Change address to 720 East 11th with plan change. Dedicate
the 20 foot radial areas at intersections. Improve turn
radii to 31.5 feet and improve sidewalks and handicap ramps.
Flip plan to take access from 11th Street and then the
parking can be designed to accommodate the trucks planned
for site. Frontage Road is McGowan Street.
B. Staff Analysis:
Alltel Mobile proposes the phased construction of a one-
story office building on this HDR (High Density Residential)
zoned property. The building will house a computer facility
and office.
The property is located in the Central Little Rock Urban
Renewal District and is zoned HDR. A conditional use permit
is required to allow offices and related facilities in the
HDR district. The Ordinance designates the Board of
Adjustment as the public body for reviewing and approving
conditional use permits in the Central Little Rock Urban
Renewal District. The property also lies within the
boundaries of the MacArthur Park Historic District.
The property in question is located in an isolated pocket of
the Central Little Rock and MacArthur Park Districts,
sandwiched between MacArthur Park and I-30. Other uses in

the immediate vicinity include a convenience store with gas
pumps, Bylites, two restaurants, Centro Hispano, the UALR
Law School and a two building apartment development.
The property fronts onto the I-30 Frontage Road (McGowan
Street). MacArthur Park provides a buffer between this
mixed use area and the predominately residential area
farther to the west.
Staff believes the proposed use to be appropriate for the
site. Public Works has raised questions which may affect
the site plan. These questions should be resolved prior to
the Board meeting.
C_ Staff Recommendation:
Staff recommends approval of the requested conditional use
permit subject to the following conditions:
1. Compliance with the City's Landscape and Buffer
Ordinances
2. Approval must also be obtained from the Little Rock
Historic District Commission.
3. Right-of-way dedication and sidewalk and street
improvements as noted by Public Works.
BOARD OF ADJUSTMENT: (APRIL 29, 1996)
The applicant was not present. There were no objectors present.
Staff informed the Board that the applicant had requested that
the item be withdrawn.
A motion was made to withdraw the item. The motion was approved
by a vote of 9 ayes, 0 noes and 0 absent.
