Block 105, which was abandoned and vacated by City Ordinance No.
13,565 and Lot 7 and the South 33.5 feet of Lot 8 and a Portion of the
same alley referenced above, all of the foregoing being in Block 105,
Original City of Little Rock, Arkansas; and all of Lots 1,2 and 3 and Lots
10,11 and 12 of Block 93 of the Original City of Little Rock, Arkansas
Dear Mr. Dover and Ladies and Gentlemen:
Responding to your request, this is to advise that:
1. The captioned property falls entirely within the boundaries of the UU Zone
designation under the City of Little Rock Zoning Ordinance.
2. The UU Zone is designated for "Urban Use". Uses permitted, as a matter of
right, in the UU Zone include an office building and a multi -car parking
facility such as the facilities which exist on the captioned property at the
present time.
3. The captioned property is zoned appropriately for the use to which it is
presently being put.
4. A review of the survey of the captioned property, showing the improvements
located thereon, indicates that the current use of the property complies with
the area, floor space, set -back lines, height of structure and parking
requirements of the UU Zone; with these exceptions:
a. The building height exceeds that allowed under the Airport Zoning
Ordinance. It is my understanding that an exemption was granted
by the FAA.
b. The building setback of 13.06' - 18.02' on the Broadway perimeter
does not comply with the zero (0) foot build -to requirement of
Section 36-342.1 (f)(1).
C. The building setback of 5.56' on the West 6t' Street perimeter does
not comply with the zero (0) foot build -to requirement of Section
36-342.1 (f)(1).
d. The building orientation does not comply with Section 36-342.1
(c)(7), which requires the primary entrance of the building to be at
street level on the street at the sidewalk.

THIS SITE LICENSE AGREEMENT (SLA) is entered into as of the 9th day of November 1998, by
and between Motorola, Inc., a Delaware corporation (Motorola) and Paging Network of
Dallas Ft. Worth Inc. d/b/a Pa Network of Oklahoma (Licensee).
Motorola and Licensee entered into that certain Master License Agreement between
Motorola, Inc. and Pasine Network of Dallas/Ft. Worth. Inc. d/b/a Paging Network of Oklahoma dated
September 30, 1998 ("MLA") wherein Licensee is granted a license by Motorola to use certain
Motorola Property for purposes of operating Licensee's Equipment thereon. This SLA is made
pursuant to said MLA.
THE TERMS AND CONDITIONS OF THE MLA ARE INCORPORATED HEREIN AND
MADE A PART HEREOF BY THIS REFERENCE. In the event of any conflict between the terms
and provisions of this SLA, or any portion hereof, and the terms and provisions of any other part
or portion of the MLA, this SLA shall control. In the event there is an Existing Site License
pertaining to this Site, upon the execution hereof said Existing Site License shall automatically be
terminated and the terms thereof shall be superseded by the terms of this SLA and MLA. All
terms used herein shall have the same meaning as in the MLA unless otherwise indicated. Except
as set forth below, all provisions of the MLA remain unchanged and in full force and effect.
