PUBLIC WORKS COMMENTS
With Construction:
1. Driveways shall conform to Sec. 31-210 or Ordinance
18,031. City of Little Rock Ordinance would allow only
one driveway to be shared between Lot lA and Lot 1B.
2. Repair or replace any curb and gutter or sidewalk that is
damaged in the public right-of-way prior to occupancy.
3. Property frontage needs to have the sidewalks and ramps
brought up to the current ADA standards.
4. Plans of all work in right-of-way shall be submitted for
approval prior to start of work.
5. Stormwater detention ordinance applies to this property.
6. Existing topographic information at maximum five-foot
contour interval 100 base flood elevation.
7. A Sketch Grading and Drainage Plan per Sec. 29-186(e)
will be required with a building permit.

PUBLIC NOTIFICATION
All owners of property located within 200 feet of the site,
all residents within 300 feet and the Sandpiper and
Birchwood Neighborhood Associations were notified of the
rezoning request.
LAND USE PLAN ELEMENT
The site is located in the I-430 Planning District. The
Plan recommends Community Shopping for -the site and for all
of the properties fronting onto Shackleford West Blvd.
This designation is reflective of the existing C-2,
Shopping Center Commercial zoning. The property currently
contains one medical office building, with a second office
planned for the site. The proposed 0-3 zoning does not
require a land use plan amendment. The property is not
within an area covered by a neighborhood action plan.
STAFF ANALYSIS
The request before the Commission is to rezone this 1.486±
acre tract from "C-2" Shopping Center Commercial to "0-3"
General Office district. The eastern 2/3 of the tract has
been developed as a one-story medical office building. The
western 1/3 of the tract has been cleared and filled but is
otherwise undeveloped. The applicants propose to subdivide
the property into 2 tracts. The eastern 1.085± acre lot
will contain the existing development, leaving a second,
.401± acre lot on the west for development of another
office building (see associated replat, Mid -Towne
Development replat S -1216-A). The proposed lots fall below
the minimum lot size for C-2 zoned properties. Since the
proposed development is purely office in nature it is
appropriate to "downzone" the tract to 0-3 with its smaller
lot size minimum and reduced building setbacks. The
proposed lots will exceed the 0-3 lot size minimum.
The property is located at the northwest corner of
Shackleford Road and Shackleford West Blvd. The properties
in the area around the site contain a variety of existing
and proposed office and commercial uses. The C-2 zoned
properties immediately adjacent to the west and north are
currently wooded and undeveloped. The C-2 zoned properties
across Shackleford West to the south have been cleared and

are now being developed for an automobile dealership and a
multistory medical office building. The 0-2 zoned
properties across Shackleford Road to the east are just now
being cleared for development of a hotel and two
restaurants. Other uses across Shackleford Road include
another hotel, the Heart Hospital and several vacant 0-3
zoned parcels. The proposed 0-3 zoning is compatible with
uses and zoning in the area.
The land use plan is reflective of the existing zoning and
recommends Community Shopping for the tract. Staff does
not believe that a plan amendment is necessary to
accommodate the proposed 0-3 General Office zoning.
STAFF REC0101ENDATION
Staff recommends approval of the requested 0-3 zoning.
PLANNING COMMISSION ACTION: (JUNE 22, 2000)
The applicant was present. There were no objectors
present. Staff presented the item and a recommendation of
approval.
The item was placed on the Consent Agenda and approved by a
vote of 9 ayes, 0 noes and 2 absent.
