Site Location: FILE NO.: Z-6585 Glenn Glover - Conditional Use Permit 6115 Sullivan Road Glenn Glover/McGetrick Engineers To obtain a conditional use permit to allow for the placement of a multisectional manufactured home on this 3.88 acre, R-2 zoned property at 6115 Sullivan Road. This site is on the NE corner of Sullivan Road and Elvin Road, outside of the city limits but within the City's extraterritorial zoning jurisdiction. 2. Com atibility with Neighborhood: This 3.88 acre property and the surrounding area are zoned R-2 Single Family Residential. To the south is a one-story single family home. To the southwest across Sullivan is a split-level single family home. To the west is tree covered, undeveloped property. To the north is a one-story single family home. To the east is tree covered land and to the southeast is a single wide manufactured home. These are mostly large tracts of land. The area contains a variety of stick -built and manufactured homes, and some older single wide manufactured homes. This multisection manufactured home should be compatible with the neighborhood. There are no formal neighborhood associations in this area. 3. On -Site Drives and Parking: A single driveway access from Sullivan Road provides access and required parking. 4. Dedicate right-of-way to 45 feet from centerline. 2. Elvin Road is a collector. Dedicate 30 feet from centerline for right-of-way. 6. utility and Fire Department Comments: Water: No objection. Approval of the City is required for water service. Wastewater: Outside service boundary. No Comment. Southwestern Bell: Approved as submitted. ARKLA: Approved as submitted. Entergy: Approved as submitted. Fire Department: Outside city, no comment. Pulaski County Planning: The County has no zoning or land use requirements which limit the placement of manufactured homes. CATA: This site is not located on a CATA bus route. 7. Staff Analysis: The applicant is requesting a conditional use permit to place a new multisectional manufactured home on 3.88 acres of R-2 zoned property. The property has a pond near Elvin Road and a small barn in the northeast corner. Both will remain. All the setbacks are exceeded and no crowding will occur. There are no site plan issues. Based on the general mixed types of single family dwellings in the area and the quality and appearance of this home being installed, staff believes it would be compatible with the neighborhood as long as it is installed in conformance with City Siting Standards for manufactured homes. 8. Staff Recommendation: Staff recommends approval of the conditional use permit subject to conforming to City Ordinance Siting Standards for manufactured homes in Section 36-254(d)(5), and Public Works Comments. Removal of all transport elements. c. Permanent foundation. d. Exterior wall finished so as to be compatible with the neighborhood. e. Orientation compatible with placement of adjacent structures. f. Underpinning with permanent materials. g. All homes shall be multisectional. h. Off-street parking per single-family dwelling standard. SUBDIVISION COMMITTEE COMMENT: (NOVEMBER 5, 1998) Pat McGetrick was present representing the applicant. Staff gave a brief description of the proposal. There were no issues to discuss or in question. The Committee accepted the proposal and forwarded the item to the full Commission for resolution. PLANNING COMMISSION ACTION: (DECEMBER 3, 1998) Pat McGetrick was present representing the application. There were no objectors present. Staff presented the item with a recommendation for approval subject to compliance with the conditions listed under "Staff Recommendation." The item was placed on the Consent Agenda and approved as recommended by staff. The vote was 7 ayes, 0 nays, and 4 absent. 3
