RE: AT&T Proposed Upgrade to Cellular Tower—Admin Zoning (WCF)
Mr. Carney,
Please find enclosed here two site applications for AT&T/WesTower Communications. AT&T is
proposing to add additional equipment to the existing tower. The permits for each of these have
already been issued for the tower work (Permit numbers 201203452 & 201203457). 1 was unable to
catch these before the ground work was determined. Please let me know if we need a separate permit
for the ground work, or if the existing permit will need to be modified to include the ground work
planned.
I have enclosed the items requested of the application for two tower locations. If you need anything

I called and left you a voice mail. This is a follow up. I do not have an affidavit of authorization for you to file an
application for the Booker Street site AR 1507. Fax me one to 501-399-3435 or send via e-mail. In answer to your
question, if the ground work was not included in your building permit, you will need to modify the building permit to
include the full scope of work. You cannot do so until these applications are approved.

AT&T is working to provide enhanced service to the Arkansas Market. Specifically, the
proposed upgrade consists of adding LTE technology to the tower site referenced above.
The Equivalent Isotropically Radiated Power (EIPR) for this installation is 500 watts or
less. The current FCC rule (reference: Code of Federal Regulation, Title 47 -
Telecommunications, Chapter 1 -Federal Communications Commission, Part 24 -Personal
Communications Services, Subpart E -Broadband PCS, Section 24.232 -Power and
antenna limits). This installation, as designed, meets the FCC requirements.

AT&T has applied for additional equipment placement on the following structure owned by One Bank &
Trust, N.A. (the Bank). AT&T's intent is to add to their existing loading on the tower to enhance cellular
communications in the surrounding area. AT&T will comply with all requests made by the Bank, in order
to gain approval to perfon-n the work requested. AT&T will be required to comply with all regulations
set forth by the City of Little Rock, in order for the construction approval by the Bank to be released.
The following tower locations that AT&T will be performing work are listed below in site name/site
numberformat. The specific location information can be found on AT&T's application.

The Bank is the tower owner for this location. CRB Companies, LLC (contractor for AT&T) has permission
to supply application to the City of Little Rock for the work described above and on plans.
