An 18 month deferral is requested
from the paving requirements of
Section 36-508.
Applicant's Statement: The area in
question, was overrun with grass,
honeysuckle, weeds, and other types
of debris, which protruded up
through the asphalt that originally
covered the area. This was the
last section to be cleaned up by
our faculty. Because the growth
protruded through the asphalt, it
was necessary to;.remove the growth.
The nature of the soil has required
some more gravel to be deposited on
the site. The whole area is still
in the process of being improved.
The original parking lot had a very
thin layer of asphalt over the
area. At some point the parking
lot was modified to accommodate a
bicycle test track. The thin layer
of asphalt allowed water to seep
into the soil underneath. The
parking lot and test track crumbled
as the winters allowed water to
freeze and thaw. The soil is now
very soft and spongy, and will
require some time for it to dry
out. Gravel has been added to the
most troublesome spots. This area
is now used as a drop yard for
empty trailers. The area is now

1. Repair or replace any curb and gutter or sidewalk that
is damaged in the public right-of-way prior to
occupancy.
2. Plans of all work in right-of-way shall be submitted for
approval prior to start of work.
3. Grading permit will be required on this new development,
if more than one acre is disturbs.
4. Stormwater detention ordinance applies to this property.

The I-2 zoned 24± acre tract located at 4300 West 65th
Street is currently occupied by a warehouse --use. The
property was formerly home to the AMF Bicycle Manufacturing
plant. The property has been vacant for many years and had
fallen into disrepair. Under the new owners, many
improvements have been made to the site. A relatively small
area at the southeast corner of the property was previously
used as a bicycle test track. The area was grown over and
the asphalt track was broken up by weather. That area has
been cleaned up and gravel put in place. The area is now
being used for parking empty trailers. It will eventually
be paved and landscaped to meet city codes. The applicant
is requesting an 18 month deferral of the paving
requirement.

the Consent Approval Agenda. Staff reported the only issue for
possible discussion is that the graphic in the agenda does not
indicate accurately the extent of gravel parking. The applicant
submitted a revision that was later placed in the file. The
Board accepted the revision.
