Dear Neighbor,
Enclosed is a notification that the City has asked us to send you regarding the home we are
building for our family at 2821 N. Pierce St.
Due to some recent changes in City policy, we've come to understand that we need approval
from the Board of Adjustment for some items.
We are excited to move to the neighborhood. I am Bill Steinbach and work at Arkansas
Children's as Chair of Pediatrics and my wife is Susan Emmett who is an ear surgeon and directs
a new Center for Hearing Health Equity at UAMS. We have three children - Amelia (age 23,
about to go to law school), Aidan (age 21, senior in college in NC), and John who is 10 months
old. We are also currently expecting a new addition to our family next June. We relocated to
Little Rock about a year ago after working at Duke University and have been renting a condo
during construction. We look forward to meeting all of our neighbors and have enjoyed already
connecting with several of you, walking through the neighborhood with a stroller, and enjoying
Halloween together recently.
The City has granted us a permit to build a retaining wall along the back (East) and South side of
our property. Due to the topography of our lot, water currently naturally drains to the Southeast
corner of our property. It is our understanding that this has been a serious issue for many years.
By building our retaining wall, we will be able to resolve those issues by diverting any storm
water to Pierce St. via a drainage system that we are going to install. Downstream on Pierce St.
the City has recently installed new wastewater improvements which prevent any storm water
issues. By getting the variance for our retaining wall to sit just off of our property line, it will
allow us to resolve all of the current storm water problems instead of just a partial fix.
