The additional living space is needed. The proposed addition is more architecturally and economically feasible. Single Family Single Family Staff Report: A. Public Works Issues: No issues. B. Staff AnalZsis: The R-2 zoned property located at 5525 East Roosevelt Road is occupied by one-story, brick and frame, single-family residence. The applicant proposes to remodel the home, including enclosing the carport and adding onto the front of the house to create additional living space. The front addition will result in a front yard setback of 19 feet and will be built across a platted 25 foot building line. The code requires a front yard setback of 25 feet for this lot. Staff believes the variance request to be reasonable. The variance to allow a reduced setback should have no effect on adjacent properties. The home is one of only a few left April 26, 1999 Item No.: 3 (Cont. remaining between the intense development which includes the airport and United Parcel Service and Interstate 440. Several homes on the western end of the development were bought and removed by the airport. Other homes in the area were destroyed by the March 1, 1997 tornado. This property itself is within the area proposed for ultimate development by the airport's master plan. Although the addition will result in a setback of 19 feet from the front property line, the street itself is much farther away. This portion of East Roosevelt Road is classified by the Master Street Plan as a collector, requiring a total right-of-way of 60 feet. The street is a two lane, residential street within a 100 foot wide right-of-way, meaning the addition is approximately 60 feet from the edge of the street. East Roosevelt was previously classified as a "thorofare" and the large right-of-way was obtained in anticipation of its construction as such. Subsequent changes in the plan reduced the classification, but the homes were already constructed with the large setback. Allowing this front yard setback variance will have no effect on traffic on the street. Should the Board approve the building line variance the applicant will have to do a one -lot replat reflecting the change in the building line. The applicant should review the filing procedure with the Circuit Clerk's Office to determine if the replat requires a revised Bill of Assurance. C. Staff Recommendation: Staff recommends approval of the requested front yard setback and building line variances subject to a one -lot replat reflecting the change in the building line as approved by the Board. BOARD OF ADJUSTMENT: (APRIL 26, 1999) The applicant was present. There were no objectors present. Staff presented the item and a recommendation of approval subject to a one -lot replat.
