project (Z-9074-A):
Development Staff Comments
1.1. Provide number of classrooms:
a. 20 classrooms (K-12) – 20 students per classroom planned
b. 1 Art Room
c. 2 Maker spaces (K-6 and 7-12)
d. 2 Music Rooms (K-6 and 7-12)
e. 1 Seminar room/Large conference room (20 people)

Civil Engineering Comments
2.1. AGREE - Special Flood Hazard Development Permit will be submitted with
bldg. permit application if this is required.

2.2. AGREE - Damaged infrastructure within the public right of way will be
repaired as a part of this project at no cost to the city.
2.3. AGREE - NPDES permit will be obtained as a part of this project.
2.4. AGREE - Grading permit will be obtained prior to initiation of work as a part
of this project.
2.5. AGREE - As-built stormwater drainage infrastructure drawings will be
submitted after construction completion.
2.6. AGREE - Additional 10 feet of right of way (55 feet total distance from
centerline of roadway) will be dedicated to city of LR for Baseline Rd.
2.7. AGREE – Required boundary street improvements will be provided as a part
of this project. Work shall comply with City of LR Public Works standards.
2.8. AGREE - Engineering staff inspection prior to acceptance is City of LR
responsibility.
2.9. AGREE - Design documents will comply with City of LR stormwater design
requirements.
2.10. AGREE - Required drainage study and hydrologic calculations will be
provided.
2.11. AGREE - Sediment and erosion control plans will be included in design
documents and will show pertinent information.
2.12. AGREE - Street stormwater and detention infrastructure design will comply
with the City’s 2016 design manual.
2.13. NOTED.

2.14. AGREE – Accessible routes will be provided as required.

2.17. NOTED - Variance will be filed if required.
2.18. EXCEPTION – will discuss with planning department regarding best way
forward regarding driveway spacing between the two drives at Baseline.
We want to keep two drives for emergency vehicle access in the event one
of the drives is blocked. The property is not wide enough to comply with the
300 foot requirement between drives or the 150 ft requirement from property
line. See revised plan for dimension between drives.
Central Arkansas Water Comments
3.1. AGREE - Design will meet Central Arkansas Water requirements.
3.2. AGREE - Design will be submitted to LRFD for evaluation regarding fire
hydrant requirements.
3.3. AGREE - Plans will be submitted to CAW for review.
3.4. NOTED.
Fire Marshal Comments
4.1. AGREE – Fire department vehicle access roads will be widened to 26 feet at
fire hydrants once fire hydrant locations onsite are determined.

4.2. AGREE - Site is relatively flat, no grades in excess of 10 percent are
anticipated on this site.
4.3. AGREE – Design will comply with Arkansas Fire Prevention Code latest
edition.
4.4. AGREE – Will maintain two means of access if City of LR will allow.
4.5. NA – Building is only two (2) stories in height.
4.6. AGREE – Will maintain two means of access if City of LR will allow.
However, Bldg will be sprinklered if two drives are not allowed by City of
LR.
4.7. EXCEPTION – Width of frontage of property is not sufficient to meet this
requirement.
4.8. AGREE – Aerial fire apparatus access roads requirements in section D105
of the AR Fire Prevention Code will be met.
4.9. AGREE – Site plan does not include any dead-end fire department vehicle
access roads.
4.10. AGREE – Gates are not anticipated, but if gates are added to the project for
site access control, gates will comply with section D103 of the AR Fire
Prevention Code.
4.11. AGREE – Fire Hydrant locations shall comply with AR Fire Prevention Code
requirements. See revised Site Plan for proposed location of new fire
hydrant.
