Though officials have ap proved about 80 percent of those requests since 1993, they often face a barrage of resistance from neigh hors who fear manufactured home will bring down an area's propert values. The factory -built homes ar shoddy, have a bad reputation and don't belong next to site -built homes, critics say. But manufactured housing advo- cates argue that the homes —which must be built according to federal safety standards written in 1974 can be as nice or nicer than site - built ones. Furthermore, they say the homes give people like Denton, with low to moderate incomes, a chance to own instead of rent Industry spokesmen like J.D. Harper, executive director of the Arkansas Manufactured Housing Association, say they are waging a war against ignorance. The opposi- tion, Harper says, amounts to noth- ing more than "economic racism." Meanwhile, the city is facing its most important manufactured housing test — a lawsuit by real es- tate developer Tommy Hodges. In 1996, Hodges applied for a condi- tional use permit to place 19 manu- factured homes on Woodland Drive, a modest, tidy street in southwest Little Rock, adjacent to the Saline County line. His was the first application the city had re- ceived to place more than one manufactured home on a single residential street. Nearly all the neighbors were opposed, and the city denied his re- quest even though the proposal met construction standards. A year later, Hodges reduced the requested number of manufac- tured homes to five and applied again. After six hours of hearings, the city denied his request once more. The reason, Giles said, is that it was not clear that the proposal "would not have a negative impact on the surrounding property" Hodges filed suit against the city and the Planning Commission in 1997. After a four-hour hearing Thursday, Pulaski County Circuit Judge John Ward is expected to an- nounce a decision in the case this week. Experts say his ruling could set the tone for city policy regard- ing manufactured homes in the fu- ture. If Hodges wins, they say it will be impossible for neiKhborhoods to oppose iso tPac[ured home NEW STANDARDS, OLD PERCEPTIONS The issue has been "chronic" in Little Rock since 1980, Planning Commissioner Judith Faust says. That year, the city board passed an ordinance permitting manufac- tured homes in residential neigh- borhoods as long as they meet cer- tain standards — including a pitched roof, a permanent founda- tion and exterior walls matching the rest of the neighborhood. Like scores of other cities around the country, Giles says. Lit- tle Rock was and still is experienc- ing a dearth of affordable housing. City leaders realized in 1980 that it was better for people with low to against somebody wheeling one in and living in it on wheels," he said. Harper says he receives calls each week from cities, small towns, resi- dents and developers across the state who want information about manufactured homes. "In some cities, new jobs are coming to town and they need hous- ing for [people who earn] $6 to $10 an hour. How do you house them? It may also be related to immigration — [people] who are here to do agri- cultural or factory work," he said. But despite the interest in man- ufactured homes, Little Rock resi- dent Susan Whitson testified in court last week that she'd consider selling her home for less than it's worth if Hodges' application goes through. "We're trying so hard to build our property values up," Whitson said the week before the trial. "Because of where it is, we're having to fight a stereotype.... If they're going to [bring manufactured houses in], it feels like they're just stepping on us." The plaintiffs — Hodges, Harp- er's firm and Big Three Mobile Homes — hired an appraiser who testified that manufactured homes would have no effect on surround- ing property values. Harper said the homes are inspected at least twice during construction. And an affordable housing advocate who worked with Hodges to put several low-cost, site -built homes on Wood- land Drive said the manufactured ones are badly needed. Hodges planned to sell the fac- tory -built homes for $55,000 to $60,000 — about $15,000 less than the site -built houses in the neigh- borhood. Some city leaders agree with the manufactured home advocates. Faust says Little Rock must face the issue of affordable housing and recognize that manufactured homes are part of the solution. Yet he opposed Hodges's second proposal for five such homes, say- ing he wasn't convinced that they wouldn't bring down property val- ues and harm the neighborhood's "sense of community." Earnest's contradictory re- sponse reveals what many city leaders have known for the past two decades: "Is it healthy to have a concentration of low-income housing like public housing?" Gant asks. "Not necessarily." "You have to have a healthy neighborhood, which means you have to have economic diversifica- tion," she said. "You have to put to- gether programs that aren't 100 percent federally funded. There have got to be other resources." Gant says manufactured hous- ing is just one of the resources that can be combined with programs like Habitat for Humanity. "The key," she said, "is providing oppor- tunity for choice at all different economic levels." Harper says manufactured homes are becoming even more modern and well-built. A bill pro- posed during Congress' last ses- sion would amend the federal guidelines written 25 years ago and make them more up-to-date with current building techniques. Like Gant, he says manufac- tured housing can be part of an af- fordable housing mix. "[Manufactured homes] are the most readily available form of af- fordable, non -subsidized housing." he said. "People who want to pur- chase homes ought to have the choice." OPPOSITION CONTINUES Like Whitson, though, many Lit- tle Rock residents aren't con- vinced. A few years ago, residents of the city's John Barrow community passed a neighborhood plan that prohibits manufactured homes. The Planning Commission and the city board approved the plan. In 1998, the city board rejected Deborah Wilson's application for a conditional use permit in the Bar- row neighborhood. Another appli- cation, by a woman who hoped to Put a manufactured home at 3805 West St., is pending. The Barrow Neighborhood Association is meet- ing with the woman, Martha Gar cia, and an interpreter to discuss alternatives to manufactured hous- ing, says Betty Snyder, a neighbor- hood association board member. "It's not like we're turning our backs on lower-income people," Snyder said. "My concern is that you don't know what's going to happen if you put manufactured housing in." The residents of Woodland Drive also formed a neighborhood association in 1997, in response to Hodges's proposals. And earlier this month, the Planning Commission rejected Nellie Stephens' application for a conditional use permit after the neighborhood association on Bruno Lane in southwest Little Rock produced a petition oppos— ing her request. Stephens, 49, hoped to buy a four-bedroom manufactured home for $60,000-$70,000. It would have provided much-needed space for her family, which includes four foster children in addition to her natural child. She had arranged to have the home financed, and she planned to add landscaping. But since her application was denied, Stephens is looking for a larger house to rent. She says the _ Planning Commission's decision was based on prejudice, and she plans to appeal it to the city board. "Instead of renting, this was an investment," she said.
