It was nice meeting you the other day.
Attached is my proposal idea for the compliant sign. 24sq ft, wooden capped posts, and incorporating Commissioner
Fennel’s idea for Mr. Wright’s sign below ours.
I wanted to run this by you before submitting to our sign vendor for official rendering, and also ask you if we can secure
Mr. Wrights sign by hooks or chain beneath ours, or if we need to have the side brackets?

Please see attached letter confirming the approval of your item, HDC2023-016, at the June 1 st Little Rock Historic District
Commission public hearing. Before a signed COA can be issued, you will need to submit a final design of the free-
standing sign to Staff for final review. Concerning the discussion on Wright’s Shine Parlor signage, you are welcome to
submit a design which incorporates his signage within the free-standing sign. I believe Commissioner Tom Fennell
suggested a small sign which hooks to the bottom of the main sign and can be easily removed and installed as Mr.
Wright is open.

Yes, you will absolutely have a chance to present your application to the commission. The procedure for each hearing
item is:
1. Announcement of the subject by the Chair
2. Summary of proposal and report of staff findings and recommendations by staff
3. Petitioner’s or applicant’s presentation (during this time the Commission might ask you clarifying questions)
4. Objector’s or interested property owner’s presentation
5. Petitioner’s rebuttal
6. Questions and discussion by Commission
7. Commission vote

Attached is the most recent sign design that I have for this application, which does not show brick veneer posts. I do
have an early proof that was sent to me in February with brick veneer posts (attached). Which one is the design you are
applying for?
To restate what I shared with Nathan in January in case you have not already checked our Board of Adjustments staff: In
addition to Historic District Commission review, the sign will also need to go through the Board of Adjustments as a
requirement of free-standing signs in the UU Urban Use zone. It’s possible the sign can be administratively reviewed by
BoA staff. Free-standing signs in the UU zone have a height limit of 6 feet, a square foot limit of 64 sq.ft., and have a
front yard and side yard setback of 5 feet. If you have any questions about the BoA process, you can reach out to Brad

The post will be a treated 4x4 post set in the ground and will have brick around it that is similar to the brick on the
building. And the graphics are NOT on the door yet either.

Good afternoon,
Please see attached letter and filing fee receipt confirming your completed Certificate of Appropriateness application to
the Little Rock Historic District Commission for the installation of a new free-standing sign and new adhesive graphics
door sign at 523 E. Capitol Avenue. Your application will be heard at the June 1 st, 2023 HDC public hearing. The hearing
starts at 4:00PM at the Willie Hinton Neighborhood Resource Center at 3805 W. 12 th Street, Little Rock. Please follow
exact instructions for public notification as outlined in the COA application document (attached here for convenience).
Please provide the following information:
• What is the post material for the proposed free-standing sign and has the adhesive graphics sign already been
applied to the front door of the building?
Remember to send me a copy of the completed public notice letter and the list of addresses provided by a licensed
abstractor before sending the certified letter to surrounding property owners. The public notice letter must have the
correct public hearing date/location and be signed by the applicant at the bottom of the page.
