Public Works Issues: Z -6689-A Olde Towne, Inc. 300 East Markham Street West 1-� of Lot 9, all of Lots 7 and 8, Block 35, Original City GB Variances are requested from the sign lettering and location provisions of Sections 36- 353 (c) (3) (a) and 36-353 (c) (1) to permit lettering which exceeds 1'6" in size and which extends above the eave of the building. The applicant's justification is presented in an attached letter. Vacant building, being remodeled. Retail stores and restaurant No issues related to this.sign variance. B. Staff Analvsis: The former warehouse building located on the GB zoned property at 300 East Markham Street is being remodeled to accommodate a mixed use development consisting of a restaurant and retail sales spaces. The property lies within the River Market District and is subject to the district's overlay standards. Pour House Bar and Grill is to occupy the rear of the building, with frontage on Cumberland/La Harpe and the River. A large entry feature has been designed into the Cumberland/La Harpe frontage. This feature consists of a wall with the restaurant's logo placed on it. The lettering on the logo ranges from 1110" November 29, 1999 Item No.: 7 (Cont.) in height for the lower case letters to 213" in height for the upper case letters. Section 36-353 (c) (3) (a) of the River Market Overlay regulations limits the height of lettering on signs to a maximum of 1'6". The entry feature/wall and the accompanying signage extends above the eave of the building, which is prohibited by Section 36- 353(c)(1). 6 - 353(c)(1). Staff is supportive of the requested variances to allow the sign. The minor size variance for the lettering is mitigated by the large scale of the entry feature/wall. If the larger lettering was on a small background, such as awning, the visual impact would be greater. The sign faces into the Cantrell Road - La Harpe - Cumberland confluence, not into the heart of the River Market District on East Markham. Although the signage extends above the eave line of the building, it is placed on the vertical surface of the entry feature/wall that is built into the building's fagade. Staff does not believe the proposed signage will harm the visual integrity of the River Market District. The River Market Design Review Committee has reviewed the proposal and recommends approval of the variances. A letter to that effect is attached. C. Staff Recommendation: Staff recommends approval of the requested sign variance subject to the following condition: 1. The variance is granted specifically for Pour House Bar and Grill and may not be transferred to any subsequent occupant of the building. BOARD OF ADJUSTMENT: (NOVEMBER 29, 1999) The applicant was present. There were no objectors present. A letter of opposition from Presley Melton, owner of properties at 301-307 East Markham Street, had been received by staff and forwarded to the Board. Staff presented the item and a recommendation of approval subject to the variance being granted specifically for Pour House Bar and Grill and not being transferable to any subsequent occupant of the building. The applicant, Chad Young, described the proposed sign and presented a drawing showing the elevation of the building. K November 29, 1999 Item No.: 7 (Cont.)
