Dear Mike:
Re: Penzel Place Apartments at 7th and Sherman Streets, I
attach copies of our site plan and building elevations.
Our plan calls for two, 3 story buildings which will enclose
thirty apartments. From the street they are designed to
look like 3 story townhouses. The apartments will actually
be flats and will be entered from the center of the property
at the back of the buildings.
The three stories height should blend in well with buildings
across the street on 7th Street. We have sited the front
of the building on 7th Street to have the same setback as
the Fowler Square apartment building immediately to the
west. The building on Sherman Street, steps back to allow
as much room as possible for the row of old trees on that
side.
The siding will be of red brick with a brownish tint. The
roof will be of dark grey composition shingle. The parking
area will be asphalt surfaced, except in the proximity of
mature trees where we will use gravel to allow water
percolation to the roots.

Gentlemen:
Attached is our application, short form, for a Planned Unit Development
on a parcel of land at E. 7th and Sherman Streets in Little Rock.
Quapaw Realty, Inc., currently manages over 200 apartment units in the
surrounding area. Fowler Square apartments are adjacent to this property
on the East. Kramer School which is t be restored as an apartment
development is directly across the intersection. This is a popular
area for apartments and the demand is strong.
This apartment development, to be known as Penzel Place, will be owned
by a limited partnership, with myself, Tom Wilkes, as General Partner.
The Cromwell Firm is providing Architectural services.
The property contains approximately 25,500 square feet or about 6/10 of
an acre. It is currently zoned for high density residential use. We are
planning for 30 apartments in two building, a density of approximately
50 units per acre. The buildings are being designed to have the appearance
of 3 stroy townhouses to blend into the neighborhood street scape. The
apartments would actually be flats entered from the reat.
The apartment types will be: 6 efficiencies; 18 1 Bedroom; 6 2 Bedroom.
The building on 7th street will contain 12 units and the one on Sherman
18 units. 34 parking spaces are provided.
The ground area of the buildings is 5,400 square feet giving a 1 x 4.7
ration:to the total land. Currently, there -is one acess point to the
property which is on Sherman Street. The plan calls for a second access
point and curb cut on 7th Street.
There are 5 large trees along Sherman Street, 3 willow oaks and 2 poplars
and every effort will be made to save them. It is also planned that an
iron fence will be installed along both sidewalks to blend with Fowler
Square to the West and the Bill Davis property to the North.

The attached property survey shows that the north property line runs
about 12 feet beyond and parallel to an existing hedge row and fence
which until now have been assumed to be the property line by three
property owners to the North. This situation has been in effect for
decades, probably through a surveyor's error. The survey also shows
a very deep street right of way along the South property line on
7th Street. One reason for using the PUD approach to zoning in this
case is to see if the city would release to this development, this
approximately 12 foot strip of property along 7th Street. Apparently
there is a precedent for this in Fowler Square to the West. In return
Penzel Place would allow the North property line to remain the hedge
row and fence and development would stop at that point.
We have made application to HUD for a guaranteed loan to be financed
through an Arkansas Housing Development Agency Bond Issue. The date
of the bond issue has not been decided. Ideally we would like to
begin construction of the apartments in April or May 1984 and expect
completion within 10 months.
