WHEREAS, a request was made to vacate and abandon a 15 -foot wide utility easement located
in Lot 1, Greyrock Subdivision, being 12700 Chenal Parkway, as public right-of-way, pursuant to the
City's general police power authority under Ark. Code Ann. S 14-54-104; and
WHEREAS, the Board has determined that the abandoning of this public right-of-way will not
have an adverse impact on the adjacent property owners nor the local traffic, and therefore, the right-
of-way abandoned by this ordinance is no longer needed for corporate purposes;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
Section 1. The Board of Directors hereby releases, vacates, and abandons a 15 -foot wide
utility easement located in Lot 1, Greyrock Subdivision, being 12700 Chenal Parkway, in the City of
Little Rock, Arkansas, as public right-of-way.
Section 2. A copy of this ordinance, duly certified by the City Clerk, shall be filed in the real
estate records of the recorder of the Circuit Clerk in ex officio recorder of Pulaski County, Arkansas.
Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such
declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain
in full force and effect as if the portion so declared or adjudged to be invalid or unconstitutional was
not originally a part of the ordinance.
Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same that are
inconsistent with the provisions of this ordinance are hereby repealed to the extent of such
inconsistency.

A RESOLUTION TO SET AUGUST 21 , 2007, AS THE DATE OF HEARING ON
THE PETITION TO ABANDON A 15 -FOOT UTILITY EASEMENT LOCATED
WITHIN THE PROPERTY AT 12700 CHENAL PARKWAY; AND FOR OTHER
PURPOSES.
WHEREAS, a petition has been filed with the City Clerk requesting that the Board of Directors
vacate and abandon a 15 -foot utility easement located within the property at 12700 Chenal Parkway,
pursuant to its general police power authority under Ark. Code Ann. §14-54-104.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
Section 1. The hearing on the ordinance to abandon the above-mentioned right-of-way shall be
held at a meeting of the Board of Directors of the City of Little Rock in the Board Room of City Hall at
six o'clock on the 21St day of August, 2007.
Section 2. The City Clerk is hereby directed to give notice of such hearing in the manner
prescribed by law by publication once a week for two consecutive weeks in a newspaper published in
Pulaski County, Arkansas, and having a general circulation in the City of Little Rock.

SYNOPSIS The owners of the subject property are requesting
abandonment of a 15 -foot wide utility easement located
within the property at 12700 Chenal Parkway.
FISCAL IMPACT None.
RECOMMENDATION Staff recommends approval of the requested easement
abandonment. The Planning Commission voted to
recommend approval of the requested abandonment, as
recommended by Staff, by a vote of 9 ayes, 0 noes,
1 absent and 1 open position.
CITIZEN The Planning Commission reviewed the proposed
PARTICIPATION abandonment in conjunction with its review for the Target
Revised Long -form PCD (Z -6199-D) at its July 5, 2007,
meeting. There were no objectors present. All property
owners located within 200 -feet, the St. Charles Counity
Association and the Parkway Place Property Owners
Association were notified of the Public Hearing.
BACKGROUND Target proposes an expansion to the existing building
located at 12700 Chenal Parkway. Within the property
there are a number of utility easements many of which are
not presently in use. The applicant has secured approval
letters from the five utility companies agreeing to the
abandonment.
To Staff's knowledge, there are no outstanding issues
associated with the proposed request. Staff recommends
approval of the abandonment of the following specifically
described easement:
A portion of an existing 15 -foot utility easement as shown
on Plat E-551 and Plat F-103 and being part of Lot 1,
Greyrock Subdivision, Little Rock, Pulaski County,
Arkansas as shown on a plat recorded as Plat No. F-103
records of Pulaski County, Arkansas and being more
particularly described as follows: Beginning at the
Northeast corner of said Lot 1, at 5/8" rebar with cap
(LS1304); thence N87°24'48"W along the North boundary
of said Lot 1, a distance of 196.18 feet to a found 5/8"
rebar; thence S00°52'33"W, a distance of 927.01 feet to a
point at the north boundary of an existing access easement
recorded as Instrument No. 97-071747; thence
N29°50'24"E along said North boundary, a distance of
30.97 feet to a point; thence leaving said north boundary
N00°52'33"E a distance of 884.46 feet to a point; thence
S87°24'48"E parallel to the north boundary of said Lot 1, a
distance of 15 -feet to the point of beginning containing
16,412.79 square feet or 0.38 acre more or less.

Central Arkansas Water has no existing or planned facilities located within this easement, with the
exception of the 50 -foot -wide easement which crosses the designated easement that contains a
waterline, and has no objection to closure and abandonment of easement rights in the area
described. However, the entire 50 -foot -wide easement must be retained.

CenterPoint Energy currently has natural gas facilities located within the proposed 15' utility
easement abandonment area described on the attached documents. The natural gas facilities
located within the proposed 15' utility easement abandonment area are classified as a service
line. Therefore, at this time, CenterPoint Energy does not request Target to declare a new
easement for the relocation of these facilities.
CenterPoint Energy will prepare for Target a rough estimate for planning purposes of the
relocation of the facilities referenced above. The relocation will affect approximately 330' of
existing service line which is in conflict with Target's proposed expansion. The natural gas
facilities in conflict will be relocated to an area outside of the proposed construction limits.

BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THF, CITY

amended to the extent and in the respects necessary to affect and designate the change
provided for in Section 1 hereof.

the final approval of the plan.

The applicant is seeking a revision to a previously
approved PCD to allow the existing Target store to expand
by an additional 18,339 square feet.
None.
Staff recommends approval of the requested PCD zoning.
The Planning Commission voted to recommend approval of
the requested zoning by a vote of 9 ayes, 0 noes, 1 absent
and 1 open position.
The Planning Commission reviewed the proposed PCD
request at its July 5, 2007, meeting. There were no
registered objectors present. The St. Charles Community
Association and the Parkway Place Property Owners
Association, all residents who could be identified located
within 300 feet of the site and all property owners located
within 200 -feet of the site were notified of the Public
Hearing.
BACKGROUND
On November 21, 1996, the Planning Commission
approved the Grey Rock (Target) — Long -form PD -C with a
vote of 9 ayes, 0 noes and 2 absent. On December 3, 1996,
the Little Rock Board of Directors approved Ordinance No.
17,332 establishing Grey Rock Long -form PD -C.
The site plan included a 123,000 square foot Target Store
building and 614 parking spaces. The site plan included a
single access point from Chenal Parkway with a second
drive to Chenal Parkway to be shared with the Home Depot
property immediately east.
Ordinance No. 18,040 adopted by the Little Rock Board of
Directors on June 15, 1999, allowed a revision to the
previously approved site plan. The approval allowed an
area to be used for a temporary garden center display area.
The applicant proposed to utilize a 21 -foot by 42 -foot metal
frame greenhouse structure with doors at both ends.
Approximately 16 parking spaces would be used for display
of potted shrubs and bagged foods. The display area was
located at the end of the greenhouse structure. The
maximum display time was limited to 120 days per year.
This complied with typical ordinance requirement for
commercial property.
The applicant is now proposing a remodel/expansion of the
existing Target store located at 12700 Chenal Parkway.
The proposed expansion area will provide an additional
18,339 square feet to the existing building bringing the
gross floor area up to approximately 141,314 square feet.
The expansion area will be concentrated to the front and
right hand (east) side of the store allowing office, stock and
sales floor area to better serve Target guests. In addition to
the expansion, Target is proposing several upgrades to the
exterior fagade that will serve to revamp and beautify an
already well established part of the Little Rock area, taking
into consideration the Chenal Parkway Urban Corridor
District. These upgrades will include new paint, upgraded
parking area with landscape islands and a patterned
walkway.

AN ORDINANCE APPROVING A PLANNED ZONING
DEVELOPMENT AND ESTABLISHING A PLANNED
COMMERCIAL DISTRICT TITLED TARGET REVISED
LONG -FORM PCD (Z -6199-D), LOCATED AT 12700
CHENAL PARKWAY, LITTLE ROCK, ARKANSAS,
AMENDING THE OFFICIAL ZONING MAP OF THE
CITY OF LITTLE ROCK; AND FOR OTHER
PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS.
SECT ION 1. That the zoning classification of the following described property
be changed from PCD to Revised PCD:
Lot 1 Greyrock Subdivision, Little Rock, Pulaski County, Arkansas as
shown on Plat recorded as Plat No. F-103, Records of Pulaski County,
Arkansas.
SECTION 2. That the approval of Target Revised Long -form PCD (Z -6199-D),
located at 12700 Chenal Parkway is subject to compliance with the following additional
conditions:
That the preliminary site development plan/plat be approved as
submitted, including all staff comments and conditions as outlined in
the Planning Commission Agenda Staff Report in paragraphs D, E, F
and including any conditions indicated in the staff analysis in
paragraph H and subject to additional conditions imposed at the
Planning Commission Public Hearing as amended by the applicant.
SECTION 3. That the preliminary site development plan/plat be approved as
recommended by the Little Rock Planning Commission.
SECTION 4. That the change in zoning classification contemplated for Target
Revised Long -form PCD (Z -6199-D), located at 12700 Chenal Parkway is conditioned
upon obtaining a final plan approval within the time specified by Chapter 36, Article VII,
Section 36-454 (e) of the Code of Ordinances.
SECTION 5. That the map referred to in Chapter 36 of the Code of Ordinances
of the City of Little Rock, Arkansas, and designated district map be and is hereby
amended to the extent and in the respects necessary to affect and designate the change
provided for in Section 1 hereof.
SECTION 6. That this Ordinance shall not take effect and be in full force until
the final approval of the plan.
SECTION 7. Severability. In the event any title, section, paragraph, item,
sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid
or unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the ordinance which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
ordinance.
SECTION 8. Repealer. All laws, ordinances, resolutions, or parts of the same
that are inconsistent with the provisions of this ordinance are hereby repealed to the
extent of such inconsistency.

As a follow-up to the comments received on June 13, 2007, in reference to the Revised Long Form PCD for
Target Corporation, we are resubmitting 4 revised site plans for review and approval.
Please note the following items in response to the comment letter:
1. All required notes have been added to the site plan as requested (parking, building coverage).
2. There will be no modification to the existing store hours.
3. Abutting property owner notifications have been issued to the Planning Office.
4. We have contacted Public Works (Bill Henry) but have been unable to speak directly to Bill as of yet
in regards to the request for an additional streetlight along Chenal Parkway.
We look forward to addressing the Planning Commission at the July 5, 2007 meeting. If you have any
questions, or need additional information, please do not hesitate to contact me.

CEI Engineering Associates, Inc., hereby requests, on behalf of Target Corporation, consideration of this
application of a Revised PCD Plan for the proposed remodel / expansion to the existing Target store cited
referenced above.
The proposed expansion area will provide an additional 18,339 SF to the existing building bringing the gross
floor area up to approximately 141,314 SF. The expansion area will be concentrated to the front and right
hand (east) side of the store allowing additional office, stock and sales floor area to better serve Target
guests. In addition to the expansion, Target is proposing several upgrades to the exterior facade that will
serve to revamp and beautify an already well established part of the Little Rock area, taking into
consideration the Chenal Parkway Urban Corridor District. These upgrades will include new paint, additional
windows to the fagade, a new front sidewalk with patterned concrete and landscape planters, upgraded ADA
parking area with landscape islands and a patterned walkway.
Attached is all the necessary documents and information for site plan review. We will be sending the
necessary property notification list within the next two weeks.
It is our desire to appear before the Planning Commission at the July 5, 2007 meeting. If you have any
questions, or need additional information, please do not hesitate to contact me.
