3 A RESOLUTION TO SET SEPTEMBER 19, 2023, AS THE DATE FOR A
4 PUBLIC HEARING TO FORM AND LAY OFF LITTLE ROCK
5 MUNICIPAL PROPERTY OWNERS IMPROVEMENT DISTRICT NO.
6 2023-003 (CARTER LANE MUNICIPAL PROJECT); AND FOR OTHER
7 PURPOSES.

9 WHEREAS,the City Clerk has been provided a petition executed by the owners of a majority in value
10 of the relevant property to form and lay off Little Rock Municipal Property Owners Improvement District
11 No. 2023-003 (Carter Lane Municipal Project); and,
12 WHEREAS, the property associated with Little Rock Municipal Property Owners Improvement
13 District No. 2023-003 (Carter Lane Municipal Project); is more completely described as follows:
14 Part of the NW'/4 SE'/4 of Section 24 Township 2 North Range 14 West, more particularly
15 described as beginning at the SE corner of the said NW'/4 SE'/4; thence N 89 degrees 28
16 minutes West 639 feet; thence North 1 degree 11 minutes East 336 feet; thence South 89
17 degrees 28 minutes East 638.3 feet; thence South 1 degree 3 minutes West 336 feet to the
18 point of beginning, being, being Tract 21 of Subdivision of E'/4 SE'/4 NW'/4; SW'/4 NE'/
19 and NW'/ SE'/4 of Section 24 Township 2 North Range 14 West, according to the survey
20 of G. A. Denham, Registered Engineer, containing 4.93 acres, more or less.
21 WHEREAS, before such action can be taken it is necessary to have a public hearing before the Little
22 Rock Board of Directors.
23 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. A public hearing on the question of whether to form and lay off Little Rock Municipal
26 Property Owners Improvement District No. 2023-003 (Carter Lane Municipal Project); shall be held at a
27 meeting of the Board of Directors of the City of Little Rock in the Centre at University Park, 6401 West
28 12'" Street, Little Rock, Arkansas at 6:00 PM on September 19, 2023.
29 Section 2. The City Clerk is hereby directed to give notice of such hearing in the manner prescribed
30 by Arkansas State Law by publication once a week for two(2)consecutive weeks in a newspaper published
31 in Pulaski County, Arkansas, and having a general circulation in the City of Little Rock, Arkansas.
32 Section 3. All persons who request further information about this proposed Improvement District may
33 view the documents on file with the City Clerk, 2"d Floor, City Hall, 500 West Markham, Little Rock,
34 Arkansas; or, to contact counsel for the proposed District: G. Robert Hardin, Hardin & Grace, P.A., 500
35 Main Street, Suite A,North Little Rock, Arkansas, 72114, (501)378-7900.

1 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 resolution.
6 Section 5. Repealer. All laws,ordinances, resolutions,or parts of the same,that are inconsistent with
7 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
