3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 15,889 (FEBRUARY 7, 2023), TO AUTHORIZE THE CITY MANAGER
TO ENTER INTO A THREE (3)-MONTH CONTRACT EXTENSION
WITH OUR HOUSE, TO PROVIDE COMMUNITY VIOLENCE
7 REDUCTION SERVICES AND ACTIVITIES TO THE RESIDENTS OF
8 THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER PUR-
9 POSES.

1 WHEREAS, in Little Rock, Ark., Resolution No. 15,518 (August 3, 2021), the Board of Directors
1 stated the intended uses of a portion of the first tranche of allotment of Local Fiscal Recovery Funds
13 through the American Rescue Plan Act(ARPA)to the City of Little Rock,Arkansas ("the City"); and,
1 4 WHEREAS, Community Violence Intervention Programs, with an estimated total of One Million,
1 Five Hundred Thousand Dollars($1,500,000.00), are listed as such use in the resolution; and,
16 WHEREAS, Bid No. 1488 dated December 27, 2021, requested applications for Community
1 i Violence Prevention Services that would become part of the Prevention, Intervention and Treatment
1: Programs conducted by qualified organizations located anywhere within City Limits; and,
1! WHEREAS, as a result of Bid No. 1488, Community Violence Reduction Services, ten (10)
21 applications, which met the minimum score for funding consideration, were selected by a Review
21 Committee; and,
2 WHEREAS, Resolution No. 15,626, (February 15, 2022), was approved by the Board of Directors,
2 authorizing a contract with Our House, in the amount of Two Hundred Thousand Dollars($200,00.00),to
21 provide Contractual Services and Activities designed to reduce violence; and,
2i5 WHEREAS, Resolution No. 15,889 (February 7, 2023) was approved by the Board of Directors
26 authorizing a ten (10)-month extension of the contract to allow the organization to expend the remainder
217 of the ARPA Funds available; and,
/8 WHEREAS, as of September 2023, the organization has expended One Hundred Fifty Thousand,
/9 Eight Hundred Forty-Nine and 05/100 Dollars($150,849.05)of the funds awarded; and,
30 WHEREAS, the City remains committed to providing services and activities designed to reduce
31 violence and increase public safety for City residents; and,
2 WHEREAS,the Commission on Children, Youth and Families voted at their July 12, 2023, meeting
33 to endorse the extension of this contract for an additional three (3) months utilizing American Rescue
34 Plan Act Funds.
35. NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY

1 OF LITTLE ROCK,ARKANSAS:
2 Section 1. The Board of Directors hereby authorizes the City Manager to enter into a three (3)-
3 month contract extension with Our House, to allow the organization to expend the remaining American
4 Rescue Plan Act Funds, in an amount not to exceed Two Hundred Thousand Dollars ($200,000.00), to
5 provide Community Violence Reduction Services.
6 Section 2. Funds for this program are available in American Rescue Plan Act Funds, Account No.
271159-G0316AR15A6-63391.
8 Section 3. The term for such contract shall be for a period no longer than three (3) months to begin
yj on or about October 3, 2023,through December 31,2023,with a final report due January 31,2024.
10 Section 4. All payments are conditioned upon entry into a contract for services; further, nothing in
1 this resolution limits the ability of the City, in its sole discretion, to procure similar services from another
1 vendor during the term of the contract authorized here.
13 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
1 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
15 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and
16 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
17 resolution.
8 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, including but not
9 limited to Little Rock, Ark. Resolution No. 15,518 (August 3, 2021), Little Rock, Ark., Resolution No.
0 15,626 (February 15, 2022) and Little Rock, Ark., Resolution No. 15,889 (February 7, 2023) that are
1 inconsistent with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
