HomeMy WebLinkAbout16090 1 RESOLUTION NO. 16,090 2 3 A RESOLUTION TO AUTHORIZE THE MAYOR OR CITY MANAGER 4 TO ACCEPT FUNDS FROM THE ARKANSAS HISTORIC 5 PRESERVATION PROGRAM, IN THE AMOUNT OF ONE HUNDRED 6 THOUSAND,EIGHT HUNDRED FIFTY DOLLARS($100,850.00),AND TO 7 EXECUTE ANY AND ALL NECESSARY APPLICATIONS, 8 AGREEMENTS AND CONTRACTS FOR ITS ADMINISTRATION, TO 9 CONDUCT PHASE III OF THE HILLCREST NATIONAL REGISTER 10 DISTRICT RESURVEY, FOR A COMPREHENSIVE UPDATE OF THE 11 MACARTHUR PARK HISTORIC DISTRICT GUIDELINES FOR 12 REHABILITATION AND NEW CONSTRUCTION AND FOR TRAINING 13 FOR HISTORIC DISTRICT COMMISSIONERS AND STAFF; AND FOR 14 OTHER PURPOSES. 15 16 WHEREAS,the City of Little Rock, Arkansas, ("City") acknowledges that 2023 Grant Funds 17 are available from the Arkansas Heritage Preservation Program ("AHPP");and, 18 WHEREAS,the City has successfully applied for grant funds from AHPP and it is desirous 19 of awarding One Hundred Thousand, Eight Hundred Fifty Dollars($100,850.00),to the City;and, 20 WHEREAS,the grant funds will be used as follows: 1) Seventy Thousand Dollars ($70,000.00) for 21 Consultants' Services for Phase III of the Hillcrest National Register District Resurvey;2)Thirty Thousand 22 Dollars($30,000.00)for Consultants'Services for the comprehensive update of the Macarthur Park Historic 23 District Guidelines for Rehabilitation and New Construction;and 3)Eight Hundred Fifty Dollars($850.00) 24 for travel and registration expenses for AHPP sponsored or approved trainings for Historic District 25 Commissioners and Staff; and, 26 WHEREAS,Phase I of the Hillcrest National Register District Resurvey was completed in the 27 Fall of 2021; Phase 11 was completed in the Summer of 2023 and 305 properties were resurveyed in 28 this phase of the project; and 368 properties will be resurveyed in this third phase of the project;and, 29 WHEREAS, in order to remain current, Historic District Guidelines should be updated periodically 30 and the Macarthur Park Historic District Guidelines for Rehabilitation and New Construction have not been 31 thoroughly reviewed and updated since 2016 and they are in need of a comprehensive update;and, 32 WHEREAS, members of the City's Historic District Commission and Staff have need of periodic 33 training in order to properly fulfill their duties to the City. [Page 1 0121 r NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 2 OF LITTLE ROCK,ARKANSAS: 3 Section 1. The Board of Directors of the City of Little Rock authorizes the Mayor or City 4 Manager to accept funds from the Arkansas Heritage Preservation Program ("AHPP') in the 5 amount of Seventy Thousand Dollars ($70,000.00) for Consultant Services for Phase III of the 6 Hillcrest National Register District Resurvey Project. 7 Section 2. The Board of Directors of the City of Little Rock authorizes the Mayor or City 8 Manager to accept funds from the AHPP in the amount of Thirty Thousand Dollars($30,000.00)for 9 Consultants' Services for the comprehensive update of the Macarthur Park Historic District Guidelines for 10 Rehabilitation and New Construction. 11 Section 3. The Board of Directors of the City of Little Rock authorizes the Mayor or City 12 Manager to accept funds from the AHPP in the amount of Eight Hundred Fifty Dollars($850.00) 13 for travel and registration expenses for AHPP sponsored or approved trainings for Historic District 14 Commissioners and Staff. 15 Section 4. The Mayor and City Manager and any other necessary City employees are hereby 16 authorized and directed to execute any and all appropriate applications, agreements, and contracts 17 necessary to expedite the construction and renovation of the above stated projects. 18 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 19 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 20 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 21 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 22 resolution. 23 Section 6. Repealer.
