Applicant's Statement: The house at 5225 Scenic Drive, Little Rock, Arkansas is actually accessed only from the rear alley along the south side of the house. Scenic Drive runs east/west along the north side of the house. From the alley to Scenic Drive is a topographic drop of 60 feet or more. There is a concrete drive off this alley that accesses an open detached carport. That drive is about 20 feet below the alley. The closest point of the carport is about 10 to 12 feet from the property line on a horizontal line. That distance is typical to at least 3 of the 10 houses along this alley. One can actually see the Arkansas River by looking over the house from the alley. The owner recognizes that the residence is in need of some repair and most of all visual improvement. He proposes to remove the existing carport and replace it with a substantial but still open double carport that would be attached to the house so as to provide a covered walk way to the entry door. This project would yield a new and improved roof over the entire house and would not get any closer to the property line than the existing carport which is about 10 to 12 April 27, 1998 Item No.: 4 (Cont. This is a very unusual lot configuration and the topography allows no other option. Single Family Single Family The R-2 zoned property at 5225 Scenic Drive is occupied by a one story brick and frame single-family residence. A detached single car carport is located behind the house. The carport has a rear yard setback of 10 feet. The applicant proposes to remove this carport and build in its place a new, two -car carport which will be attached to the house. The new carport addition will maintain the existing 10 foot rear yard setback. Since the carport will be attached to the house, the setback requirement is 25 feet. Staff believes the variance request to be reasonable. The new addition will maintain the same setback as the existing carport and will be a visual improvement over the existing structure. The rear yard of this property fronts onto South Scenic Road which is not much more than a 20 foot alley running between Scenic Drive and North Grandview Street. This property sits well below that street. The rooftop of the house is just about level with the street itself. The carport addition will be built over the paved driveway and should have no impact on adjacent properties. C. Staff Recommendation: Staff recommends approval of the requested setback variance to allow the proposed carport addition subject to the carport remaining open and unenclosed.
