Staff recommends this item be deferred to the April 26, 2007, public hearing to allow
staff and the applicant additional time to review the proposed development and the
proposed street design to serve the development and the area. The Subdivision
Committee will review the proposed site plan at their April 5, 2007, committee meeting.

presented the item with a recommendation of deferral of the item to the April 26, 2007,

LOCATION: located on the Northeast corner of Kanis and Kirby Roads
Planning Staff Comments:
1. Provide notification of property owners located within 200 feet of the site, complete
with the certified abstract list, notice form with affidavit executed and proof of
mailing. The notice must be mailed no later than February 14, 2007. The Office of
Planning and Development must receive the proof of notice no later than February
22, 2007.
2. The site plan indicates a deferral of the required street improvements. Provide the
time frame for the deferral request.
3. Provide details of the proposed signage. The site plan indicates maximum allowed
by ordinance but with being a Planned Development no minimums or maximums are
established. Typically signage is allowed as six feet in height and sixty -form square
feet in area for office developments and thirty-six feet in height and one hundred
sixty square feet in area for commercial developments.
4. Provide the height of the proposed retaining wall.
5. Is any fencing proposed along the perimeter of the site? If so note on the site plan
including height and the proposed construction material.
6. Detail the proposed construction materials of the exterior (street side) of the
buildings. Indicate in addition to the proposed landscaping treatment what elements
will be utilized to break the massing of the buildings.
7. Provide an executed affidavit.
Variance/Waivers:
1. A deferral of the Master Street Plan requirement for street improvements.
Public Works Conditions:
1. Kanis Road is classified on the Master Street Plan as a minor arterial. A dedication
of right-of-way 45 feet from centerline will be required. An additional 10 feet of right-
of-way measured from the centerline of the right-of-way shall be dedicated at Kirby
Road for a right turn lane. This additional right-of-way shall normally be 250 feet in
length measured from the intersecting right-of-way.
2. Kirby Road is classified on the Master Street Plan as a collector street. A dedication
of right-of-way 30 feet from centerline will be required.
3. The proposed land use would classify Asbury Road on the Master Street Plan as a
commercial street. Dedicate right-of-way to 30 feet from centerline.
4. A 20 foot radial dedication of right-of-way is required at the intersection of Kanis
Road and Kirby Road and Kanis Road and Asbury Road.
5. With site development, provide the design of the street conforming to the Master

Street Plan. Construct one-half street improvements to these streets including 5 -foot
sidewalks with the planned development. Kanis Road should be widened to 29.5
feet from centerline with a right turn lane at Kirby Road. Kirby Road and Asbury
Road should be designed to collector street standards.
6. Driveway locations and widths do not meet the traffic access and circulation
requirements of Sections 30-43 and 31-210. The width of driveway must not exceed
36 feet.
7. A grading permit in accordance with Section 29-186 (c) and (d) will be required prior
to any land clearing or grading activities at the site. Site grading, and drainage plans
will need to be submitted and approved prior to the start of construction.
8. Turn around must be provided for a WB -30 vehicle attempting to enter development.
Due to the proposed use of the property, the call box should be moved to
approximately 60 feet from the future curb line on Kanis Road. Contact Bill Henry,
Traffic Engineering, at 379-1816 for additional information.
9. Storm water detention ordinance applies to this property. Show the proposed
location for storm water detention facilities on the plan.
10. Plans of all work in right-of-way shall be submitted for approval prior to start of work.
Obtain barricade permit prior to doing any work in the right-of-way from Traffic
Engineering at (501) 379-1817 (Derrick Bergfield).
11. Prepare a letter of pending development addressing streetlights as required by
Section 31-403 of the Little Rock code. Contact Traffic Engineering at (501) 379-
1813 (Steve Philpott) for more information regarding street light requirements.
12. On site striping and signage plans should be forwarded to Public Works, Traffic
Engineering for approval with the site development package.
13. The angled parking proposed outside of the gate should be replaced with 90 degree
parking.
Utilities and Fire Department/County Planning:
Wastewater: Sewer main extension required with easements. Contact Little Rock
Wastewater Utility at 688-1414 for additional information.
Entergy: A 30 -foot easement is required on 3 -Phase line along Asbury and Kanis
Roads. Contact Entergy for additional information.
Center -Point Energy: Approved as submitted.
AT & T: No comment received.
Central Arkansas Water: All Central Arkansas Water requirements in effect at the
time of request for water service must be met. On-site fire line(s) and additional fire
hydrant(s) will be required in order to provide service to this property. A Capital
Investment Charge based on the size of connection(s) will apply to this project in
addition to normal charges. This fee will apply to all connections including metered
connections off the private fire systems. This development will have minor impact on
existing water distribution system. Proposed water facilities will be sized to provide
adequate pressure and fire protection.

Department for additional information concerning turning radius requirements.
County Planning: No comment.
CATA: The site is not located on a dedicated CATA Bus Route.
Planning Division: This request is located in the Ellis Mountain Planning District. The
Land Use Plan shows Mixed Office Commercial for this property. The applicant has
applied for a rezoning from C-1 and R-2 to Planned Commercial Development for a mini
warehouse facility.
A land use plan amendment for a change to Service Trades District is a separate item
on this agenda (LU07-18-01).
Master Street Plan: Kanis Road is shown as a Minor Arterial on the plan. A Minor
Arterial provides connections to and through an urban area and their primary function is
to provide short distance travel within the urbanized area. Kirby Road is shown as a
Collector. The primary function of a Collector is to provide a connection from Local
Streets to Arterials. These streets may require dedication of right-of-way and may
require street improvements for entrances and exits to the site. Entrances and exits
should be limited to minimize negative effects of traffic and pedestrians on Kanis Road
since it is a Minor Arterial.
Bicycle Plan: A Class III bike route is planned along Kirby Road and south across Kanis
Road. A Class III bikeway is a signed route on a street shared with traffic. No
additional paving or right-of-way is required. Class III bicycle route signage may be
required.
City Recognized Neighborhood Action Plan: The property under review is covered
under the Rock Creek Neighborhood Action Plan. The Plan's Office and Commercial
goal states: "Adopt a policy of adhering to the Land Use Plan. Amendments should be
made very rarely, only with neighborhood input, and only when it can be clearly
demonstrated that the amendment will enhance the quality of life in the Rock Creek
Neighborhood."
Landscape:
1. Site plan must comply with the City's minimal landscape and buffer ordinance
requirements.
2. All areas appear to meet the minimum land use buffer requirements. However, it is
imperative that seventy percent (70%) of these buffers remain undisturbed.
3. The zoning buffer ordinance requires an average thirty-five foot (35) wide, and in no
case less than half, street buffer along Kirby Road. This plan appears to be below
this average minimal amount.
4. A six (6) foot high opaque screen, either a wooden fence with its face side directed
outward, a wall, or dense evergreen plantings, is required along the northern
perimeter of the site. Credit towards fulfilling this requirement can be given for
existing trees and undergrowth that satisfies this year -around requirement.

5. An automatic irrigation system to water landscaped areas will be required.
6. Prior to the issuance of a building permit, it will be necessary to provide an approved
landscape plan stamped with the seal of a Registered Landscape Architect.
7. The City Beautiful Commission recommends preserving as many existing trees as
feasible on this tree covered site. Credit toward fulfilling Landscape Ordinance
requirements can be given when preserving trees of six (6) inch caliper or larger.
Revised platlplan: Submit four (4) copies of a revised preliminary plat (to include the
additional information as noted above) to staff on Wednesday, February 14, 2007.
