Staff Analysis: Z-6415 Luis and Jean Romano 5 Cascades Drive Lot 35, Block 2, Pleasant Valley R-2 A variance is requested from the fence height provisions of Section 36-516. The 6 foot fence is needed to reduce noise from traffic on Hinson Road and to add additional privacy and security. Homes on either side already have 6 foot fences along Hinson Road. Single Family residence Single Family residence The occupants of the residence located at #5 Cascades Drive are requesting a variance to allow them to erect a 6 foot tall fence along the rear property line. The property backs up to Hinson Road. Section 36-516 of the code limits the height of fences erected within required setbacks adjacent to streets to 4 feet. Staff believes the variance request to be reasonable. The property is one of several in this area which front on Cascades Drive or Valley Club Circle and which back up to Hinson Road. This property is the only one in the immediate area which does not have a 6 foot fence on the rear property line. The properties on either side have similar fences. The applicant proposes to "fill in the gap" between these neighboring properties by constructing his own fence. Two large, busy institutional uses are located directly across Hinson Road; Fellowship Church and Pulaski Academy. November 24, 1997 No.. 6 !Cont. The noise and traffic associated with these uses combined with the heavy traffic on Hinson Road have prompted the applicant to erect the fence. It is hoped that the fence will provide some additional level of privacy, security and noise reduction. C. Staff Recommendation: Staff recommends approval of the requested fence height variance. BOARD OF ADJUSTMENT: (NOVEMBER 24, 1997) The applicant was present. There were no objectors present. Staff presented the item and a recommendation of approval. The applicant offered no additional comments. The item was placed on the Consent Agenda and approved by a vote of 7 ayes, 0 noes, 0 absent and 2 open positions. K
