Justification: The lot width and difficult terrain only allow for the detached carport to be placed as proposed. Present Use of Property: Proposed Use of Property: Vacant lot, new home under construction Single Family Staff Report: A. Public Works Issues: No issues. B. Staff Analysis: The applicants are currently constructing a new single family residence on the R-2 zoned lot located at 29 Vista Drive. Associated with the project is a detached two -car carport. The carport has a front yard setback of 25 feet. The code requires a front yard setback of at least 60 feet for accessory structures. Staff believes the variance request to be reasonable. The lot is steeply sloped down from the street to the lake -front at the rear. The property is being filled and terraced to accommodate the new construction. Even so, it will take a bridge to reach from the front of the lot, where the carport is to be located, to the house. April 26, 1999 Item No.: 4 (Cont.) Spring Valley is a residential subdivision built around a series of lakes located off of Cooper Orbit Road. The subdivision was nearly built -out prior to its annexation into the City. This lot is one of only a very few remaining vacant. The other lots contain homes in a variety of styles and with a variety of setbacks. The setbacks range from well below to well above those required by the Code. The proposed carport will not be out of character with development in the area. The carport is located far enough from the street and is angled so as not to create a sight -distance problem. The applicant/homeowner is an architect and he has stated that the carport will be designed to compliment the house. Staff believes the applicant has presented adequate justification due to the terrain of the site. The reduced setback should have no impact on adjacent properties. C. Staff Recommendation: Staff recommends approval of the front yard setback variance. BOARD OF ADJUSTMENT: (APRIL 26, 1999) The applicant was present. There were no objectors present. Staff presented the item and a recommendation of approval. The applicant offered no additional comments. The item was placed on the Consent Agenda and approved by a vote of 4 ayes, 0 noes, 0 absent and 1 open position. V,
