building's existing rear or side yard setbacks. A new, grand entrance will be added to the front which has a setback exceeding 200 feet. C. Staff Recommendation: Staff recommends approval of the requested height variance subject to compliance with the following conditions: 1.The standing -seam metal roof is to be painted a non - reflective color. 2. Compliance with Public Works Comments, including any variance of these requirements as may be granted by the Board of Directors. 2 June 28, 1999 Item No.: 10 (Cont.) BOARD OF ADJUSTMENT: (JUNE 28, 1999) The applicant was present. There were no objectors present. Staff presented the item and a recommendation of approval subject to. compliance with the conditions outlined in the "Staff Recommendation" above. The applicant offered no additional comments. The item was placed on the Consent Agenda and approved as recommended by staff. The vote was 4 ayes, 0 noes and 1 absent. 3
