Dear Mr. Dooley:
Thank you for providing the Arkansas Historic Preservation Program the
opportunity to comment on the application for Penzel Place Apartments.
We support the concept of high density residential development in the
proposed location and encourage projects which maintain the residential
character of the MacArthur Park historic district.
We have reviewed the site plan and description for the Penzel Place
Apartments and would like to submit the following comments:
* The three story height of the proposed structures is
inappropriate in comparision to the one and two story
structures which are predominate within the MacArthur
Park District. In order to accommodate a third floor
we would suggest that it be confined within the attic
space of a two story structure;
* The wall connecting buildings A and B on the south
elevation creates the appearance of one large structure,
as opposed to two smaller ones. We feel that this is
out of scale with the buildings in the rest of the
district and suggest that two smaller masses of similar
size and shape would be more appropriate;
* The Federal Style row house treatment is inappropriate with
no historical basis within the district. We would suggest
the use of a style compatible with the Victorian architecture
of the neighborhood. This is not to suggest that imitating
or duplicating the Victorian architecture would be appropriate;
* The overall layout of the site plan is well thought-out with
the exception that the trash receptical is located too closely
to the street and exit. We would suggest that a location

on the interior of the parking lot would be more effective
for traffic flow and appearance.
In consideration of the above comments this office would recommend that the
Penzel Place Apartments project be resubmitted incorporating the above
comments.
