3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH VSP, IN AN AMOUNT NOT TO EXCEED
5 ONE HUNDRED SEVENTY THOUSAND DOLLARS ($170,000.00), TO
6 PROVIDE ADMINISTRATIVE SERVICES FOR THE SELF-FUNDED
I7 VISION PLAN, FOR THE PERIOD BEGINNING JANUARY 1, 2024, TO
8 DECEMBER 31,2024; AND FOR OTHER PURPOSES.

10 WHEREAS,the City offers Group Vision Insurance for City employees and their dependents;and,
11 WHEREAS,due to the rising costs of a Fully-Insured Vision Plan,the City decided to move to a Self-
12 Funded Vision Plan with VSP providing the Administrative Services only;and,
13 WHEREAS, the basic cost for Administration and Claims Services is not to exceed One Hundred
14 Seventy Thousand Dollars($170,000.00)for 2024; and,
15 WHEREAS,the contract term is for one(1)-year, with an option to extend six(6) additional one (I)-
16 year terms.
17 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK,ARKANSAS:
19 Section 1. The City Manager is authorized to enter into an agreement with VSP to provide
20 Administrative Services only for the period of January 1, 2024,to December 31,2024, for an amount not
21 to exceed One Hundred Seventy Thousand Dollars($170,000.00).
22 Section 2. Funds for this agreement will be available from a line item for Group Vision Insurance in
23 the 2024 Budget,Account No. 210259-S00B329-53400.
24 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
25 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
26 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
27 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
28 resolution.
29 Section 4.Repealer. All laws,ordinances, resolutions,or parts of the same,that are inconsistent with
30 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
