Spruce Street Lot 2, Block 7, Country Club Heights Addition R-2 A variance is requested from the area regulations of Section 36-254 to permit a porch addition with a reduced front yard setback. The house currently has a small porch which extends into the required setback. Replacing this porch with a new porch addition which extends the full width of the structure will make the home more architecturally pleasing. Single Family Single Family A. Public Works Issues: No issues. B. Staff Analvsis: The R-2 zoned property located at 2204 N. Spruce Street is occupied by a newer, two-story, brick and frame, single- family residence. The house has a small, covered stoop which extends 4 feet from the front wall of the structure. The porch has a front yard setback of 21 feet. The applicants propose to remove the existing porch and replace it with a covered porch which extends the full width of the house. The new porch will be 6 feet deep and will result in a front yard setback of 19 feet. The Code requires a front yard setback of 25 feet for this lot. There is no building line issue. March 29, 1999 Item No.: 3 (Cont. Staff believes the variance request to be reasonable. The existing covered stoop is not very functional and the new porch, in the applicant's opinion, should be more architecturally pleasing. Although the resulting front yard setback will be 19 feet, the setback from the street itself will be 29.5 feet. North Spruce Street, at this point, is a sparsely traveled residential street which dead -ends one block north of this site. Allowing the reduced setback should have no effect on traffic. The Heights Neighborhood is recognized for its eclectic housing style, with a variety of architectural styles and setbacks. Staff does not believe that allowing this 6 foot variance for an unenclosed porch will negatively impact the neighborhood. C. Staff Recommendation: Staff recommends approval of the requested front yard setback variance subject to the porch being open and unenclosed on all sides other than at the point it adjoins the house. BOARD OF ADJUSTMENT: (MARCH 29, 1999) The applicant was present. There were no objectors present. Staff presented the item and a recommendation of approval subject to the porch being open and unenclosed on all sides other than at the point it adjoins the house. The applicant offered no additional comments. The item was placed on the Consent Agenda and approved as recommended by staff. The vote was 4 ayes, 0 noes and 1 absent. 2
