3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 15,880 (FEBRUARY 7, 2023), TO AUTHORIZE THE CITY MANAGER
5 TO ENTER INTO A TWELVE (12)-MONTH CONTRACT EXTENSION
WITH SONGBIRD MEDIA, IN AN AMOUNT NOT TO EXCEED
7 SEVENTY-FIVE THOUSAND DOLLARS ($75,000.00), TO PROVIDE
8 COMMUNITY VIOLENCE REDUCTION SERVICES AND ACTIVITIES
9 TO THE RESIDENTS OF THE CITY OF LITTLE ROCK, ARKANSAS;
10 AND FOR OTHER PURPOSES.

12 WHEREAS, in Little Rock, Ark., Resolution No. 15,518 (August 3, 2021), the Board of Directors
13 stated the intended uses of a portion of the first tranche of allotment of Local Fiscal Recovery Funds
14, through the American Rescue Plan Act(ARPA)to the City of Little Rock,Arkansas("the City"); and,
15 WHEREAS, Community Violence Intervention Programs, with an estimated total of One Million,
16 Five Hundred Thousand Dollars($1,500,000.00),are listed as such use in the resolution; and,
17 WHEREAS, Bid No. 1488 dated December 27, 2021, requested applications for Community
18 Violence Prevention Services that would become part of the Prevention, Intervention and Treatment
19 Programs conducted by qualified organizations located anywhere within City Limits; and,
20 WHEREAS, as a result of Bid No. 1488, Community Violence Reduction Services, ten (10)
21 applications, which met the minimum score for funding consideration, were selected by a Review
22 Committee; and,
23 WHEREAS, Resolution No. 15,628, (February 15, 2022), was approved by the Board of Directors,
24 authorizing a contract with Songbird Media, in the amount of Seventy-Five Thousand Dollars
25 ($75,000.00),to provide Contractual Services and Activities designed to reduce violence; and,
26 WHEREAS, Resolution No. 15,880 (February 7, 2023) was approved by the Board of Directors
27 authorizing a six(6)-month extension of the contract to allow the organization to expend the remainder of
28 the ARPA Funds available; and,
29 WHEREAS, as of September 2023, the organization has successfully completed all contract
30 requirements and expended the total amount allocated; and;
31 WHEREAS, the City remains committed to providing services and activities designed to reduce
32 violence and increase public safety for City residents; and,
33 WHEREAS,the Commission on Children, Youth and Families voted at their July 12, 2023, meeting
34 to endorse the extension of this contract for an additional year utilizing Prevention, Intervention and
35 Treatment Funds.

1 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK,ARKANSAS:
Section 1. The Board of Directors hereby authorizes the City Manager to enter into a twelve (12)-
4 month contract extension agreement with Songbird Media, in an amount not to exceed Seventy-Five
5 Thousand Dollars($75,000.00),to provide Community Violence Reduction Services.
6 Section 2. Funds for this program are available in Prevention, Intervention and Treatment Funds,
7 Account No.108159-S 15C505.
8 Section 3. The term for such contract shall be for a period no longer than twelve (12) months to
9 begin on or about October 3, 2023,through September 30, 2024,with a final report due October 31, 2024;
10 further, the City ratifies, accepts and will compensate any work done between October 3, 2023, and the
11 effective date of any approved and executed contract in a form acceptable to the City Attorney as to legal
12 form.
13 Section 4. All payments are conditioned upon entry into a contract for services; further, nothing in
14, this resolution limits the ability of the City, in its sole discretion, to procure similar services from another
11 vendor during the term of the contract authorized here.
16 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
1(7 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
18 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and
1r effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
20 resolution.
21 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, including but not
22 limited to Little Rock, Ark. Resolution No. 15,518 (August 3, 2021), Little Rock, Ark., Resolution No.
23 15,628 (February 15, 2022) and Little Rock, Ark., Resolution No. 15,880 (February 7, 2023) that are
24 inconsistent with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
