Public Works Issues: Z-6128 Alltel Mobile 821 South State Street West 100 feet of Lots 7, 8 and 9, East 75 feet of Lots 4, 5 and 6; and the South 80 feet of the West 1/2 of Lots 3, 4, 5 and 6; all in Block 175 of the Original City of Little Rock I-2 Variances are requested from the area regulations of Section 36-320 to permit constriction of a building with reduced side and rear yard setbacks. The building contains computer equipment which must be configured in a specific arrangement. The I-2 setbacks inhibit the use of this unusually shaped property for this specific building footprint. Construct CLR standard ramps at intersection. Maintain 10 foot walk on 9th Street and increase walk on State to 6 foot minimum. B. Staff Anal siS: Alltel Mobile proposes the phased construction of an office building on this I-2 zoned property. The building will house computer equipment and switching facilities which must be housed in a specific configuration. In order to fit the building on the site, Alltel is requesting variances to allow a setback of 110" feet from the 9th Street side property line and a setback of 15 feet from the rear April 29, 1996 7 em N 8 Cont. property line. The I-2 district requires a side yard setback of 15 feet and a rear yard setback of 25 feet. The proposed "0" foot setback from the 9th Street side property line is not out of character with other development in the area. Many of the buildings in this older part of town are built on or very near the street property line, including the Arkansas Flag and Banner building across State Street. This proposed one story building will have less of a visual impact than other multistory buildings in the area. During the first phase of construction, the building is proposed to have a rear yard setback of 40 feet. Future expansion will reduce that setback to 15 feet. The property adjacent to the rear is occupied by a parking lot which should not be affected by this reduction in setback. Staff believes the proposal to be reasonable and is supportive of the variance requests. C. staff Recommendation: Staff recommends approval of the requested side and rear yard setback variances subject to the following conditions: 1. Compliance with Public Works Comments 2. Compliance with the City's Landscape and Buffer Ordinances 3. No portion of the Building's eave or overhang may extend beyond the property line. BOARD OF ADJUSTMENT: (APRIL 29, 1996) The applicant was not present. There were no objectors present. Staff informed the Board that the applicant had requested that the item be withdrawn. A motion was made to withdraw the item. The motion was approved by a vote of 9 ayes, 0 noes and 0 absent. E
