To Whom It May Concern:
Life Skills for Youth ("LSY") is requesting that the City of Little Rock extend the PD-O
general office zoning for a portion of the property located on West Baseline Road that is
adjacent to the intersection of Baseline and Stagecoach, as indicated in the attached
documents. The intent is to construct a new after-hour/weekend/summer academy K-12
facility for LSY.
LSY is an after -school academy, summer academy, Saturday academy and out -of -school
time academy that caters to at -risk children, K-12, with plans to serve approximately 300-
400 students at the new location.
The 6.82-acre site on West Baseline will have a 115,269 square foot school facility built on
it that will provide a long-term solution to continue providing Central Arkansas youth
necessary enrichment programs that will aid them into adulthood.
The school is anticipated to be a steel frame structure with brick veneer and windows,
single -ply roofing, asphalt paving and concrete sidewalks. The project will provide
required landscaping and storm drainage, utility connections, fire hydrants and other
required appurtenances for the project.
The site is wooded land area with small diameter trees and no structures are currently on
the site. The project is not located in the adjacent floodplain or floodway. There are no
easements on the property, and there is a R-O-W along the Baseline frontage.
The development area exceeds five acres, so no plat application is included in this package.

OUTLINE
The project on West Baseline Road is to be a school building that qualifies for PD-O general
office zoning that is included in the current PD-O zoning. Attached is the site plan that shows
the entire proposed project for Life Skills for Youth.

According to the Pulaski County Circuit Clerk's office, there is not a Bill of
Assurance for the 6.82 acre site that fronts on West Baseline Road.
