PROPOSAL/REQUEST: FILE NO.: Z-6693 FT. NEW STREET: 0 ALLOWED USES: Commercial PROPOSED USE: Commercial The applicant proposes to rezone the property at 4810 Stagecoach Road from C-3 to PCD in order to add truck and trailer rental as a permitted use to the existing use of the property. There are currently two (2) buildings on the site, as noted on the attached site plan. The larger building is currently an antique shop, with some outside display. Part of the smaller building is a beauty shop, with the remainder of the building housing an office for a lawn sprinkler business. The applicant proposes to add an area of truck and trailer parking as noted on the attached site plan. The applicant has noted that at any given time there will be 2 to 4 trucks and 3 to 4 trailers (U -Haul type) on the property. There will be a small office for the truck/trailer rental business within the antique shop building. The applicant also notes,that the smaller building will eventually be used for furniture refinishing as an accessory use to the antique shop. July 8, 1999 SUBDIVISION ITEM NO.: 8 (Cont.) FILE NO.: Z-6693 B. EXISTING CONDITIONS: There are two (2) existing buildings on the site, as noted in paragraph A. There are existing gravel parking areas along the north, south and east sides of the antique shop building. There are commercial uses to the east along Asher Avenue, with the Farmers Association farm supply business located immediately west. Single-family residences and a church are located to the north across Colonel Glenn Road, with additional single-family residences to the south across Stagecoach Road. C. NEIGHBORHOOD COMMENTS: The John Barrow and Westwood Neighborhood Associations were notified of the public hearing. As of this writing, staff has received no comments on this application. D. ENGINEERING COMMENTS: PUBLIC WORKS CONDITIONS: 1. Stagecoach Road is listed on the Master Street Plan as a principal arterial, dedication of right-of-way to 55 feet from centerline will be required. 2. Colonel Glenn Road is listed on the Master Street Plan as a principal arterial, dedication of right-of-way to 55 feet from centerline will be required. Widening of Colonel Glenn to arterial standards will be required with construction. 3.Dedicate right-of-way for proposed turn lanes per AHTD drawings. 4.Prepare a letter of pending development addressing street lights as required by Section 31-403 of the Little Rock Code. All requests should be forwarded to Traffic Engineering. 5. Stormwater detention ordinance applies to this property. 6.Traffic count for Stagecoach Road (Hwy. 5) South of Colonel Glenn was 6,700 in 1997 and Colonel Glenn Road East of Hwy. 5 was 11,000 in 1997. E. UTILITIES AND FIRE DEPARTMENT/COUNTY PLANNING: Wastewater: Sewer available, not adversely affected. AP&L: No Comment received. 2 July 8, 1999 SUBDIVISION ITEM NO.: 8 (Cont.) FILE NO.: Z-6693 Arkla: No Comment received. Southwestern Bell: No Comment received. Water: A reduced pressure valve backflow preventer is required for beauty shops and car washes. Contact the Water Works if larger and/or additional water service is needed. Fire Department: No Comment. County Planning: No Comment received. CATA: No issues. F. ISSUES/TECHNICAL/DESIGN: Planning Division: This request is in the 65th Street West Planning District and is shown as Neighborhood Commercial on the Land Use Plan. The limited scale of the proposed use (antique store) is consistent with the Neighborhood Commercial. City Recognized Neighborhood Action Plan: There is not a neighborhood plan for this area at this time. Landscape Issues: If new vehicular use areas are to be developed, they will be required to be landscaped. G. ANALYSIS: In light of the Master Street Plan requirements for this property, right-of-way dedication and street improvements, and the fact that there are public projects planned for street improvements to Stagecoach and Colonel Glenn Roads, the applicant has decided to withdraw the PCD rezoning request. The applicant notified staff of the withdrawal request on June 25, 1999. Staff supports the withdrawal. H. STAFF RECOMMENDATIONS: Staff recommends approval of the withdrawal as requested by the applicant. 3 July 8, 1999 SUBDIVISION ITEM NO.: 8 (Cont.) SUBDIVISION COMMITTEE COMMENT: FILE NO.: Z-6693 ( JUNE 17, 19 9 9 ) The applicant was not present. Staff briefly described the proposed PCD site plan. There was a brief discussion concerning the existing use of the property. The Public Works requirements, right-of-way dedication and street improvements, were briefly discussed. Staff informed the Committee that the applicant would be contacted and notified of all requirements. After the brief discussion, the Committee forwarded the PCD to the full Commission for resolution. PLANNING COMMISSION ACTION: (JULY 8, 1999) Staff informed the Commission that the applicant had submitted a letter on July 1, 1999 requesting that this item be withdrawn, without prejudice. Staff supported the withdrawal request. The Chairman placed the item before the Commission for inclusion within the Consent Agenda for withdrawal, without prejudice. A motion to that effect was made. The motion passed by a vote of 10 ayes, 0 nays and 1 absent. 4
