(Z-9792) Submitted by: Department of Planning and Development SYNOPSIS FISCAL IMPACT RECOMMENDATION BACKGROUND Action Required � Ordinance Resolution Approval Information Report Approved By Bruce Moore City Manager The owner of the 0.29 acre property located at 1619 / 1623 Johnson Street is requesting that the property be reclassified from "R-3" to "R-4". I None Approval of the Ordinance. The applicant requests to rezone the 0.29 acre property from R-3 to R-4 to allow future duplex development. The property is located at the northeast corner of Johnson and West 17th Streets, and is comprised of two (2) platted lots (Lots 9 and 10, Block 9, C & O Johnson's Addition). The property is currently undeveloped and mostly grass covered. There are a few mature trees on the site. The site is located on the northeast corner of Johnson and West 17th Streets. The City's Future Land Use Plan designates this property as "RL" Residential Low Density. The requested R-4 zoning will not require an amendment to the future plan. BACKGROUND CONTINUED On July 13, 2023, the Planning Commission voted 9 ayes, 0 noes, 1 absent, and 1 open position, as part of the Consent Agenda, to approve the R-4 rezoning. There were no objectors present. All owners of property located within 200 feet of the site and all neighborhood associations registered with The City of Little Rock were notified of the public hearing. AN ORDINANCE RECLASSIFYING PROPERTY LOCATED IN THE CITY OF LITTLE ROCK, ARKANSAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. Section 1. That the zone classification of the following property be and is hereby changed as indicated: Z-9792 — Described as Lots 9 and 10, Block 9, C and P Johnson's Addition to the City of Little Rock, Pulaski County, Arkansas: From "R-3" Single Family District to 11R-4" Two -Family District (1619 / 1623 Johnson Street). Section 2. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little Rock and designated district map be and is hereby amended to the extent and in the respects necessary to affect and designate the change provided for in Section 1 hereof. Section 3. That the Ordinance shall take effect and be in full force 30 days after the date of its passage and approval. Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the portion so Page 1 of 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 declared or adjudged invalid or unconstitutional was not originally a part of the ordinance. Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
