One of the requirements for a city to receive this grant is to be shovel -ready at the time that the grant is awarded, and it is anticipated that the guidelines will be issued by the Federal government in the spring. In order to meet this requirement, the Little Rock Fire Department is submitting an application for a Conditional Use Permit (CUP) for property owned by the City of Little Rock at Taylor Loop and Rahling Road. A CUP was awarded for this site in 1999; however, since that time, funding for construction of a fire station had not become available and the CUP has since expired. The Little Rock Fire Department is again requesting a Conditional Use Permit for the property located at Taylor Loop and Rahling Road for the construction of a two -bay fire station. This property is currently zoned R2. Little Rock presently has a Class 2 rating with the Insurance Services Office (ISO). The ISO rating measures the major elements of a community's fire suppression system and develops a numerical grade. Insurance companies use these ratings in establishing premiums for both commercial and residential property policies. This rating affects the entire city; consequently, the better the rating the lower the insurance premiums will be citywide. The property at Taylor Loop and Rahling Road is located in the western part of the city, which has experienced tremendous growth in recent years. Little Rock's westward growth has created a critical need for a fire station in that area. According to ISO, the criterion for station placement is determined by actual road miles. Engine company placement should be within 1.5 miles and ladder trucks should be within 2.5 miles of residential structures and business establishments. This location will enable the Little Rock Fire Department to meet the parameters of the ISO regulations. A positive response to this request for a CUP for the Taylor Loop and Rahling Road location would greatly benefit the City of Little Rock. Thank you for your consideration. GS/PP:mr SUBDIVISION COMMITTEE Response to Planning Staff Comments 1. Provide building height and information on building materials and design. The Fire Department proposes to build a one-story fire station. The structure will be built of materials that provide a building that is sturdy and low maintenance with an extended life expectancy. It will be astatically pleasing to the surrounding community. 2. Provide signage plan. The Little Rock Fire Department name and the station number will be attached to the front of the building. 3. Will proposed park area be constructed in conjunction with fire station? The Fire Department will be applying for an American Recovery & Reinvestment Act grant to construct the new fire station. Funds provided by the federal government cannot be used for projects other than the construction of the fire station. Fire Department staff will work with Little Rock Parks and Recreation in an effort to have the park area constructed at the time of the construction of the fire station or in the near future. 4. Provide fencing plan. There are no plans for fencing. 5. Will fire engines exit onto Rahling Road or Taylor Loop Road when responding to calls? Fire engines will exit out of the drive on Taylor Loop Road and enter the station from Rahling Road. 6. At what point will vehicle sirens be activated? In accordance with federal law, vehicle sirens will be activated immediately upon exiting the station. 7. There is no Bill of Assurance for this acreage tract. Based on information received from the Pulaski County Clerk's Office no Bill of Assurance exist for the property located at Rahling Road and Taylor Loop Road. SUBDIVISION COMMITTEE Response to Public Works Comments #2 Taylor Loop Road is classified on the Master Street Plan as a collector street. A dedication of right-of-way thirty (30) feet from centerline will be required. Show the centerline of the right-of-way on the survey. A revised copy of the survey showing the centerline of the right-of-way has been submitted to Planning. #14 Driveway locations and widths must meet the traffic access and circulation requirements of Sections 30-43 and 31-210. The width of driveway must not exceed thirty-six (36) feet. A variance must be requested for the proposed driveway spacing. Provide distance from the center of the driveways to the intersecting right- of-way. According to Brooks Jackson with the architectural firm Jackson Brown King Architects, based on the design of the project, driveways on Rahling Road and Taylor Loop Road will be approximately 40 feet wide. The parcel of land to be used for the fire station measures 249.63 feet on Taylor Loop and 594.02 feet on Rahling Road. The width of the property on Taylor Loop does not allow for the traffic access and circulation requirements of Sections 30-43 and 31-210. Because of the configuration of the property and the design of the station the driveway on Rahling Road will measure 250 feet from the center of the driveway to the intersecting right-of-way and the driveway on Taylor Loop will measure 95 feet from the center of the driveway to the intersecting right-of- way. Due to fire apparatus having a wide turning radius the 40' width of the driveways is needed. In addition, the station has been designed to allow apparatus to enter from Rahling Road and exit onto Taylor Loop Road. This design is needed in order to eliminate the need for fire apparatus turning around on Rahling Road or the need for a traffic signal at this site, thus eliminating a cost to the City of approximately $125,000 for a signal. Therefore the Little Rock Fire Department is requesting a variance for driveway locations and widths at this site. City code requires driveways on collector streets such as Taylor Loop Road to be located 250 feet from other driveways or intersections and 125 ft from the property line. Due to the configuration of the property along Taylor Loop Road, these code requirements cannot be met. Staff recommends approval of the variance for driveway spacing on Taylor Loop Road. City code requires driveways on minor arterial streets such as Rahling Road to be located 300 feet from other driveways or intersections and 150 ft from the property line. Since this driveway will be used for fire apparatuses to only enter the fire facility to eliminate the need for fire apparatus turning around on Rahling Road or the need for a traffic signal at this site, staff recommends approval of the variance for driveway spacing on Rahling Road. City code requires the maximum driveway spacing to be 36 ft in width. Since the facility is a fire station with fire apparatuses beyond the normal vehicle size with large turning radiuses, staff recommends approval of the variance to increase the driveway width to 40 feet. Is it possible that you could estimate the number of calls that would be answered by that new station. Purely conjecture I know, but perhaps how many calls are now being answered in the area that the new station will be serving. I have tried explaining that the number of call are less than in the older parts of the City but that is the best I can do. We believe, however, that the siting of the proposed station should be modified to whatever extent is possible under the current time constraints to mitigate the impact on the residents of Oaks Bluff. First and foremost, we believe the flow of fire trucks into and out of the building should be reversed so that trucks exiting on a call do so onto Rahling Road, not Taylor Loop Road opposite Oaks Bluff, and narrowing the width of the driveway to Taylor Loop. Other steps, such as increasing the setback from Taylor Loop Road might prove to be less feasible, but deserve your serious consideration. Comments: //V 06 By: —f -L Enclosure e: —If;; I �: I - -- June 24, 2009 Little Rock Planning Commission Dear Commissioners: I am writing today in support of the amended plan to place a fire station at the corner of Rahling Road and Taylor Loop as proposed with updated drawings with both the entrance and exit onto Rahling Road. While I understand that this entire process is moving swiftly due to the fact that there is potential federal grant money available as part of the ARRA program, I have been pleased with the fact that the Chief and Assistant Chief have both been willing to work with our community regarding concerns we originally raised with having and entrance or exit directly on Taylor Loop. The largest concern we had was due to the traffic that comes around the corner onto Taylor Loop West at a high rate of speed where drivers may not notice a fire truck entering or leaving the driveway. I also had a concern that due to traffic backing up at the stop sign here that the fire station drive would be continually blocked by traffic. I believe that the new proposed plan will help neutralize the negative aspects of building a fire station in this location (noise, destruction of natural habitat and view of the fire station from both Taylor and Rahling). The new plan that is being presented will give the fire station a buffer on all three sides of the lot for surrounding homes and neighborhoods to preserve the natural beauty of the wooded lot that currently exists as well as helping to serve as a sound barrier to decrease the noise pollution for 3 surrounding neighborhoods. This new plan specifically shows that major portions of the existing trees will be left as a barrier rather than clearing them out to be replaced by bushes or shrubs. Having fully grown trees as a buffer is a much better option for the surrounding neighborhoods for blocking sight and sound. This plan will also allow for maximizing the viewing distance for approaching traffic to see that a fire engine is either entering or leaving the fire station by matching the entrance and exit drives for the church across the street. If you review state guidance for issues such as school bus stops, there should be at least 500 feet of unobstructed view on the road for any school bus stop in the city to ensure that approaching traffic can see that there maybe children entering or leaving a school bus. With the previous plan, there would not be great enough distance to prepare for an entering or leaving fire engine on Taylor Loop especially as cars are turning onto Taylor Loop West from Rahling Road. This is considering current traffic patterns that will be even worse once the elementary school is opened at the end of Taylor Loop West with 800 students attending. I believe the new plan will greatly improve upon these problems and I appreciate the Fire Department working with us to make these changes. I respectfully submit my comments and opinion to the Little Rock Planning Commission and I appreciate your time in reviewing my letter and the alternate proposal which I believe would be universally supported by the citizens of this community that have expressed concerns with the current plan.
