Rodney Parham Tract 1 and Tract 2, Breckenridge village Shopping Center C-3 variances are requested from the sign provisions of Section 36- 557(c) to permit an additional ground -mounted sign to serve Central Bank and Trust. Staff Analysis: of site visibility slopes of the The large C-3 zoned tract located at the southeast corner of I-430 and Rodney Parham Road is occupied by a multiple building shopping center. Central Bank and Trust occupies a free-standing building on the north side of the property, near Rodney Parham Road. The shopping center has two, large ground -mounted signs on the Rodney Parham Frontage. These signs advertise various tenants of the shopping center, including space for Central Bank and Trust. The bank proposes to place a ground -mounted sign next to its building, facing Rodney Parham. Section 36-557(c) of the Code states: In commercial and industrial zones where a lot has in excess of one hundred fifty (150) linear feet main street frontage, one (1) additional on -premises freestanding sign will be allowed for each additional one hundred fifty (150) September 28, 1998 em No.: 4 (Cont, linear feet of main street frontage. Such signs shall be subject to the size and height limitations of the first allowed freestanding sign and may be placed no closer than one hundred fifty (150) linear feet from any other freestanding sign located on the same property. The proposed sign will be 20 feet in height and approximately 65-70 square feet in area, which is within what is permitted for a sign in, the commercial zone. However, the sign will be within -110 feet of an existing sign and the property has only 409+ feet of frontage on Rodney Parham, limiting the site to 2 signs on that frontage. The slope of the property, combined with the landscaping and berm along Rodney Parham does somewhat limit visibility of the site from the street. Staff does not support the requested variance. Various aspects of the sign regulations serve to prohibit the proliferation of signs visible from the public right-of-way. This site, although a large property, does not have adequate street frontage on Rodney Parham to accommodate a third sign. There is space on the shopping center sign to accommodate the various tenants of the shopping center, none of which have separate ground -mounted signs other than the movie theatre complex. C. Staff Recommendation: Staff recommends denial of the requested variances. BOARD OF ADJUSTMENT: (SEPTEMBER 28, 1998) Rob Robinson and Ron Strother were present representing Central Bank. There were no objectors present. Staff presented the item and a recommendation of denial. Rob Robinson addressed the Board in support of the variance. He explained that Central Bank was a freestanding business within the Breckenridge Shopping Center. Mr. Robinson explained that Central Bank was at a competitive disadvantage. He noted the signage and visibility of other branch banks in the area. Mr. Robinson cited the difference in deposits between Central Bank and other banks in the area. He stated that there was a direct correlation between visibility and number of deposits. Mr. Robinson discussed the lack of visibility which his bank has from Rodney Parham Road. Ron Strother, CEO of Central Bank, stated that in his years of banking experience, signage had a considerable impact on the viability of a bank branch. 2 September 28, 1998 Item No.: 4 (Cont. In response to a question from Chairman Brooks, Mr. Robinson noted that the variances were minor in nature. Mr. Strother noted that, although the shopping center has two tenant signs on Rodney Parham Road, one is devoted to the theatre. In response to a question from Chairman Brooks, Mr. Robinson, stated that it would be very detrimental to Central Bank not to have the requested sign. Mr. Robinson stated that a viable branch bank should have $20,000,000.00 in deposits and this branch has $10,000,000.00. He stated that increased visibility should help the branch meet $20,000,000.00. Chairman Brooks called for a vote on the application. The vote was 3 ayes, 1 noe and 1 absent.
