HomeMy WebLinkAboutCover Letter 031323Tisdale Properties & Development, LLC 43 Chenal Circle, Little Rock, Arkansas 72223 March 13, 2023 City of Little Rock Planning and Development Department Markham at State Streets Little Rock, Arkansas 72201 RE: Revised PD-C (Z-5502-K) Dear Sir: We have applied for a revision of the PCD that has earlier been approved. The earlier approved PCD permitted development of a new self -storage facility on approximately 5 acres at 17301 West Kanis Road, Pulaski County, Arkansas. Since that approval we have acquired the adjacent 8 acre tract more or less to the west. This additional tract is unique in that it contains a portion of Rock Creek and a substantial portion of the 8-arces lies within the designated floodway. The original development plan has been modified to include the appropriate portions of the 8- acre tract within the planned development of a new self -storage facility taking care to avoid development of the floodway and Rock Creek. We have requested and received a permit from the Army Corp of Engineers to add a temporary crossing at Rock Creek to relocate existing fill material from one side of the creek to the other and avoid accessing Kanis Road. We will provide the City with a copy of the permit from the Corp of Engineers. The Corp of Engineers has also required that we restore an existing drainageway (ditch) through the original 5-acre tract. That adjustment has required that we revise the original site plan to delete three (3) single story self -storage buildings and replace them with one 3-story self -storage building. This development will occur in phases and phase one will begin upon approval of the amended PCD and will take about 6 — 9 months to complete. Future phases will follow with the start dates and duration of construction being determined based upon the market. I am sure you realize that another new self -storage facility is being developed in the same area so we expect the lease up rate for both properties will be longer than typically experienced for new self -storage facilities in Little Rock. The office/manager's apartment that will be erected during Phase One will take care of the entire development. The facility will be gated with an electronic gate and that gate location is shown on the site plan. We do not plan to offer any outside storage for boats, RVs or other vehicles but we expect that a couple of spaces will most likely become useable around the completed development. There will be no dumpster on site. All site lighting will be low-level and directed away from the adjacent properties. The signage for the development will be in compliance with City ordinances for signs allowed in commercial zones and we anticipate one monument sign and one sign mounted onto the northernmost 3-story building. By separate cover we will submit a revised site plan that will show the number and size of all new units and the floodway and floodplain boundaries. I have called a couple of times to request an in person meeting with Jamie Collins regarding this application for the revised PCD and have not yet been able to schedule that meeting.
