Dear Mike:
As you know, the plans for "Penzel Place," the
apartment complex proposed for the northwest corner of
Seventh and Sherman Streets, have been revised since my
letter to you of February 6. Having been given the
opportunity to see the revised plans, I now would like
to revise the Quapaw Quarter Association's comments on
the project.
On the basis of the revised plans, the QQA now
recommends that a certificate of appropriateness be issued.
We believe that the revisions which have been made in the
plans adequately address the concerns we previously had.
The large scale of the apartment buildings has been
effectively disguised by varving rooflines and setbacks
so that the buildings no longer appear to be one monumental
structure. The row house design has been eliminated, as
have the other references to the Federal Style which we
considered to be out of keeping with the character of the
MacArthur Park Historic District. Of the recommendations
the QQA previously offered, the only one which has not
been incorporated into the revised plans concerns the
location of the dumpster, and we do not believe that to be
a critical issue.
We would like to commend Tom Wilkes and the project
architect for their willingness to cooperate in revising
the plans. We now feel that Penzel Place will set a good

precedent for in.fill construction in the MacArthur Park
Historic District.
