I have received your application for a conditional use permit for the property located at 6711 W.
Markham Street. The following is to remind you of important dates in the process.
The sign provided to you must be posted on the property no later than May 3, 2010.
Required notices to owners of properties located within 200 feet of the subject property must be
sent via certified mail no later than May 19, 2010. You must use the notice form provided to you
by our office and you must obtain the list of property owners from an abstract or title company.
The Subdivision Committee meeting for your application is May 13, 2010 at 12:00 noon. The

Our law firm represents Little Rock Urban Prep, Inc. Lutheran High School has a contingent agreement
to lease the property to Little Rock Urban Prep, Inc. for use as an open -enrollment charter school.
Please find enclosed for filing today the enclosed application (along with the necessary filing fee), which
contemplates continuing the existing Conditional Use Permit (CUP), most recently revised August 22,
2002, while revising it to allow continued use as a school with the following modifications:
• The education of children in grades K-8 (instead of 9-12);
• with enrollment from up to six hundred ninety-five; and
■ thirty-two classrooms to be housed in the existing building.
This application is made for and by Little Rock Urban Prep, Inc. Little Rock Urban Prep, Inc. intends to
complete the construction of the additional parking described as part of Phase f[ of the CUP revision
approved August 22, 2002 to the extent necessary based on its planned use of the property. Little Rock
Urban Prep, Inc. does not plan on constructing any new buildings, and currently does not plan to
construct the three-story addition approved in August, 2002.
In summary, revision of the CUP is requested to allow for use as a school for up to six hundred ninety
five K-8 children. Additional classrooms will be partitioned within the existing building. Parking will be
expanded as necessary as approved in 2002. Please place Little Rock Urban Prep, Inc.'s application on
the agenda for the Little Rock Planning Commission's meeting scheduled for June 3, 2010. Thank you,

On behalf of Little Rock Urban Prep, Inc. (the "Applicant"), we have calculated the
number of parking spaces necessary for the Applicant's proposed use of the property located at
6711 West Markham, little Rock, Arkansas 72205 (the "Property").
The Applicant intends to utilize the Property as an elementary and middle open -
enrollment charter school, with grades Kindergarten through Eighth. Pursuant to Little. Rock
Ordinance 36-502(b)(2)(f) the Applicant needs one space per classroom, plus one space per
teacher, employee, or administrator, and one space per every ten children in Kindergarten. The
Applicant must also have sufficient space on site to "stack" pick-up/drop-off vehicles and buses.
The Applicant calculates that it will have as many as 36 classrooms, 44 teachers, 7
administrators, and 60 kindergarten students. Therefore, the Applicant believes its planned use
will require 93 parking places. There are currently 108 parking spaces on the Property.
Therefore, the Applicant believes that no new parking spaces are required at this time.
The Applicant is working with Ernie Peters to develop a traffic study for the Property and
will forward that to you as soon as it is available. Through that process, the Applicant will also
develop, with Mr. Peters' assistance, a traffic -flow plan for daily use by the Applicant's families
in picking -up and dropping -off the students so that there will be minimal impact on the
neighborhood. The Applicant will also deliver that traffic -flow plan to you as soon as it is
available.
Because the intended use of the Property does not require any additional parking and no
other changes to the site or the building are proposed, the Applicant hereby requests that it be
allowed to use the updated survey as its site plan. Please confirm with me (1) the Applicant's

ability to use that survey as its site plan and (2) that the City's staff agrees with the Applicant's

This letter is written on behalf of Little Rock Urban Prep, Inc. (the "School") and
contains and submits for filing (i) the School's responses to the comments made by the City and
various departments of the City and utility companies in the Subdivision Committee meeting last
week, (ii) the traffic study prepared by Ernie Peters on behalf of the School, and (iii) a revised
site plan showing the proposed improvements and changes the School plans to make on the
property after analyzing the results of the traffic study and continued development of the
School's vision for its campus.
In general, the School plans to improve the traffic flow of the School by building a new
driveway off Markham, as illustrated on the revised site plan and increase the safety of the
property by adding two lights to the east of that proposed new drive. In particular response to the
Subdivision Committee's comments, the School states the following:
1. The School plans no changes to the signage on the property other than changing the
name and placing the School's logo on the signs.
2. The School plans on maintaining the hours of operation currently used by the
Lutheran High School.
3. The dumpster is noted on the revised site plan submitted with this letter, and the
required screening will be built, and the dumpster collection will be within daylight
hours.
4. The proposed fencing by the School is illustrated on the revised site plan submitted
with this letter.

5. The School plans on modifying the existing lighting on the property by adding two
lights to the east of the proposed new drive, and those lights will be low-level and
shielded downward and into the property.
6. The requested right of way dedication should have already been done in the last
Conditional Use Permit issuance for this property, however, to the extent that such
dedication was not consummated, the School will work with the property owner to
ensure that it is consummated.
7. The requested radial dedication should have already been done in the last Conditional
Use Permit issuance for this property, however, to the extent that such dedication was
not consummated, the School will work with the property owner to ensure that it is
consummated.
8. Submitted with this letter is a traffic study conducted by Ernie Peters.
9. The School is working with Central Arkansas Water to determine the need for fire
hydrants and backflow protection devices.
10. The School, based on the results traffic study, plans to construct a new drive opening
onto to Markham Street, and will comply with all applicable City codes regarding
landscaping and buffering.

Due to the nature of this facility, installation of an approved reduced pressure zone backflow preventer assembly
(RPZ) is required on the domestic water service. This assembly must be installed prior to the first point of use.
Central Arkansas Water (CAW) requires that upon installation of the RPZA, successful tests of the assembly must
be completed by a Certified Assembly Tester licensed by the State of Arkansas and approved by CAW. The test
results must be sent to CAW's Cross Connection Section within ten (10) days of installation and annually
thereafter. Contact the Cross Connection Section at 377-1226 if you would like to discuss backflow prevention
requirements for this project.

Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
The zoning buffer ordinance requires a sixteen (16') foot wide land use buffer
along the southern property line next to the residentially zoned property. Seventy
percent (70%) of this area must remain undisturbed. Currently, this area is both
disturbed and deficient in depth; revise.
The zoning buffer ordinance requires an average nine (9') foot street buffer along
Cherry Brook Drive. Currently, the site is not meeting this minimal requirement
along Cherry Brook Drive.
The parking lot should be no more than sixty (60') foot in width, allowing for the
minimal nine foot (9') wide perimeter landscape strip.
The zoning buffer ordinance requires an average sixteen foot (16') wide street
buffer along Kanis Road.
The landscape ordinance requires a nine foot (9') wide perimeter landscape strip
around the sites entirety. Currently, this site is deficient along both the southern,
eastern, and western perimeters of the site. A variance from the City Beautiful
Commission must be obtained prior to the issuance of a building permit.
A small amount of building landscape will be required.
Interior landscaping requirement are required to be located within the proposed
parking area. This minimum requirement is calculated at 8 % of the paved
surface areas. These interior islands must be a minimum of seven foot, six inches
in width (7'-6") and a minimum of one hundred and fifty (150) square foot in area
for credit towards the landscape ordinance requirements.
A six (6) foot high opaque screen, either a wooden fence with its face side
directed outward, a wall, or dense evergreen plantings, is required along the
southern perimeter of the site. Credit towards fulfilling this requirement can be
given for existing trees and undergrowth that satisfies this year -around
requirement.
The dumpster is located along the street; relocate to an area less visable from the
street.
Prior to the issuance of a building permit a landscape plan must be approved and
comply with the minimal landscaping and zoning buffer ordinances.
The City Beautiful Commission recommends preserving as many existing trees as
feasible on this site. Credit toward fulfilling Landscape Ordinance requirements
can be given when properly preserving trees of six (6) inch caliper or larger.

Attached is a letter of support/non-opposition from the Briarwood neighborhood association.
As you will see from the letter we've worked very closely with them to address their concerns and
respond to their concerns. So much so that the association supports the mission of the school and is
not opposed to it being located-on_the_.pro.perty.
The letter shows that some of the residents still have the same concerns they did before:
traffic.
However, the letter also shows that the concerns of the neighborhood have been addressed to
the extent possible prior to actually opening the doors and putting into effect the traffic plan. The
school has committed to working with the neighborhood in the future to attempt to solve traffic
problems that might arise due to the school's presence.

Thank you for allowing us to submit a letter in regards to the Little Rock Urban Collegiate Public Charter
School for Young Men's (LRUCPC) application -for a change,in the Conditional Use,Peifnit. 1, along
with other BANA Board members and residents, have met with Jeff Yates, Realtor for LRUCPC, Chris
Travis, attorney for LRUCPC, Jackie Jackson, LRUCPC Board member, and Darryl Powell, LRUCPC
Principal, to ask questions and share our neighborhood's concerns on two separate occasions. We have
also exchanged several emails where they have answered many additional questions. We have very
much appreciated their time and effort to establish a line of communication with our neighborhood
association.
The residents of the Briarwood Area Neighborhood Association approve of and support the mission of the
LRUCPC; however they are quite concerned about greatly increased traffic around the planned school
location, and throughout the neighborhood, due to the anticipated 500% increase in student enrollment at
the site. They feel uncertain the proposed traffic plan will work.
The Briarwood Area Neighborhood Association has no objection to the UCPC being located on the
premises of and in the vacant building of the Lutheran High School at Markham and Hughes. We do ask
that, if the traffic flow proves to be unsatisfactory, the LRUCPC, and especially the City of Little Rock,
guarantee to work with the association to resolve the traffic problem(s) to the satisfaction of all concerned.

I would like to say that I oppose the conditional use permit for the_ Urban Colle9iate Charter School for Young Men
at Markham and Hughes Streets.
I live in the Mid Town area and we already have lots of traffic from the Hall High School, Catholic High School and
Brady Elementary and Forest Heights Middle School in our area.
There is a lot of school traffic as it is. There is a lot of traffic on Markham from many sources and in order to try
and avoid some of it, people use the side streets as a possible cut through.
We have lots of early morning speeders and late afternoon speeders on our street as do other streets in this area.
We have lots of school bus traffic.
Not to mention all of the shopping and eatery traffic on Markham from Park Plaza and The Midtowne shopping
centers and places to eat near by.
The proposed charter school is going to be bringing a lot of children into our area from other areas of town, right
now we seem to have lots of children at the library after school hanging out until a parent comes to pick them up
after work.
There will be a significant increase in traffic in our area and I am opposed to that.

As you consider the advisability of locating the new charter school at the Lutheran School, will
you please factor in the following concerns toward maintaining Midtown as a viable
neighborhood.
I am a member of the Hall High Neighborhood Association which is very active in
providing programs on services, emaiis on lost dogs, sightingsbf""the red fox", alerts 'to
attempted break-ins and description of vehicles whose drivers were acting strangely. We are a
good neighbor to Hall High School, last week we sponsored a cookout to honor the
championship basketball team and their families with a contribution from our good neighbor
Metropolitan Bank. This is an active caring community.
The recent published articles on the troubles at Hall High have been devastating, yet
necessary to get the improvements needed. Forest Heights Junior High is another failing
school, which is so sad for the students. Most of the over 1300 students at Hall and 650
students at Forest Heights are bused in from outlying areas. Now there is a plan to have
another school where most of the 600-700 students will be bused or carpooled into this
neighborhood, all of this within the same mile area.
I think it is advantageous to the entire city of Little Rock that Midtown remain viable.
Thank you for your consideration in your recommendation of what is good for the future of

shows driveway and parking improvements, public street striping, on-site striping, and
signage to be installed. - Prior to "opening of the school; -t'he' driveway 'ar't-d7-parking
improvements, public street striping, on-site striping and signage must be installed as
shown on the May 19, 2010 traffic study. Plans must be submitted to staff for the
proposed improvements for review prior to installation and permitting.

INTRODUCTION Peters & Associates Engineers, Inc., has conducted a traffic
engineering study relating to a proposed Urban Collegiate
Public Charter School. The site is presently used by Lu- n
theran High School. The site is locatea on LIX VabL 3 %Av —
Hughes Street, approximately 300 feet south of Markham
Street and approximately 3,400 feet north of 12th Street in
Little Rock, Arkansas. The primary focus of this report is to
assess traffic operational characteristics of the intersections
of Hughes Street and Markham Street, Hughes Street and
12th Street and the existing site access drives intersecting
Hughes Street to provide acceptable traffic operations for the
Urban Collegiate Public Charter School development. The
proposed school is to consist of a maximum of 696 students
(Kindergarten thru 8th Grade). The Lutheran High School
with an existing 120 student Spring 2010 enrollment in
grades 9 thru 12 will vacate the site.
This is a report of methodology and findings relating to a
traffic engineering study undertaken to:
• Evaluate existing traffic conditions at the study intersec-
tions along Hughes Street.
Determine existing traffic volumes entering and exiting
the existing school site at the adjacent study intersections
and the existing access drive intersections currently serv-
ing the site.
Determine traffic volumes projected to enter and exit the
proposed development at the adjacent study intersections
and the existing access drive intersections proposed to
serve the site.
Identify the effects on traffic operations for existing traf-
fic (with Lutheran High School generated traffic re-
moved) in combination with new site -generated traffic
associated with the Urban Collegiate Public Charter
School development as proposed.

Assess the adequacy of on-site vehicle queue storage
areas to serve projected pick-up and drop-off vehicle
activity.
■ Evaluate traffic operations for the study intersections
and the access drive intersections proposed to serve the
site and make recommendations for improvements
which may be necessary and appropriate for acceptable
traffic operations.
In the following sections of this traffic study report are traf-
fic data, study methods, findings and recommendations.
The study is technical in nature. Analysis techniques em-
ployed are those most commonly used in the traffic engi-
neering profession for traffic impact analysis. Certain data
and calculations relative to traffic operational analysis are
referenced in the report. Complete calculations and data are
included in the Appendix of the report.

The location of the development is within the city limits of
Little Rock in Pulaski County, Arkansas. The Urban Colle-
giate Public Charter School is proposed to occupy space
now used by Lutheran High School located on the east side
of Hughes Street, approximately 300 feet south of Markham
Street and approximately 3,400 feet north of 12th Street.
The site location and vicinity are shown on Figures 1 and 2,
which follow.
Access to the Urban Collegiate Public Charter School site,
as shown on Figure 4, "Directional Distribution Site Traf-
fic," is proposed from the same three existing access drives
that currently serve Lutheran High School along Hughes
Street plus the addition of one new entry only drive from
Markham Street (Proposed Drive D). The northernmost
access drive (Drive A) intersects Hughes Street approxi-
mately 300 feet south of Markham Street and is currently
marked as an "Exit Only" access drive, but is proposed to
be converted to an "Enter Only" access drive. The middle
access drive (Drive B) intersects Hughes Street approxi-
mately 250 feet south of Drive A and is currently marked as
and is proposed to remain an "Exit Only" access drive. The
southernmost access drive (Drive C) intersects Hughes
Street approximately 100 feet south of Drive B and is cur-
rently marked as an "Enter Only" access drive but is pro-
posed to be fully directional. The new access drive
(Proposed Drive D) is proposed to intersect Markham Street
east of Hughes Street and serve as an "Enter Only" access
drive.

Hughes Street at the site, is approximately 36 feet wide con-
sisting of a northbound lane and a southbound lane. At the
northbound approach to Markham Street, Hughes Street is
striped to accommodate a northbound thru / left -turn lane, a
northbound right -turn lane and a southbound receiving lane.
At the southbound approach to the T -intersection with 12th
Street, Hughes Street is striped to accommodate a
southbound left -turn lane, a southbound right -turn lane and a
northbound receiving lane. This asphalt roadway is con-
structed with curbs and gutters and there are sidewalks along
the east side of the street in the immediate vicinity of the
school site. There is a solar -powered school speed limit
signs (25 miles per hour) with flashers on the west side of
Hughes Street, just north of the existing Lutheran High
School and just south of the adjacent Lutheran Elementary
School. Hughes Street is classified as a collector in the City
of Little Rock Master Street Plan (MSP)
Markham Street, west of Hughes Street is a four -lane road-
way and east of Hughes Street is a five -lane roadway sec-
tion. The eastbound and westbound approaches to Hughes
Street each consists of a left -turn lane, a thru lane, a thru /
right -turn lane and two receiving lanes. This asphalt street is
constructed with curbs and gutters and there are sidewalks
along both sides. Markham Street is classified as a minor
arterial in the City of Little Rock MSP.
12th Street, at Hughes Street, is a four -lane street consisting
of two eastbound lanes and two westbound lanes. This as-
phalt street is constructed with curbs and gutters and there
are sidewalks along both sides. 12th Street is classified as a
minor arterial in the City of Little Rock MSP.
The intersection of Hughes Street and Markham Street is
controlled by a traffic signal. This intersection has a two-
phase traffic signal operation. Signal heads are mounted on
mast arms. There are pedestrian signal heads on three legs
of this intersection (for pedestrian crossing along the north,
south and east legs), but there are no crosswalks currently

marked at this intersection. The controller is located on the
southeast quadrant of the intersection.
The T -intersection of Hughes Street and 12th Street is con-
trolled by a traffic signal. This intersection has a two-phase
traffic signal operation. Signal heads are mounted on mast
arms. There are pedestrian signal heads and pedestrian
crosswalks on two legs of this intersection (for pedestrian
crossing along the north and west legs). The controller is
located on the south side of the intersection.

AM and school PM peak hours vehicle turning movement
counts made as a part of this study are shown on Figure 3,
"Existing Traffic Volumes - AM and School PM Peak
Hours."
There is an existing approximate 250 student Lutheran Ele-
mentary School, just south of the site that will remain in op-
eration. Traffic volumes associated with this elementary
school are included in the existing traffic volumes.

The Trip Generation, an Informational Report (8th Edition),
2008, published by the Institute of Transportation Engineers
(ITE) and The Trip Generation Software (Version 6 by Mi-
crotrans), were utilized in calculating the magnitude of traf-
fic volumes expected to be generated by the proposed land -
use of the Urban Collegiate Public Charter School. These are
reliable sources for this information and are universally used
in the traffic engineering profession.
Using the selected trip generation rates for ITE land -use
code 534, calculations were made as a part of this study to
provide a reliable estimate of traffic volumes that can be ex-
pected to be associated with the development as proposed.
Applying the appropriate trip -generation rates to the land use
proposed for this development makes these calculations.
Results of this calculation are summarized on Table 2,
"Summary of Trip -Generation."
These calculations indicate that approximately 633 vehicle
trips are estimated during the traffic conditions of the AM
peak hour and approximately 418 vehicle trips are estimated
during the traffic conditions of the school PM peak hour are
projected to be generated by the proposed Urban Collegiate
Public Charter School land use on this site.

School traffic, as will be associated with Urban Collegiate Public
Charter School site, ordinarily contributes to the adjacent street traf-
fic conditions during the on -street AM peak traffic period and the
school PM peak traffic hour. Accordingly, both the AM and the
school PM peak traffic periods of the adjacent streets are the traffic
operating conditions which have warranted primary traffic analysis
as a part of this study.
TRAFFIC Once projected traffic was estimated for the site, directional distribu-
tions were made to reflect the percent of anticipated left and right -
turns at the study intersections. Directional distribution percentages
used in this study are shown on Figure 4, "Directional Distribution -
Site Traffic." The directional distribution percentages for site traffic
have been equated to percentage turns for each movement at the
study intersections. These values are shown on:
Figure 5, "Entering Traffic Percentage Turns"
■ Figure 6, "Exiting Traffic Percentage Turns."
The projected traffic volumes shown on Figure 7, "Site -Generated
Traffic Volumes - A 4 and school PM Peak Hours," result from ap-
plying the projected entering and exiting percentages shown on Fig-
ures 5 and 6 to the corresponding projected site -generated traffic
volumes summarized on Table 2, "Summary of Trip -Generation."
The site -generated traffic volumes shown on Figure 7 have been
combined with the existing background traffic volumes which have
been adjusted to remove current traffic presently generated by Lu-
theran High School. The site generated traffic and adjusted existing
traffic volumes have been combined and the results are depicted on
Figure 8, "Projected Traffic Volumes - AM and School PM Peak
Hours." Traffic volumes shown on Figures 8 are the values used in
capacity and level of service calculations conducted as a part of this
study. The effect of existing background traffic (i.e. the adjacent
street non -site traffic which exists) and projected traffic associated
with the site development have thus been accounted for in this
analysis.

CAPACITY Generally, the "capacity" of a street is a measure of its abil-
LEVEL OF SERVICE ity to accommodate a certain magnitude of moving vehicles.
It is a rate as opposed to a quantity, measured in terms of
vehicles per hour. More specifically, street capacity refers to
the maximum number of vehicles that a street element (e.g.
an intersection) can be expected to accommodate in a given
time period under the prevailing roadway and traffic condi-
tions.
Level of Service (LOS) ordinarily has a letter designation
relative to the various operating characteristics, ranging from
"A" as the highest quality to 'T' representing considerable
delay. The various Levels of Service are generally described
as follows:

Traffic operational calculations were performed as a part of
this study for traffic operating conditions of existing and pro-
jected traffic for the study intersections. This analysis was
performed using Synchro Version 6, 2003. This computer
program has been proven to be reliable when used to analyze
capacity and levels of traffic service under various operating
conditions. Detailed results for all capacity calculations are
included in the Appendix. The adjacent street AM and
school PM peak traffic periods were used for these calcula-
tions. Factors included in the analysis are as follows:
• Existing traffic volumes and patterns.
• Directional distribution of projected traffic volumes.
• Existing intersection geometry (including elements such
as turn lanes, curb radii, etc.).
• Existing background traffic volumes and projected site -
generated volumes for projected traffic conditions.
• Existing or proposed traffic control.

For projected traffic conditions, analysis was conducted with
the following roadway modifications assumed:
Drive A converted from an "Exit Only" access drive to
"Enter Only" access drive.
Drive C converted from an "Enter Only" access drive to
a fully -directional access drive (allow entering and exit-
ing vehicle movements).
The new access drive (Proposed Drive D) is proposed to
intersect Markham Street east of Hughes Street and serve
as an "Enter Only" access drive.
Proposed vehicle circulation routes within the campus are
shown on Figure 9, "Recommended Access Routes."

As a part of this study, for projected traffic conditions, vehi-
cle queue length analysis was conducted for the school ac-
cess drives during peak AM and school PM hours. The
queue length analysis is included in the Capacity and Level
of Service section in the Appendix for reference. Projected
traffic volumes included in this analysis are depicted for the
AM and school PM peak hours on Figure 8, "Projected Traf-
fic Volumes - AM and School PM Peak Hours." Accommo-
dation of vehicle queuing during the AM and school PM
peak hours as a part of this study for projected traffic condi-
tions is described as follows:
■ If proposed improvements are made and the access
routes as shown on Figure 9, "Recommended Access
Routes," are in place, there will be approximately 2,200
linear feet available for vehicle queuing within the site
on the access drives. This equates to queuing distance to
accommodate approximately 103 vehicles within the site
as depicted on Figure 10, "Vehicle Queuing Areas." Ve-
hicle queuing for projected enrollment conditions is not
expected to exceed available vehicle storage area, if the
proposed improvements are implemented.
Based on a previous study at a local private school
(Little Rock Christian Academy), average delay per ve-
hicle at the elementary school loop was calculated. It
was found that 115 vehicles dropped off students during
the peak 15 minutes of the AM peak drop-off period.
There is an approximate 40 to 45 vehicle platoon area
within the elementary school loop which unloads at one
time, then releases all 40 to 45 vehicles. This equates to
an average delay per vehicle of 7.8 seconds. Similar ve-
hicle delay can be anticipated to occur at the proposed
Urban Collegiate Public Charter School. For this condi-
tion, the following was found for the approximate 696
student enrollment:
o There are calculated to be 348 entering vehicles
during the AM arrival peak hour (if under a

"worst-case" condition, all students arrive via
private vehicle). At 115 vehicles per 15 minutes
(per Little Rock Christian Academy), then it may
take approximately three 15 minute intervals to
accommodate these vehicles (or 45 minutes).
o There are calculated to be 195 entering vehicles
during the PM departure peak hour (if under a
"worst-case" condition, all students depart via
private vehicle). At 115 vehicles per 15 minutes
(per Little Rock Christian Academy), then it
may take approximately two 15 minute intervals
to accommodate these vehicles (or 30 minutes).
There will likely be fewer vehicles than the totals pro-
jected during the peak AM arrival and PM departure
times because of the following:
o There are approximately 100 special needs stu-
dents expected to attend the planned school.
These students are to arrive at school earlier than
the other students (between 7:00 - 7:30 AM).
o There is expected to be approximately 100 stu-
dents to remain at school for after school pro-
grams until 5:00 - 5:30 PM.
o There is expected to be approximately 150 to 200
students be transported via public transportation.
The effect of early arrivals and late departures, as well as
any public transportation usage is to reduce the antici-
pated volumes during the AM and school PM peak
times.

Findings of this study are summarized as follows:
For the development of the Urban Collegiate Public Char-
ter School site as proposed, approximately 633 vehicle
trips are estimated during the traffic conditions of the AM
peak hour and approximately 418 vehicle trips are esti-
mated during the traffic conditions of the school PM peak
hour are projected to be generated by the proposed Urban
Collegiate Public Charter School land use on this site.
Capacity and level of service analysis was performed for
existing traffic volumes, lane geometry and traffic control
for the AM and school PM peak hours for the study inter-
sections. All of the vehicle movements at the study inter-
sections currently operate at what calculates as an accept-
able LOS "D" or better for existing traffic conditions at
the study intersections for the AM and school PM peak
hours except for the following vehicle movements:
♦ The northbound thru / left -turn vehicle move-
ments on Hughes Street at Markham Street during
the AM peak hour (LOS "E") and school PM
peak hour (LOS "F") with existing traffic signal
control.
♦ The southbound vehicle movements on Hughes
Street at Markham Street during the AM peak
hour (LOS "E") with existing traffic signal con-
trol.
Capacity and LOS analysis was performed for projected
traffic conditions to include the proposed Urban Colle-
giate Public Charter School to replace the existing Lu-
theran High School for the AM and school PM peak
hours for the study intersections. With the proposed im-
provements assumed, all vehicle movements for the pro-
jected traffic conditions at the study intersections are ex-
pected to operate at what calculates as an acceptable LOS
"D" or better for the AM and school PM peak hours.

Recommendations of this study are summarized as follows:
■ It is recommended that Drive A be converted from an "Exit
Only" access drive to "Enter Only" access drive.
• It is recommended that Drive C be converted from an "Enter
Only" access drive to a fully -directional access drive (allow
entering and exiting vehicle movements).
■ It is recommended that a new access drive (Proposed Drive
D) be constructed to intersect Markham Street east of
Hughes Street and serve as an "Enter Only" access drive.
It is recommended that a continuous left -turn lane be striped
on Hughes Street along the entire site frontage to provide
southbound left -turn lane storage and allow passage of
southbound thru vehicles.
■ It is recommended that consideration be given to utilize the
existing parking lot during AM arrival and PM departure
time periods to allow for an additional pick-up / drop-off
lane on the north edge of the existing south parking lot as
shown on Figure 9, "Recommended Access Routes."
• It is recommended that pedestrian crosswalks be installed at
the north, south and east legs of the intersection of Markham
Street and Hughes Street. Pedestrian signal heads already
exist on these intersection legs. Additionally, it is recom-
mended to install crosswalks adjacent to Hughes Street on
the site access drives (Drives A, B and Q.
• Roadway modifications / improvements along Hughes Street
and the proposed access drive intersection along Markham
Street must conform to the City of Little Rock design stan-
dards and will require approval by the City.
