A 123,000 square foot single use department store with 612 on-site parking spaces was approved as part of the rezoning. The project applicant represented the proposed department store tenant as being Target Stores with headquarters in Minneapolis, Minnesota. It is approximately 900 feet from the Grey Rock site to the closest point of St. Charles Blvd. The land between Grey Rock and the St. Charles community is designated on the Land Use Plan as a future park site. A development of this type will have a negligible effect on the AM peak hour traffic. However, the PM peak hour traffic generated by the site will be in excess of 547 trips. This amount of trips will meet signalization warrants as setforth in the Manual on Uniform Traffic Control Devices. However, due to the location of the main drive in respect to the West Markham intersection, Traffic Engineering has serious concerns due to the impact of an installation of a traffic signal at this location because of it's close proximity to the West Markham intersection. The installation of a traff c signal at this location could seriously affect the capacity of Chenal Parkway due it's close proximity to the Nest Markham intersectio recommended that the median opening be closed at the time of construction if the Target Store is constructed. Further, a joint access agreement should be pursued between this proposed development and the new Home Depot site in order for patrons to access the signalP P p at Markham. The recommended alternative zoning proposals presented by the Planning Department would generate far less traffic than that projected for the requested commercial zoning. The off ce zoning would generate at total 24 hour 2 -way total volume of 4,255 vehicles per day, yet this intensity and type of development would affect the peak hour traffic more negatively than the proposed commercial development. The multi -family zoning would generate far less traffic than either proposals. The 24 hour 2 -way volume generated by this proposed development is estimated at 1,427 trips. Entering and exiting traffic during the peak hours would be less than 150 vehicles during both the AM and PM peak hours.
