Public Works Issues: z-6402 Calvin and Mary Davidson 3413 Coffer Lane Long legal R-2 A variance is requested from the fence height provisions of Section 36-516 to permit a 6 foot tall privacy fence in the front yard setback. The fence is needed to provide privacy and security. Single Family residence Single Family residence Fence should be minimum of 11.5 feet behind back of curb to provide proper sight distance. H. Staff Analysis: The R-2 zoned property located at 3413 Coffer Lane is occupied by a double -wide manufactured home (single family). The occupants have recently constructed a 6 foot tall, wood privacy fence which encloses most of the property, including the front yard. The fence does not extend completely across the front yard, leaving room for the driveway. Section 36- 516(b) of the city code limits the height of fences erected within required setbacks adjacent to streets to 4 feet. Once notified of the violation, the applicants filed for a variance. Staff believes the variance request is reasonable. Coffer Lane is located in a rural part of the southwest section of the City. Surrounding uses are primarily single family with housing types ranging from mobile home parks to older site - built homes. Coffer Lane is a narrow, chip -seal street without curb and gutter. The fence has a setback of 12-14 feet from the street which should provide adequate sight - distance for persons leaving the site. The fence has been October 27, 1997 Item No.: 4 (Cont constructed with the finished side facing outward. Allowing the fence to remain should have no impact on adjacent properties. C. Staff Recommendation: Staff recommends approval of the requested fence height variance subject to the applicant obtaining a building permit for the fence. BOARD OF ADJUSTMENT: (OCTOBER 27, 1997) The applicants were present. There were no objectors present. Staff presented the item and a recommendation of approval subject to the applicant obtaining a building permit. The applicants offered no additional comments other than to state that they already had a permit. The item was placed on the Consent Agenda and approved as recommended by staff with a vote of 7 ayes, 0 noes, 0 absent and 2 open positions. 0)
