HomeMy WebLinkAbout16105 1 RESOLUTION NO. 16,105 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH CIGNA INSURANCE, IN AN AMOUNT NOT 5 TO EXCEED SEVENTEEN MILLION, EIGHT HUNDRED SEVENTY 6 THOUSAND, FIVE HUNDRED DOLLARS ($17,870,500.00), FOR THE 7 CITY'S GROUP HEALTH PLAN, FOR THE PERIOD BEGINNING 8 JANUARY 1, 2024, TO DECEMBER 31, 2024; AND FOR OTHER 9 PURPOSES. 10 11 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, decided in 2017 that the 12 Insurance Broker selected through the professional service process would have the ability to conduct any 13 competitive selection process for the City of Little Rock's insurance needs in Little Rock,Ark.,Ordinance 14 No. 21,442(July 5,2017);and, 15 WHEREAS, a Request for Proposal was issued for Group Health and Cigna Insurance provided the 16 most attractive quote for the period of January 1,2024,to December 31,2024; and, 17 WHEREAS, the cost is not to exceed Seventeen Million, Eight Hundred Seventy Thousand, Five 18 Hundred Dollars($17,870,500.00)for the Basic Plan,with shared cost of the dependent coverage with the 19 employee,and to have available for employees two(2)Buy-up Plans for additional coverage for 2024. 20 WHEREAS, Resolution No. 15,782 (September 6, 2022) authorized the initial term of the contract 21 with Cigna Insurance for 2023, with the option to extend the contract for six (6) additional one (1)-year 22 terms;and, 23 WHEREAS,the contract term for 2024 represents year two(2)of a potential seven(7)-year term. 24 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 25 OF LITTLE ROCK,ARKANSAS: 26 Section 1. The City Manager is authorized to enter into an agreement with Cigna Insurance for the 27 initial period of January 1, 2024, to December 31, 2024, in an amount not to exceed Seventeen Million, 28 Eight Hundred Seventy Thousand, Five Hundred Dollars($17,870,500.00)for the Basic Plan,with shared 29 cost of the dependent coverage with the employee, and to provide two (2) Buy-up Plan options for 30 employees for additional coverage,at the employee's expense. 31 Section 2. Funds for the Health Insurance Program extension shall be available from a line item for 32 Group Health Care Insurance in the 2024 Budget. 33 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 34 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or (Page I of 21 1 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 3 ordinance. 4 Section 4. Repealer.
