Dear Mr. Thrower:
Please accept this cover letter that sets forth the development rationale including legal and structural composition of the
project. This cover letter explains the proposed use of the property at 12120 Colonel Glenn Road, Suite 1000, Little Rock,
Arkansas 72210 and the need for the change to the current zoning to include Suite 1000 as an event center.
The purpose and reason for changing the current zoning to include event center is to allow Brandon House to operate as an
assembly that includes a state of the art theater to train some of the most high -risk students in the state that haven't been
given adequate access to artistic, vocational or academic programming using a state of the art theater; an art gallery funded
in part by Windgate Foundation for aspiring youth and young adults to display and showcase their arts in a community
gallery; and an assembly space that is used for public performances, educational retreats, educational classrooms, and
cultural events, to include but not limited to concerts, banquets, business meetings, weddings, conferences, business expos,
small community conventions and other special events.
Changing the zoning to include event center will support the need for a community -based theater, art gallery and
performance spaces for use by community residents, young adults, local businesses, artists, creative professionals and
students who do not have to travel outside of their community to access arts -based programming and cultural & performing
arts.

Brandon House Cultural & Performing Arts Center, organized in 2013, is
referred to as Brandon House and is a nonprofit tax-exempt organization
that was co-founded by members of the Bax family: Paul and Pain —
husband and wife; daughter — Patrice; and son — Dion Bax. As a creative
arts organization, Brandon House promotes a variety of performing
and creative arts activities that are accessible to diverse audiences
through music, drama, plays, open mics, poetry slams, dance,
creative & cultural arts, comedy, arts education and commissioned
art work. Affirming its core belief in urban renewal as it relates to
promoting job creation, urban renewal, economic development, and
creative economy, Brandon House uses the power of the arts to embrace
creative talents of local, regional and global artists and performers as well

a city -funded contractor with the city of Little Rock Department of Community Programs (DCP), with three prevention
programs; and has been labeled as the number one city -funded program in the city of Little Rock by the DCP.
