Could you specify which type of survey you require? I have a surveyor lined out for Monday, but they asked me if you
need a topological, or a boundary and building survey. Please advise as to which would be better or both! Thank you so

Good afternoon Nathan,
Thank you for your call this morning about signage improvements to the property at 523 E Capitol. To summarize some
basic information about the MacArthur Park Local Ordinance District and the Little Rock Historic District Commission:

The property at 523 E Capitol, is within the MacArthur Park Local Ordinance Historic District. The goal of the local
ordinance historic district is to protect and preserve the unique and valued qualities of such an area, its urban design,
architectural character, and historic materials in buildings and in landscapes. A property owner in this district is subject
to the rules and regulations as set forth by the City of Little Rock ordinances, Municipal Code Chapter 23, Sec. 76-160,
that is based on Arkansas State law. Any exterior renovation of structures, additions, fencing, or other site features need
to be either administratively approved by staff or reviewed by the Little Rock Historic District Commission at their
regularly monthly public meetings.

On the right-hand menu find Boards & Commissions
Scroll down to Historic District Commission
In this section, you will find information regarding the HDC, the design guidelines and the application process. Guidelines
for signage can be found in Section VII.
Concerning your specific project, the installation of a new sign requires review by the Historic District Commission at one
of their regularly scheduled public hearings. The next filing deadline is January 30 th for the March 3rd public hearing.
Please complete an application for a Certificate of Appropriateness and submit in an email to me or physically at our
office at 723 W Markham. The filing fee will need to be paid by the filing deadline in order for your applications to be
complete. Additionally, you will need to submit a survey with the location of the proposed sign shown.
In addition to Historic District Commission review, the sign will also need to go through the Board of Adjustments as a
requirement of free-standing signs in the UU-Urban Use zone. It’s possible the sign can be administratively reviewed by
BoA staff. Free-standing signs in the UU zone have a height limit of 6 feet, a square foot limit of 64 sqft, and have a front
yard and side yard setback of 5 feet. If you have any questions about the BoA process, you can reach out to Brad Jordan,
