Justification: Applicant's Statement: I am requesting a setback variance so that an attached garage and porch can be added to the front of the house. This seems to be the best solution because of the lot size. It is narrow, deep and on a downhill slope. I really need a garage to protect my vehicle. I use a cover now and it is difficult for me to handle. I've had rotator cuff surgery on both shoulders and have limited motion in them. I also have a condition that was diagnosed as dry eyes. The pollen collects on the cover. When I remove it, I get it on myself. The allergens cause my eyes to sting and burn. The garage would also provide additional storage space where I can store items with a minimum of lifting. The porch would afford balance for the appearance and would be a delight to use. Staff Analysis: The R-3 zoned property at 5708 "C" Street is occupied by a small, one-story single-family residence. The site has no covered parking and the applicant currently parks on a gravel driveway on the eastern side of the lot. The applicant proposes to construct a 20' x 1517" garage addition onto the front of the western side of the house. A new concrete driveway will be built and the existing gravel driveway will be removed. The garage addition will have a front yard setback of 14.7 feet and a side yard setback of 5.1 feet. Section 36-255 requires a front yard setback of 25 feet and a side yard of 5.4 feet for this lot. There is no platted building line. Staff believes the variance request to be reasonable. The house has a front yard setback of 34.7 feet and any garage addition onto the front will require a variance. Due to the slope on the eastern side of the property, it would be very difficult to construct a driveway and garage on that side or in the rear yard. The garage will have a setback of 34± feet from the edge of "C" Street which provides adequate sight distance for backing out of the structure. This two block section of "C" Street ends in a cul-de-sac and serves only 20-21 homes. There is very little traffic on the street and allowing the reduced setback for the garage should not impact traffic patterns. A 5-6 foot tall hedge row extends down the western property line so the new garage should not create a greater visibility impact for the house on the lot to the west. The reduction in side yard setback from the required 5.4 feet to 5.1 feet is negligible and should have no impact on adjacent properties. The existing house has a side yard setback of 5.1 feet and the garage addition will line up with the home. C. Staff Recommendation: Staff recommends approval of the requested side yard and front yard setback variances subject to the gravel driveway on the eastern side of the property being removed. Staff presented the item and a recommendation of approval subject to the gravel driveway on the eastern side of the property being removed. The applicant offered no additional comments.
