COA REQUEST:
Add white picket fence on Sherman Street side of house to cover one
existing and one proposed HVA C units and put up a privacy fence between
the house on the property and house next door.
PROJECT BACKGROUND AND DESCRIPTION: The subject property is
located at the southwest corner of East Seventh Street and Sherman Street. The
property's legal description is "North Yz of Lot 2, Block 3, Johnson Addition, Little
Rock, Pulaski County, Arkansas."
The applicant purchased the property on August 26, 2004 and the applicant
moved in on September 14, 2004. At the time of purchase there was an existing
HVAC condenser located at the west side of the house facing Sherman Street
providing central air to part of the home. 1) The applicant wishes to add a
second HVAC unit adjacent to the existing unit to provide central air to the rest of
the house.
2)Included with the addition of the new HVAC unit will be a white picket fence to
screen the units from Sherman Street. The picket fence will be three feet in
height and sixty four feet in length running from the steps of the east side
entrance (Sherman Street fa<;ade) to the end of an existing hedge. The fence
will be located three inches behind the existing retaining wall, which will leave a
25-inch deep space between the fence and house. The fence will be constructed
using Alkaline Copper Quad pressure treated wood and be installed slat by slat
to ensure proper height and length, and be painted white.
3)The last action requested in this COA is the addition of latticework to be
attached to an existing chain link fence to provide screening from the neighboring
property. The dimensions of the area for latticework are five feet tall by 20 feet
long. The applicant does not wish to install the lattice at this time but would like
approval for the installation at a future time.
ANALYSIS: There are several criteria related to this case in the District's
guidelines.
The Mechanical Systems Design Guidelines mention three items directly
related to this case:
A.HVAC units should be located where not readily visible from the
street.
B.If visible, should be screened with shrubbery or fencing.
C.Window air-conditioners should be located in windows on the
rear or side facades and should not result in the removal of
replacement of the original window sash or surround.
The Fences Design Guidelines states two items relevant to this case:
C.Fences of wood pickets may be located in front or rear yards,
generally following property lines, and should be painted or
stained light, pale white, or beige tones; to be no taller than three
feet; have pickets no wider than three inches; and a design which
is compatible with and proportionate to the house.
D.Fences of wood boards for privacy should be located in rear
yards; generally no taller than six feet; set back from the front
fa�ade (wall plane) if the structure at least half-way back from the
front to the back walls; of flat boards in a single row (not
stockade or shadowbox); stained or painted to blend with the
structure; and of a design compatible with the structure.
The house is of Greek Revival style (circa 1850's). The Greek Revival period
buildings are characterized by symmetry and classical elements, either a
Greek temple front or porch with Doric, Ionic, or Corinthian order
entablature and round or square columns. Building shape is usually
rectangular and roofs are low-pitched, gabled, or hipped. Entrances
typically have four panel doors with a rectangular transom and narrow
sidelights. Windows are double hung, multi-paned with 6/6 or 9/6 lights.
Currently on the site exists a HVAC unit that is not screened from view.
Placement of an additional unit will result in required screening to hide the new
and existing unit from street view. The applicant has indicated that a white picket
fence constructed according to conditions highlighted in the design guidelines to
screen these from view. Placement of the fence generally follows the property
line, which is consistent with the area's Design Guidelines. Along the Sherman
Street side of the property a fence exists that is made out of concrete that having
slight variations in setback to represent pillars where a traditional wooden post
would be. Historically it appears as if the concrete wall ended at the house
building line then stepped down to the shorter retaining wall, approximately 1.5
feet tall, which exists today.
Addition of the picket fence to the property in the desired location would be
somewhat characteristic of desired qualities defined in a Greek Revival Home.
As long as the fence parallels the entirety of the space above the retaining wall
and between the protruding sections of the house closest to the Sherman Street,
symmetry will be preserved and the existing and new air conditioning units would
be screened. Staff feels that if approved by the Commission that the pickets and
spaces must conform to the design guidelines presented in the Macarthur Park
Historic District Design Guidelines.
Addition of the lattice to the back yard appears to have limited affect on the
appearance of the property. Staff would have no objections as long as the
privacy fence is not viewable from adjacent streets when constructed.
NEIGHBORHOOD COMMENTS AND REACTION: At the time of distribution,
there were no comments regarding this application.

On August 26, 2004, l purchased a home located at 523 East Seventh Street in
downtown Little Rock (the comer of Seventh and Sherman Streets) and promptly
moved in on September 14, 2004. Upon purchase of the home, there existed and still
exists a HVAC condenser Wlit that powers only the East side of the home and th.is
condenser unit is located on the Sherman Street side of the home making if fully
visible from the street. The West side of my home does not have central heat and air
and is controlled by a space heater and a floor furnace. I would like to install central
heat and air on the West side of this home and place it's condenser next to the
existing condenser on the East side of the house. Ther efore, I am requesting a Certificate of Appropriateness to install a picket fence along the East side of my home
to cover the existing HV AC condenser and also the new one that J would like to install. In addition, I would also like to put up lattice board in the backyard between
the West side of my home and the house next door -51 7 East Seventh Street. This
latticework will not be visible from the street.
Dimensions are as follows:
'Ibe picket fence wi1l be three feet in height and sixty-four feet long running from the
steps of the East side entrance (Shennan Street side) to the end of the hedge. It will be
placed above and three inches behind the existing retaining wall thus leavin g twenty
five inches between the house and the fence. Using Alkaline Copper Quat pressure
treated wood, the fence will be installed piecemeal (slat by slat) to ensure proper
height and length and will also be painted white. There will be no gate installed.
Upon approval of COA, installation of central heat and air would begin and at the
same time. the c-011struction of the fence.
Latticework dimensions for the backyard are five feet in height and twenty feet in
length ... the length of my garage, and will be attached to an already existing chain
linked fence. I prefer to not paint this but .rather let it weather naturally. I have no set
time for construction at this time but would like approva1.
I definitely want to provide coverage for the existing HV AC condenser unit. It is
highly visible from the street and looks terrible. In addition to the condenser, this
particular side of the house is heavily shaded by Willow Oaks so that there is not
much in vegetation, just dirt. Erecting a picket fence will help alleviate both of these
issues and also be more appealing to the eye, in my opinion. Approval of this
coverage will also allow me to install a second condenser knowing that it will be well
hidden. And, agai-n, the latticework for my backyard wiU not be visible :from the
street. The latticework has no set construction date but I would still like approval.

•High-quality oil and latex-based paints and stains are recommended.
•Water repellent coatings can be applied to enhance the longterm weathering performance. It is important that the woodis dry and free from surface deposits prior to applying anycoating.
NAILS, FASTENERS AND FITTINGS
•For best results, stainless steel or hot-dipped galvanized fasteners and fittings are recommended.
•Direct contact of Preserve or Preserve Plos treated woodwith aluminum flashing, fasteners and fittings Is not rec-ommended.
•Other exterior coated fasteners may be suitable. See manufacturers specifications.

HANDLING PRECAUTIONS
• Wear a dust mask and goggles when cutting or handlingtreated or untreated wood.
• Wear gloves when working with treated or untreated wood.

• Wash work clothes separately from other household clothingbefore reuse.
•Pressure·treated wood should not be used where it maycome into direct or indirect contact with drinking water,except for uses involving incidental contact such as freshwater docks and bridges.
