Public Works Comments: z-6125 Kirby Riffel/Sprint Spectrum 4300 Old Shackleford Road; approximately 1,000 feet west of Shackleford Part of the SW 1/4, SW 1/4, Section 15, T -1-N, R -13-W, Little Rock I-1 A variance is requested from the height restrictions of Section 36- 201 to permit construction of a 140 foot tall tower. The proposed location and tower height are necessary to provide optimum service to the public by FCC mandate. Staff Anal sis• Sprint Spectrum proposes to construct a 140 foot tall monopole tower and associated equipment cabinets on this I-1 zoned property. Sprint has leased a 70 foot by 70 foot site within a much larger tract located east of Sam's Wholesale Club. Section 36-201 limits metal ground -mounted towers to 75 feet in height. The topography and radio frequency coverage for this site requires Sprint to exceed the 75 foot height limitation. The 140 foot height is the minimum needed to provide acceptable coverage in this area. Most all of the surrounding properties are undeveloped and heavily wooded with the exception of the Sam's Wholesale April 29, 1996 Item No.: 6 Cont.) Club site. The proposed tower should have no effect on adjacent properties. C. Staff Recommendation: Staff recommends approval of the requested height variance subject to the following condition: 1. The barbed wire strands on top of the 8 foot chain link fence must not extend beyond the vertical plane of the fence. BOARD QF ADJUSTMENT: (APRIL 29, 1996) Randy Frazier was present representing Sprint Spectrum. There were no objectors present. Staff presented the item and a recommendation of approval, with conditions. Mr. Frazier briefly described the PCS technology and Sprint's development within Little Rock. He stated that every Sprint tower would be built to allow co -location with another user. He then described the site and stated that it was an appropriate location for a tower. In response to a question from Kirby Rowland, Mr. Frazier stated that PCS used a different frequency than cellular and that the tower would not interfere with other towers in the area. A motion was made to approve the requested height subject to compliance with the condition noted in recommendation.
