I am the Resident Engineer for the Federal Aviation Administration. Plans are underway to
construct a new Airport Traffic Control Tower at the Little Rock National Airport. The proposed tower
will improve air traffic operations and provide the latest state of art equipment for the local controllers.
The site is located south of the terminal building on a piece of property which was leased from the
Little Rock National Airport. The new tower will be approximately 150' tall and will also have a 12,000
square foot base building attached to it. Also an environmental support building will be included in
this project.
It is my understanding that the height of the tower conflicts with the zoning requirements for this
location. We are requesting a variance from the zoning requirements at the proposed site. I have
included a copy of an airspace study done by the FAA which approves the layout of the proposed site.

We have conducted an aeronautical study (Study No. 95 -ASW -
1005 -NRA) of the proposed Air Traffic Control Tower (ATCT) at
the Little Rock Regional. Airport. Based on that study, we
have no objection to the proposal. The addition of this item
to the Airport Layout plan is conditionally approved. This
approval is limited to issues of design standards and
preliminary airspace review. Such approval is conditioned
that development actions should not be constructed until any
required environmental review is complete.

1. Staff can support a variance to allow parking in the mapped floodway subject to the
following conditions:
a) FEMA accepts the Corp Flood Reduction Study and adjusts maps
according to Corp study.
b) Failure of FEMA to adopt study will result in the removal of all parking
that is located within the floodway and the surface elevations shall be
restored and re -vegetated.
3. A sketch grading and drainage plan, a special flood hazard permit, and a special
grading permit for flood hazard areas is required. Arkansas Department of Pollution
Control and Ecology (ADPCE) and National Pollutant Discharge Elimination System
(NPDES) permit should have been issued for this work.
4. Stormwater detention ordinance applies to this property.
5. Confirm dedication of right-of-way to 55 feet from centerline of University Avenue
for ownership and dedicate easement for floodway as represented on current firm
maps.

1. Move the driveway entrances 25 feet from property line in order to conform to City
Ordinance. Dedicate 30 foot of right-of-way from the centerline of Woodlands Drive

2. Stormwater detention ordinance applies to this property.
3. Provide design of streets conforming to "MSP" (Master Street Plan). Construct one-
half street improvements to these streets including 5 foot sidewalks for both boundary
streets to commercial street standards.
4. Plans of all work in right-of-way shall be submitted for approval prior to start of
work.
5. Obtain barricade permit prior to constructing within right-of-way.
6. Provide striping and signage plans for the development, for Traffic Engineering
approval.
7. Prepare letter for street lights as required by Sec. 31-403. If development is to
