Good morning Jamie,
Thank you for summarizing our discussion. The only circumstance in which our staff could review a demolition request
administratively within our local ordinance district (the MacArthur Park Historic District) is if the structure is a public
safety hazard and is unable to be secured. The condition of the property and its threat to public safety—as well as its
inability to be secured—will need to be confirmed through an inspection by our Building Code Manager, Chuck Givens. If
you believe this is the case for this property, we can coordinate a time with you for Chuck to inspect the
property. Otherwise, the demolition request will need to go through our standard Certificate of Appropriateness review
including a public hearing.
• Has a structural engineer or architect conducted a report on the property’s conditions recently?
To summarize information about the MacArthur Park Local Ordinance Historic District and the Little Rock Historic
District Commission:
The property at 913 McMath Ave is within the MacArthur Park Local Ordinance Historic District. The goal of the local
ordinance historic district is to protect and preserve the unique and valued qualities of such an area, its urban design,
architectural character, and historic materials in buildings and in landscapes. A property owner in this district is subject
to the rules and regulations as set forth by the City of Little Rock ordinances, Municipal Code Chapter 23, Sec. 76-160,

that is based on Arkansas State law. Any exterior renovation of structures, additions, fencing , or other site features need
to be either administratively approved by staff or reviewed by the Little Rock Historic District Commission at their
regularly monthly public meetings. This includes the erection, alteration, restoration, relocation, or demolition of a
building, structure, and site features within the district.

In this section, you will find information regarding the HDC, the design guidelines and the application process. Guidelines
for demolition can be found in Section VI (attached here for convenience).
The next application filing deadline is July 3rd for the application to be scheduled for public hearing at the August 3rd HDC
meeting. Please read the full instructions within the application packet before applying, including public notice

Hanna, thanks for taking my call today. To recap our discussion we have applied for a permit to raze the closed pi zza hut
building located at 913 McMath Ave in Little Rock. Shortly after we closed this location the building was vandalized and
all the copper pipes and wiring were removed from the location. Shortly after on March 6 th a body was found in the
building.

At this point the building is a total loss. We are trying to raze the building as part of a sale for the property.
Can you check with the director to see if we can get permission to raze the building as soon as possible? We feel it is a
health and safety issue.
