AN ORDINANCE APPROVING A PLANNED ZONING
DEVELOPMENT AND ESTABLISHING A PLANNED
COMMERCIAL DISTRICT TITLED RAGAN REVISED SHORT -
FORM PCD (Z -6183-A), LOCATED AT 7101 NORTH CHICOT
ROAD, LITTLE ROCK, ARKANSAS, AMENDING THE
OFFICIAL ZONING MAP OF THE CITY OF LITTLE ROCK; AND
FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. That the zoning classification of the following described property
be changed from PCD to Revised PCD:
Part of the SW '/4 of the SW '/4 of Section 25, T -1-N, R -13-W, Pulaski
County, Arkansas, being more particularly described as follows;
commence at the NW corner of the SW 1/4 of the SW 1/4, Section 25, T1N-
R13W, thence SO1°49'49"W 754.56 feet to the point of beginning; thence
S88012'19"E 330.0 feet to a point; thence SOI°49'49"W 107.0 feet to a
point; thence N88°12'19"W 330.0 feet to a point; thence NO1°49'49"E
107.0 feet returning to the point of beginning, containing 0.81 acres more
or less.
SECTION 2. That the approval of Ragan Revised Short -form PCD (Z -6183-A),
located at 7101 North Chicot Road is subject to compliance with the following additional
conditions:
* That the preliminary site development plan/plat be approved as
submitted, including all staff comments and conditions as outlined in
the Planning Commission Agenda Staff Report in paragraphs D, E, F
and including any conditions indicated in the staff analysis in
paragraph H and subject to additional conditions imposed at the
Planning Commission Public Hearing as amended by the applicant.
SECTION 3. That the preliminary site development plan/plat be approved as
recommended by the Little Rock Planning Commission.
SECTION 4. That the change in zoning classification contemplated for Ragan
Revised Short -form PCD (Z -6183-A), located at 7101 North Chicot Road is conditioned
upon obtaining a final plan approval within the time specified by Chapter 36, Article VII,
Section 36-454 (e) of the Code of Ordinances.
SECTION 5. That the map referred to in Chapter 36 of the Code of Ordinances
of the City of Little Rock, Arkansas, and designated district map be and is hereby
amended to the extent and in the respects necessary to affect and designate the change
provided for in Section 1 hereof.
SECTION 6. That this Ordinance shall not take effect and be in full force until
the final approval of the plan.
SECTION 7, Severability. In the event any title, section, paragraph, item,
sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid
or unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the ordinance which shall remain in full force and effect as if the portion so
dcclarcd or adjudged invalid or unconstitutional was not originally a part of the
ordinance.
SECTION 8. Repealer. All laws, ordinances, resolutions, or parts of the same
that are inconsistent with the provisions of this ordinance are hereby repealed to the
extent of such inconsistency.

The applicant is proposing to amend the previously
approved PCD to expand the site area from the current
0.61 acres to 0.81 acres and allow the construction of a new
building on the site to be used as additional storage.
None.
Staff recommends approval of the requested PCD zoning.
The Planning Commission voted to recommend approval of
the requested zoning by a vote of 10 ayes, 0 noes, 0 absent
and 1 recusal (Troy Laha).
The Planning Commission reviewed the proposed PCD
request at its November 8, 2007, meeting. There were no
registered objectors present. The South
Brookwood/Ponderosa Neighborhood Association,
Southwest Little Rock United for Progress, all residents
who could be identified located within 300 feet of the site
and all property owners located within 200 -feet of the site
were notified of the Public Hearing.
BACKGROUND
Ordinance No. 17,278 adopted by the Little Rock Board of
Directors on October 1, 1996, established Ragan Short -
form PD -C. The approval recognized the existing use and
allowed a 1,500 square foot addition to the existing
3,000 square foot building to accommodate storage. The
approval allowed the existing graveled parking lot to
remain and the applicant was not required to add any
additional landscaping. The company has existed on this
site since 1976. The business sells, installs and services
bank equipment. Most of the equipment is shipped directly
to the end user. The building is used as a combination of
office, repair shop and storage. There are six employees of
which four work in the field installing or servicing
equipment. The site contained 2.98 acres but the approval
of the PD -C was limited to a 0.63 acre area.
The applicant is proposing to amend the previously
approved PCD to expand the site area from the current
0.61 acres to 0.81 acres and allow the construction of a new
building on the site to be used as additional storage. The
building will be constructed along the northern perimeter of
the previously approved PD -C. The area of the PD -C is
being extended to the east approximately 330 -feet. The
building is proposed as a 40 -foot by 60 -foot metal building
containing 2,400 square feet.

A request has been made by Mr. George Ragan to add a new storage building on his
property relating to his business, (Ragan Safe & Vault). It is my understanding that Mr.
Ragan will only have electricity ran to the building. After talking to as many of our
neighbors that I could, they all agreed with the new addition with one acceptation. That is
"A Land Use Plan amendment from Single Family to Mixed Use" is a separate item on
this agenda.
The Association will approve of the Revised Short -form PCD (Z-6183-A)for building of
the storage building, but Will Not agree to adding the Land Use Plan amendment
from Single to Mixed Use.
Would you please advise me if this could be drop before the meeting on November $
2007?
The Ragan's are a very good neighbor and we would like to help them but if they would
leave we don't want this property to be used for anything else. The Land Use Plan would
open this property up to other things that may be unacceptable to the neighborhood.

Dear Donna:
This letter will accompany an application by me, as agent for Mr. George Ragan, to
amend the above referenced PD -C. Mr. Ragan wants to add one metal building, 40 feet by 60
feet or 2,400 square feet, on a six inch concrete slab. The building will have two overhead doors
and one small pedestrian entrance door. This building will be used only for storage and not for
any manufacturing or assembly or commercial uses. There will be no plumbing in the building
and only electrical service. Mr. Ragan has also applied to expand his existing gravel drive and to
include a turn -around for trucks to back up to the metal overhead doors in the building. Mr.
Ragan states there will only be one delivery per week to the storage building by a tractor trailer,
so vehicular traffic will be very minimal to this addition.
