HomeMy WebLinkAbout16128 1 RESOLUTION NO. 16,128 2 I 3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO. 4 15,885 (FEBRUARY 7, 2023), TO AUTHORIZE THE CITY MANAGER 5 TO ENTER INTO A TWELVE (12)-MONTH CONTRACT EXTENSION 6 WITH BRANDON HOUSE CULTURAL AND PERFORMMING ARTS, IN 7 AN AMOUNT NOT TO EXCEED FORTY-FOUR THOUSAND, FOUR 8 HUNDRED THIRTY-TWO DOLLARS ($44,432.00), TO PROVIDE 9 COMMUNITY VIOLENCE REDUCTION SERVICES AND ACTIVITIES 10 TO THE RESIDENTS OF THE CITY OF LITTLE ROCK, ARKANSAS; 1 AND FOR OTHER PURPOSES. 1 13 WHEREAS, in Little Rock, Ark., Resolution No. 15,518 (August 3, 2021), the Board of Directors 14 stated the intended uses of a portion of the first tranche of allotment of Local Fiscal Recovery Funds 15 through the American Rescue Plan Act(ARPA)to the City of Little Rock,Arkansas("the City"); and, 16 WHEREAS, Community Violence Intervention Programs, with an estimated total of One Million, 117 Five Hundred Thousand Dollars($1,500,000.00), are listed as such use in the resolution; and, 18 WHEREAS, Bid No. 1488 dated December 27, 2021, requested applications for Community 19 Violence Prevention Services that would become part of the Prevention, Intervention and Treatment 20 Programs conducted by qualified organizations located anywhere within City Limits; and, 21 WHEREAS, as a result of Bid No. 1488, Community Violence Reduction Services, ten (10) 2 applications, which met the minimum score for funding consideration, were selected by a Review 23 Committee; and, 24 WHEREAS, Resolution No. 15,623, (February 15, 2022), was approved by the Board of Directors, 25 authorizing a contract with Brandon House Cultural and Performing Arts, in the amount of Forty-Four 26 Thousand, Four Hundred Thirty-Two Dollars ($44,432.00), to provide Contractual Services and 7 Activities designed to reduce violence; and, 28 WHEREAS, Resolution No. 15,885 (February 7, 2023) was approved by the Board of Directors 29 authorizing a six(6)-month extension of the contract to allow the organization to expend the remainder of 30 the ARPA Funds available; and, 31 WHEREAS, as of September 2023, the organization has successfully completed all contract 32 requirements and expended the total amount allocated; and; 33 WHEREAS, the City remains committed to providing services and activities designed to reduce 34 violence and increase public safety for City residents; and, 35 WHEREAS,the Commission on Children, Youth and Families voted at their July 12, 2023, meeting [Page 1 of 21 1 to endorse the extension of this contract for an additional year utilizing Prevention, Intervention and 2 Treatment Funds. 3 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 4 OF LITTLE ROCK,ARKANSAS: 5 Section 1. The Board of Directors hereby authorizes the City Manager to enter into a twelve (12)- 6 month contract extension agreement with Brandon House Cultural and Performing Arts, in an amount not 7 to exceed Forty-Four Thousand, Four Hundred Thirty-Two Dollars ($44,432.00), to provide 8 Community Violence Reduction Services. 9 Section 2. Funds for this program are available in Prevention, Intervention and Treatment Funds, 10 Account No.108159-S 15C505. 111 Section 3. The term for such contract shall be for a period no longer than twelve (12) months to 12 begin on or about October 3, 2023,through September 30, 2024,with a final report due October 31, 2024; 13 further, the City ratifies, accepts and will compensate any work done between October 3, 2023, and the 14 effective date of any approved and executed contract in a form acceptable to the City Attorney as to legal 1 form. 161 Section 4. All payments are conditioned upon entry into a contract for services; further, nothing in 17 this resolution limits the ability of the City, in its sole discretion, to procure similar services from another 18 vendor during the term of the contract authorized here. 19 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 20 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 21 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and 2� effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 23 resolution. 24 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, including but not 25 limited to Little Rock, Ark.
