3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH COMMONWEALTH HERITAGE GROUP,
5 LLC, IN AN AMOUNT NOT TO EXCEED SEVENTY-ONE THOUSAND,
6 TWO HUNDRED TWENTY-THREE DOLLARS ($71,223.00), TO
7 RESURVEY A PORTION OF THE HILLCREST NATIONAL REGISTER
8 HISTORIC DISTRICT; AND FOR OTHER PURPOSES.

10 WHEREAS, earlier this year, the City of Little Rock, Arkansas, was awarded a grant from the
11 Arkansas Historic Preservation Program to resurvey a portion of the Hillcrest National Register Historic
12 District; and,
13 WHEREAS, the Board of Directors authorized the Mayor to accept these funds with Resolution No.
14 16,090(September 5, 2023); and,
15 WHEREAS, the Hillcrest National Register District was last completely surveyed in 1990 and
16 amended in 1992; and,
17 WHEREAS, is recommended and good practice to resurvey National Register Historic Districts every
18 five(5)years; and,
19 WHEREAS,a Request for Qualifications, Event No.2184,was issued to obtain competitive bids from
20 qualified entities which could perform Historical Surveys; and,
21 WHEREAS, after a competitive bidding process with one (1) bid received, it was determined that
22 Commonwealth Heritage Group, LLC, was the highest scoring responsible bidder; and,
23 WHEREAS,the Arkansas Historic Preservation Program grant monies will provide Seventy Thousand
24 Dollars($70,000.00) in grant funds for this project.
25 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 Section 1. The City Manager is authorized to enter into an agreement with Commonwealth Heritage
28 Group, LLC, to resurvey a portion of the Hillcrest National Register Historic District in an amount not to
29 exceed Seventy-One Thousand,Two Hundred Twenty-Three Dollars($71,223.00).
30 Section 2. Funds in the amount of Seventy Thousand Dollars ($70,000.00) are available through a
31 grant awarded to the City of Little Rock by the Arkansas Historic Preservation Program.
32 Section 3.The remaining funds for this project in the amount of One Thousand,Two Hundred Twenty-
33 Three Dollars($1,223.00) shall be available from the Planning& Development Department, Account No.
34 108339-S33G064-63390.

1 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
' 2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 resolution.
6 Section 5. Repealer. All laws,ordinances, resolutions,or parts of the same,that are inconsistent with
7 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
